Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to require public disclosure of individual tax returns of the President, the Vice President, and Members of Congress, and candidates for such offices.</official-title></form><legis-body id="HD9200355BF0149D18A43BB2959159280" style="OLC"><section id="H6DBBF9057EEB42B69ACBBF02DBF25A7B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tax Transparency Act of 2021</short-title></quote>.</text></section><section id="HD038C19098594A1DB6B834BF52C60248" section-type="subsequent-section"><enum>2.</enum><header>Disclosure of returns and return information of candidates for President, Vice President, or Congress</header><subsection id="H7FD0E27B76BD4D6F8D1F44E840C31331"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (k) of <external-xref legal-doc="usc" parsable-cite="usc/26/6103">section 6103</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H99395C176C5E43C881833812DAE8E08F" style="OLC"><paragraph id="H0D09CB521CA343BC823F356D355CA8FC"><enum>(16)</enum><header>Disclosure of returns and return information of candidates for President, Vice President, or Congress</header><subparagraph id="H1C37613FFAA24CBC8E05D44EF7E87CA6"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall disclose and make publicly available returns and return information of—</text><clause id="HEDCDC1FF4C5F46709470F4E04419B05B"><enum>(i)</enum><text>any candidate who designates a principal campaign committee under section 302(e)(1) of the Federal Election Campaign Act of 1971 or, in the case of a candidate for the office of Vice President, any candidate for such office under such Act, and</text></clause><clause id="H7E75A7AE896248F383211A8A7DD19049"><enum>(ii)</enum><text>any individual who, on April 15th of a calendar year, is the President, the Vice President, or a Member of Congress.</text></clause></subparagraph><subparagraph id="H3A811460E2534CB29D4FE4D13414D212"><enum>(B)</enum><header>Exceptions</header><text>The information disclosed under subparagraph (A) shall not include any Social Security number, any financial account number, the name of any individual under age 18, or any home address of any individual (other than the city and State in which such address is located).</text></subparagraph><subparagraph id="H523D52C462C9483D9E3C4BC382277111"><enum>(C)</enum><header>Timing</header><text display-inline="yes-display-inline">The Secretary shall make the disclosure required by paragraph (A)—</text><clause id="HFF7714B228F94D39B9BC29240580A1FA"><enum>(i)</enum><text>in the case of a candidate described in clause (i) of such paragraph, not later than the later of—</text><subclause id="H5F17B7B93D60431295931D4BF12EF494"><enum>(I)</enum><text>the date that is 15 days after the designation described in such clause (or in the case of a candidate for the office of Vice President, 15 days after such individual becomes such a candidate), or</text></subclause><subclause id="H81A9C47A243A454ABA22B708597E2ABD"><enum>(II)</enum><text>the date that is 15 days after the date of the enactment of this paragraph, and</text></subclause></clause><clause id="H31A9868E8D1C4E0D9B25171C927D55C7"><enum>(ii)</enum><text>in the case of an individual described in clause (ii) of such paragraph, not later than April 30th of the year described in such clause.</text></clause></subparagraph><subparagraph id="H6FEE21DC06844300A5DB971B1A8086F0"><enum>(D)</enum><header>Scope</header><text display-inline="yes-display-inline">The returns and return information disclosed under subparagraph (A) shall include any return filed during the 7-year period ending on—</text><clause id="H29478514D26C438EBD7D5C576915F229"><enum>(i)</enum><text>in the case of a candidate described in paragraph (A)(i), the date of the designation described in such clause (or in the case of a candidate for the office of Vice President, the day such individual becomes such a candidate), and</text></clause><clause id="H57AC96A443CA4722858EA1A002F698F1"><enum>(ii)</enum><text>in the case of an individual described in paragraph (A)(ii), April 15th of the year described in such clause.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5BDE63B05B144BBA9D75C628173BE63E"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by this section shall apply to individuals who are candidates on, and to individuals holding office on, dates after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
