R. 6691</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220209">February 9, 2022</action-date><action-desc><sponsor name-id="P000605">Mr. Perry</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HAP00">Appropriations</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Communications Act of 1934 to prohibit Federal funding for the Corporation for Public Broadcasting, and for other purposes.</official-title></form><legis-body id="H8D34243DD136406687B618136849289B" style="OLC"><section id="H8B0A7C66626645209820B587BC2B8568" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Propaganda Act</short-title></quote>.</text></section><section id="H4E40A6FD3F1347F3A9EF50B2E917F4EA" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on Federal funds for Corporation for Public Broadcasting</header><subsection id="HDD7061E20ACE45C7BBF0A61898DA9EA7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 396 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/396">47 U.S.C. 396</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="H64354747DAD84DD48F7704BF3712B6AF" style="OLC"><subsection id="HC7CAECB713BE4EC280500CD2CE68134F"><enum>(m)</enum><header>Prohibition on Federal funds</header><text display-inline="yes-display-inline">No Federal funds may be made available to the Corporation after the date of the enactment of the <short-title>No Propaganda Act</short-title>.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6776043C3D124AC0B04B9E9ABEA9CCAD"><enum>(b)</enum><header>Corporation prohibited from accepting Federal funds</header><text display-inline="yes-display-inline">Section 396(g) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/396">47 U.S.C. 396(g)</external-xref>) is amended—</text><paragraph id="H3184DF88AD814F7D856C30D87466245E"><enum>(1)</enum><text>in paragraph (2)(A), by inserting <quote>subject to paragraph (3)(C),</quote> before <quote>obtain</quote>; and</text></paragraph><paragraph id="HCEAB83EEE79E45C0800D10F784ADF1AB"><enum>(2)</enum><text>in paragraph (3)—</text><subparagraph id="H3C38EC832FA04E66BE4A1D23939B2334"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph id="H475A1E3886EA4670AE709047E899A893"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HE9958AB6CB2947AE8F48D4F58505896E"><enum>(C)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H5255EDC52FFF4B258F6F8B2A85FBFC78" style="traditional"><subparagraph id="H2797A44C6CA642FC86D0C1614F967F73" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">accepting funds from the Federal Government after the date of the enactment of the <short-title>No Propaganda Act</short-title>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H6789084451634BB3A0BC345D9F6BE3F0"><enum>(c)</enum><header>Rescission</header><text display-inline="yes-display-inline">Any unobligated balances of amounts made available under the heading <quote>Corporation for Public Broadcasting</quote> in the Further Consolidated Appropriations Act, 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/94">Public Law 116–94</external-xref>; 133 Stat. 2600) or the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) are hereby rescinded.</text></subsection><subsection id="H13D5602B53184AC9A749DEEE141269D7" commented="no"><enum>(d)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 396(k)(3)(A)(iv)(II) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/396">47 U.S.C. 396(k)(3)(A)(iv)(II)</external-xref>) is amended by inserting <quote>before the date of the enactment of the <short-title>No Propaganda Act</short-title></quote> after <quote>amounts received</quote>.</text></subsection></section></legis-body></bill>
