which was referred to the <committee-name committee-id="HIF00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Energy and Commerce</committee-name></action-desc></action><action><action-date>October 19, 2021</action-date><action-desc>Additional sponsors: <cosponsor name-id="R000597">Mr. Rice of South Carolina</cosponsor> and <cosponsor name-id="D000626">Mr. Davidson</cosponsor></action-desc></action><action><action-date>October 19, 2021</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 1, 2021</action-instruction></action><action display="yes"><action-desc display="yes"><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide the Administrator of the Drug-Free Communities Support Program the authority to waive the Federal fund limitation for the Drug-Free Communities Support Program.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HIF00" reported-display-style="italic" id="HC9F0FF00764F455F8B741AFC235A2B2A"><section id="H0A4D487715BE49F4AAAC4638033113DC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drug-Free Communities Pandemic Relief Act</short-title></quote>.</text></section><section id="H93F9FA8AB2354EB8B66C05126569EB79"><enum>2.</enum><header>Waiver of Federal fund limitation for the Drug-Free Communities Support Program</header><subsection id="H18D481E03A6942A5A1C832C8C6CCBBAE"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), if the Administrator of the Drug-Free Communities Support Program determines that, as a result of the public health emergency declared pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) as a result of COVID–19, an eligible coalition is unable to raise the amount of non-Federal funds, including in-kind contributions, agreed to be raised by the coalition for a fiscal year under an agreement entered into with the Administrator pursuant to paragraph (1)(A) or (3) of section 1032(b) of the Anti-Drug Abuse Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/21/1532">21 U.S.C. 1532(b)</external-xref>), the Administrator may, notwithstanding such paragraphs, provide to the eligible coalition the grant or renewal grant, as applicable, for that fiscal year in an amount—</text><paragraph id="HA78FF26DD3C044FDB3D8E57DEACC8E29"><enum>(1)</enum><text>with respect to an initial grant or renewal grant described under paragraph (1)(A) or (3)(A) of such section, that exceeds the amount of non-Federal funds raised by the eligible coalition, including in-kind contributions, for that fiscal year;</text></paragraph><paragraph id="HD141ED7631D640E086BFB605F4306234"><enum>(2)</enum><text>with respect to a renewal grant described under paragraph (3)(D)(i) of such section, that exceeds 125 percent of the amount of non-Federal funds raised by the eligible coalition, including in-kind contributions, for that fiscal year; and</text></paragraph><paragraph id="H112D10001AFE450EB6364B20147407C4"><enum>(3)</enum><text>with respect to a renewal grant described under paragraph (3)(D)(ii) of such section, that exceeds 150 percent of the amount of non-Federal funds raised by the eligible coalition, including in-kind contributions, for that fiscal year.</text></paragraph></subsection><subsection id="HA9E933D2EE574A489BF4ACE21A352DC4"><enum>(b)</enum><header>Limitation</header><text>The Administrator may not provide a grant or renewal grant to an eligible coalition in an amount exceeding the amount of funds initially agreed to be provided by the Administrator under the applicable agreement.</text></subsection></section><section id="H00903A78D09B4378AF36F4A1B812AE0A"><enum>3.</enum><header>Raising cap on administrative expenses under Anti-Drug Abuse Act of <enum-in-header>1988</enum-in-header></header><text display-inline="no-display-inline">Section 1024(b) of the Anti-Drug Abuse Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/21/1524">21 U.S.C. 1524(b)</external-xref>) is amended by striking <quote>8 percent</quote> and inserting <quote>12 percent</quote>. </text></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>A bill to provide the Administrator of the Drug-Free Communities Support Program the authority to waive the Federal fund limitation for the Drug-Free Communities Support Program, and for other purposes.</quote>.</official-title-amendment><endorsement display="yes"><action-date>October 19, 2021</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
