R. 6606</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220204">February 4, 2022</action-date><action-desc><sponsor name-id="F000450">Ms. Foxx</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Federal Trade Commission to revise the regulations regarding the <quote>do-not-call</quote> registry to prohibit politically-oriented recorded message telephone calls to telephone numbers listed on that registry.</official-title></form><legis-body id="HA53D3FA9687B4BD1BC68F973FA25789D" style="OLC"><section id="HC31E02620AA74D71ABBE4D70819663A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Robo Calls Off Phones Act</short-title></quote> or the <quote><short-title>Robo COP Act</short-title></quote>.</text></section><section id="HFACEE8D52E7D41028534FB4306D71D64"><enum>2.</enum><header>Politically-oriented recorded message phone calls prohibited</header><subsection id="HEE24F9CD2BD0480BB77EF7547FEA7370"><enum>(a)</enum><header>Prohibited</header><text>Notwithstanding any other provision of law, the Federal Trade Commission shall, not later than 180 days after the date of enactment of this Act, revise the <quote>do-not-call</quote> registry provisions of the Telemarketing Sales Rule (16 CFR 310.1 et seq.) to prohibit politically-oriented recorded message telephone calls to telephone numbers listed on that registry.</text></subsection><subsection id="H4AE120D6643F41699FD1F7E735D9A37A"><enum>(b)</enum><header>Definition of politically-Oriented recorded message calls</header><text>For purposes of this section, the term <term>politically-oriented recorded message telephone call</term> means any outbound telephone call—</text><paragraph id="H1FBAA353E9D348ED874C80652E490289"><enum>(1)</enum><text>in which a person is not available to speak with the person answering the call, and the call instead plays a recorded message; and</text></paragraph><paragraph id="H45680EDA3F8943C4985505D37ECFF615"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H72D28698D7B544B893BA09534D50C80C"><enum>(A)</enum><text>the purpose of which is to promote, advertise, campaign, or solicit donations, for or against any political candidate or regarding any political issue; or</text></subparagraph><subparagraph id="H0266464F1F2D424585B99385629EEDA2" indent="up1"><enum>(B)</enum><text>uses in the recorded message any political candidate’s name.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
