R. 6486</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220125">January 25, 2022</action-date><action-desc><sponsor name-id="G000563">Mr. Gibbs</sponsor> (for himself and <cosponsor name-id="C001114">Mr. Curtis</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committees on <committee-name committee-id="HHA00">House Administration</committee-name>, and <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Ethics in Government Act of 1978 to modify the timing to file periodic transaction reports, and for other purposes.</official-title></form><legis-body id="HA8DC961435594F18870DDEC1E8602890" style="OLC"><section id="HCD917E7119164993A135C0D59870313F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency in Government Officials Trading Act</short-title></quote>.</text></section><section id="HB8AAF4A89BF048B7A02474FD1E21ECE0"><enum>2.</enum><header>Modification of timing for periodic transaction reports</header><subsection id="HA129C502963B4B1588DAF45754900E7F"><enum>(a)</enum><header>Timing</header><text display-inline="yes-display-inline">Section 103(l) of the Ethics in Government Act of 1978 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/103">5 U.S.C. App. 103(l)</external-xref>) is amended—</text><paragraph id="H22544A79948D4F29BCE0339C9C80E0B9"><enum>(1)</enum><text>by striking <quote>30 days after receiving notification of any transaction</quote> and inserting <quote>24 hours after conducting any transaction</quote>;</text></paragraph><paragraph id="HCD71E41DFAE1408DA50AD15C9DA3B7DB"><enum>(2)</enum><text>by striking <quote>, but in no case later than 45 days after such transaction</quote>; and</text></paragraph><paragraph id="HA9524CFD56F148DBB042833876E03E6B"><enum>(3)</enum><text>by inserting <quote>electronically</quote> after <quote>transaction</quote>. </text></paragraph></subsection><subsection id="H9BCA0EBA85A74A7FAA988C4156BE1B35"><enum>(b)</enum><header>Penalty</header><text>Section 104(d) of the Ethics in Government Act of 1978 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/104">5 U.S.C. App. 104(d)</external-xref>) is amended—</text><paragraph id="HB0008D64AC5F463A8CB19951D2F40AB6"><enum>(1)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text></paragraph><paragraph id="H9A6F711489D84B3E9C104F5472DA3814"><enum>(2)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block style="OLC" id="HB207E249E4724910AF7D17C1F12E1E07" display-inline="no-display-inline"><paragraph id="HFD39A5019ACA49078EC41299D497CC3A" commented="no" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Any individual who, as determined by the supervising ethics office, fails to file a report under section 103(l) within 24 hours of the date such report is required to be filed, shall pay a fee equal to the amount of the transaction for which such report was required to be filed.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
