which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 54, United States Code, to increase amounts deposited in the Historic Preservation Fund, and for other purposes.</official-title></form><legis-body id="H99191EE2A8764DC992BF1C0AF57B4248" style="OLC"><section id="HDC0CB342EB1C44899E85B2E641A73FBA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Historic Preservation Enhancement Act</short-title></quote>. </text></section><section id="HCFBF7897731D4145A692BF0D5EC6F616"><enum>2.</enum><header>Amendments to Historic Preservation Fund provisions</header><subsection id="H6B6C45C15F2545B2B66AEDB49B3784AF"><enum>(a)</enum><header>Funding</header><text display-inline="yes-display-inline">Section 303102 of title 54, United States Code, is amended—</text><paragraph id="H0D30251A6BD64FD481E9B35E9D4E16D4"><enum>(1)</enum><text>by striking <quote>For each</quote> and inserting <quote><header-in-text level="subsection" style="USC"><enum-in-header>(a)</enum-in-header> In general.—</header-in-text> For each</quote>;</text></paragraph><paragraph id="H04A67A9B727149E2AF085B29978BC4C2"><enum>(2)</enum><text>by striking <quote>of fiscal years 2012 to 2023</quote> and inserting <quote>fiscal year,</quote>;</text></paragraph><paragraph id="HBAEBDE0D246E4B4A942E4AC4E73C367B"><enum>(3)</enum><text>by striking <quote>$150,000,000</quote> and inserting <quote>$300,000,000</quote>; and</text></paragraph><paragraph id="HE0409B9DAEF747F9855B749B8BC07B8F"><enum>(4)</enum><text>by adding at the end the following: </text><quoted-block style="USC" id="H062F1974F885427F99C00B04B48608A3" display-inline="no-display-inline"><subsection id="H9D0CC1EE7D2A48AB83530417504F3A33"><enum>(b)</enum><header>Deposits</header><text display-inline="yes-display-inline">Should revenues described in subsection (a) be insufficient to deposit in the Historic Preservation Fund the amount described in such subsection, the difference shall be deposited from amounts in the General Treasury.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H8D3056392B154804B02204C4287200E6"><enum>(b)</enum><header>Use and availability</header><text>Section 303103 of title 54, United States Code, is amended to read as follows: </text><quoted-block style="USC" id="H0EDBC869AC944AA0BC73BEA58E5A6B6E" display-inline="no-display-inline"><section id="H0EBE9E7ED9AA4B988CF5A677BC11A063"><enum>303103.</enum><header>Use and availability</header><subsection id="H378982B5CE134CB393FCCBC03F21957F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any amounts deposited in the Historic Preservation Fund under section 303102 for fiscal year 2022 and each fiscal year thereafter shall be made available for expenditure for fiscal year 2023 and each fiscal year thereafter, without further appropriation or fiscal year limitation, to carry out this division (including programs made available from the Historic Preservation Fund). </text></subsection><subsection id="HA01C23898BDE4673BD892860731695B7"><enum>(b)</enum><header>Allocation authority</header><paragraph id="H57ABE12CBEB24E05BE93715E997A6237"><enum>(1)</enum><header>Submission of cost estimates</header><text display-inline="yes-display-inline">The President shall submit to Congress detailed program allocations of the full amount made available under subsection (a)— </text><subparagraph id="HD2EE94066D794FC1A0673B7705726F2C"><enum>(A)</enum><text display-inline="yes-display-inline">for fiscal year 2023, not later than 90 days after the date of the enactment of the <short-title>Historic Preservation Enhancement Act</short-title>; and</text></subparagraph><subparagraph id="H0D09CA26A7AC40978C8360A777F210F8"><enum>(B)</enum><text display-inline="yes-display-inline">for each fiscal year thereafter, as part of the annual budget submission of the President.</text></subparagraph></paragraph><paragraph id="HA795FA1B694D440B9E366953CBABE349"><enum>(2)</enum><header>Alternate allocation</header><subparagraph id="HE7F0D8560D1440F5A7D005FCA3F4668B"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Appropriations Acts may provide for alternate allocation of amounts made available under subsection (a), including allocations by program.</text></subparagraph><subparagraph id="HA619A9731AF54A05A66EA70595132DA5"><enum>(B)</enum><header>Allocation by President</header><clause id="H6E8F811039B54F16B80F9290D1BA88D3"><enum>(i)</enum><header>No alternate allocations</header><text display-inline="yes-display-inline">If Congress has not enacted legislation establishing alternate allocations by the date on which the Act making full-year appropriations for the Department of the Interior, Environment, and Related Agencies for the applicable fiscal year is enacted into law, amounts made available under subsection (a) shall be allocated by the President.</text></clause><clause id="HD2C8F6AC22A7462DB0C2BC001D7FFFBE"><enum>(ii)</enum><header>Insufficient alternate allocation</header><text display-inline="yes-display-inline">If Congress enacts legislation establishing alternate allocations for amounts made available under subsection (a) that are less than the full amount appropriated under such subsection, the difference between the amount appropriated and the alternate allocation shall be allocated by the President.</text></clause></subparagraph></paragraph><paragraph id="HDCF84C7E475A433E904C17B05AA67684"><enum>(3)</enum><header>Annual Report</header><text display-inline="yes-display-inline">The President shall submit to Congress an annual report that describes the final allocation by program and project of amounts made available under subsection (a), including a description of the status of obligations and expenditures.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
