R. 6687</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220209">February 9, 2022</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Education to establish a competitive grant program to award grants to local educational agencies to address implicit bias in elementary and secondary schools, and for other purposes.</official-title></form><legis-body id="H9F5E68F455174C888C84207E5267DF0B" style="OLC"><section id="H831FB788033F4E0AAF2AC0BA93CEADA2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>Combating Implicit Bias in Education Act</short-title></quote>.</text></section><section id="H5DD06A0DF49643CE945D28F01DFA53AF"><enum>2.</enum><header>Grant program</header><subsection id="H7E1ACA38C7F24AEABCB0DD1E336ADC83"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Education shall award grants, on a competitive basis, to local educational agencies to provide training to educators, principals, and other staff of elementary schools and secondary schools on implicit bias, for the purposes of—</text><paragraph id="H6E500B38119840CE88EAD40EF411B358"><enum>(1)</enum><text>ending discrimination based on such bias, including—</text><subparagraph id="HB0126589167E43EFB30BEEC3FE1B4C14"><enum>(A)</enum><text>in the administration of exclusionary discipline (including suspensions and expulsions);</text></subparagraph><subparagraph id="H4990E1E1B787409DBF4F293EC8BCA9C5"><enum>(B)</enum><text>in access to gifted and talented programs; and</text></subparagraph><subparagraph id="HCE9C7F4FC9774D6D832223766AC8B195"><enum>(C)</enum><text>in the apportionment of academic resources;</text></subparagraph></paragraph><paragraph id="H5749388227BF48388C473D206EDD90E2"><enum>(2)</enum><text>improving the school climate and the relationships between students and educators, principals, and other staff; and</text></paragraph><paragraph id="HCD022C207537446B96439622F1CD0103"><enum>(3)</enum><text>improving the academic achievement and attainment of students.</text></paragraph></subsection><subsection id="HB29485C27DC241C293AADF1FEE578E8C"><enum>(b)</enum><header>Application</header><text>A local educational agency desiring to receive a grant under this section shall submit an application to the Secretary as the Secretary shall require. The application shall include a description of how the local educational agency will use the grant to carry out training under subsection (a).</text></subsection><subsection id="H44ECC0F6B2A4444AB13A6C1758DCA19B"><enum>(c)</enum><header>Report</header><text>The Director of the Institute of Education Sciences shall conduct a periodic review of the effectiveness of the grant program established by this Act.</text></subsection><subsection id="H32A358D1D61146D6923C416B93BB2084"><enum>(d)</enum><header>Authorization of appropriations</header><text>For the purpose of carrying out this Act, there are authorized to be appropriated $10,000,000 for each of fiscal years 2022 through 2024.</text></subsection><subsection id="H436ECE8574464D08BD178E9909DBB5B6"><enum>(e)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="HDFCEC15ED7D04386AC6D6A5A24D058B9"><enum>(1)</enum><header>Elementary and secondary education act terms</header><text>The terms <term>elementary school</term>, <term>local educational agency</term>, <term>other staff</term>, and <term>secondary school</term> have the meanings given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H42A0FC7DFD544456912ECA90E772350F"><enum>(2)</enum><header>Implicit bias</header><text>The term <term>implicit bias</term> means bias with respect to actual or perceived race, religion, sex (including sexual orientation or gender identity), disability, ethnicity, or socioeconomic status that results from subconsciously held attitudes, beliefs, or associations.</text></paragraph><paragraph id="H7B90243C2C194C2AA3983C1F73B0B576"><enum>(3)</enum><header>Training</header><text>The term <term>training</term> means evidence-based, on-going professional development and support.</text></paragraph></subsection></section></legis-body></bill>
