<official-title display="yes">To authorize the Government of France to establish a commemorative work in the District of Columbia and its environs to honor the extraordinary contributions of Jean Monnet to restoring peace between European nations and establishing the European Union, and for other purposes.</official-title>

<section id="H3CE7927C69184F4E832717BD44237BD5" section-type="section-one"><enum>1.</enum><header>Authorization to establish commemorative work</header> 
<subsection id="H21CB32A2BB3C41C185B4026816F8EDCB"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H104775FF81CF455A85140DA96F78BC90"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph> 
<paragraph id="HBDACECAAE17B4C129AD901F054D4D87E"><enum>(2)</enum><header>Sponsor</header><text>The term <term>Sponsor</term> means the Government of France.</text></paragraph></subsection> <subsection id="HBCF5C105754C4202A19FDD719FACF1E7"><enum>(b)</enum><header>Authorization</header> <paragraph id="H8978D67A54FE4B9994ABE83FFA0F29BD"><enum>(1)</enum><header>In general</header><text>The Sponsor may establish a commemorative work on Federal land in the District of Columbia and its environs to honor the extraordinary contributions of Jean Monnet with respect to—</text> 
<subparagraph id="H9E958F15D3004103946C8E1559108ADC"><enum>(A)</enum><text>restoring peace between European nations; and</text></subparagraph> <subparagraph id="H76E9A813B18A409A8EFE9C7F8C07D85A"><enum>(B)</enum><text>establishing the European Union.</text></subparagraph></paragraph> 
<paragraph id="H44DE63F3BF2644E98B5D060664705246"><enum>(2)</enum><header>Compliance with standards for commemorative works</header><text>The establishment of the commemorative work under this section shall be in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code (commonly known as the <quote>Commemorative Works Act</quote>), except that sections 8902(a)(1) and 8908(b) shall not apply with respect to the commemorative work. </text></paragraph> <paragraph id="HB05D3F9B31924C30AEF699C2C7CE1ABE"><enum>(3)</enum><header>Prohibition on the use of Federal funds</header> <subparagraph id="H0E626CEB90DE4F7AAF0CC44A40BC163A"><enum>(A)</enum><header>In general</header><text>Federal funds may not be used to pay any expense of the establishment or maintenance of the commemorative work under this section.</text></subparagraph> 
<subparagraph id="HFE87327ACE504E359BF9E96D53AE8DD5"><enum>(B)</enum><header>Acceptance of contributions and payment of expenses</header><text>The Sponsor shall be solely responsible for the acceptance of contributions for, and the payment of the expenses of, the establishment and maintenance of the commemorative work under this section.</text></subparagraph></paragraph> <paragraph id="H9FEB8394A0B44C909CBE64C8B2AF58B6"><enum>(4)</enum><header>Deposit of excess funds</header> <subparagraph id="H9293833734C04831B3F853A93A251A73"><enum>(A)</enum><header>In general</header><text>If, on payment of all expenses for the establishment of the commemorative work under this section (including the maintenance and preservation amount required by section 8906(b)(1) of title 40, United States Code), there remains a balance of funds received for the establishment of the commemorative work, the Sponsor shall transmit the amount of the balance to the Secretary for deposit in the account provided for in section 8906(b)(3) of that title.</text></subparagraph> 
<subparagraph id="HAD9FCCF6E06B4BEC9E4D6857BB6D9440"><enum>(B)</enum><header>On expiration of authority</header><text>If, on expiration of the authority for the commemorative work under section 8903(e) of title 40, United States Code, there remains a balance of funds received for the establishment of the commemorative work under this section, the Sponsor shall transmit the amount of the balance to a separate account with the National Park Foundation for memorials, to be available to the Secretary or the Administrator of General Services, as appropriate, in accordance with the process provided in paragraph (4) of section 8906(b) of that title for accounts established under paragraph (2) or (3) of that section.</text></subparagraph></paragraph></subsection> <subsection id="H3F8A35FD4E60484AAEC777CF11B53CF8"><enum>(c)</enum><header>Determination of budgetary effects</header><text display-inline="yes-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the Senate Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></subsection></section>
