R. 668</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210201">February 1, 2021</action-date><action-desc><sponsor name-id="R000515">Mr. Rush</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Labor to fund youth workforce investment activities for certain local areas, and for other purposes.</official-title></form><legis-body id="H27DC8AC2ECFC477D9DC163C06040A78D" style="OLC"><section id="HEDBF5293565C49F2915FF0777D01F658" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jobs Now Youth Employment Act</short-title></quote>.</text></section><section id="H40DB4137FFF8414A8F53D3CB0CECADF6"><enum>2.</enum><header>Youth workforce investment activities</header><subsection id="HB9D37D4023D34C26B38D9E0F75E93C40"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From the amount made available under subsection (e) for a fiscal year, the Secretary shall make allotments to local areas pursuant to subsection (b) for youth workforce investment activities under section 129 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3164">29 U.S.C. 3164</external-xref>).</text></subsection><subsection id="HAF89DD7895BE41ADA3A1AAF188E5D74B"><enum>(b)</enum><header>Formula</header><text display-inline="yes-display-inline">The allotment to a local area under subsection (a) shall be made on the basis of the relative number of long-term unemployed individuals in each local area, compared to the total number of long-term unemployed individuals in all local areas.</text></subsection><subsection id="H980E5F6A8AAB4A5CAB50E533149AAB59"><enum>(c)</enum><header>Data collection</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Secretary shall—</text><paragraph id="H9306FD35262A4D3C8B256EF4989508CF"><enum>(1)</enum><text>beginning not later than 180 days after the date of the enactment of this Act and annually thereafter, the Secretary shall collect long-term unemployment rates for local areas; and</text></paragraph><paragraph id="H47DA115D286F473789F23DC86AAD6AB3"><enum>(2)</enum><text display-inline="yes-display-inline">identify local areas that have long-term unemployment rates above the national average for the year for which such data is collected.</text></paragraph></subsection><subsection id="HB26D6D3CB6A54F01AEC9E2E56A470D11"><enum>(d)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HF6B52528B416440686663373EA548567"><enum>(1)</enum><header>Local area</header><text>The term <term>local area</term> has the meaning given such term under section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="HD183DBACCD754C469287B61B832EEEDF" commented="no"><enum>(2)</enum><header>Long-term unemployment</header><text display-inline="yes-display-inline">The term <term>long-term unemployment</term>, used with respect to a local area, means the number of individuals in such local area who have been unemployed for 15 weeks or more.</text></paragraph><paragraph id="HD25E365A723E44EF9BFDD50D9CC35573"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Labor.</text></paragraph></subsection><subsection id="H0793D96D490E47639229FBF1A402CF3E"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out the activities described in subsection (a) $10,000,000,000 for each year in the 10-year period beginning on the date that is the first fiscal year that commences following the existence of data collected under subsection (c).</text></subsection></section></legis-body></bill>
