<section id="H65DCA09124D547C09B47584B394BFB1E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Inflation Working Group Act</short-title></quote>.</text></section> <section id="HD21FFA5B59564A38A0BB39099378E4BD"><enum>2.</enum><header>Establishment</header> <subsection id="H0D393ABC422E45B38807124DCE5975A2"><enum>(a)</enum><header>Establishment</header><text>There is established in the legislative branch the United States Working Group on Inflation (in this Act referred to as the <quote>Working Group</quote>).</text></subsection>
<subsection id="HEC1CBE9260C245BB91B9BB376E4FF216"><enum>(b)</enum><header>Membership</header><text>The Working Group shall be composed of 17 members. Members of the Working Group shall be appointed in accordance with the following:</text> <paragraph id="HA72296FBCA8E4A65BE84E2D2438CCD15"><enum>(1)</enum><text>Four members shall be appointed by the Speaker of the House of Representatives.</text></paragraph>
<paragraph id="H95DF27CA3C1C404EBF5C2610738B09E4"><enum>(2)</enum><text>Four members shall be appointed by the minority leader of the House of Representatives.</text></paragraph> <paragraph id="HF0D1ECBDC31045B583C0A1988986E113"><enum>(3)</enum><text>Four members shall be appointed by the majority leader of the Senate.</text></paragraph>
<paragraph id="HDB46C9DB3D5C499DB03F82B034553828"><enum>(4)</enum><text>Four members shall be appointed by the minority leader of the Senate.</text></paragraph> <paragraph id="H78B65165B04844E2B1C3DE6C425AA987"><enum>(5)</enum><text>One member, who shall serve as the Chairperson of the Working Group, shall be jointly appointed by the Speaker of the House of Representatives, the minority leader of the House of Representatives, the majority leader of the Senate, and the minority leader of the Senate.</text></paragraph></subsection>
<subsection id="H219F270E38DA44EB9A9FE7C61CA83880"><enum>(c)</enum><header>Qualifications; initial meeting</header>
<paragraph id="H349B4D18B3384C5794F4240CE03874FD"><enum>(1)</enum><header>Qualification</header><text>It is the sense of Congress that individuals appointed to the Working Group should be prominent United States citizens with national recognition and significant depth of experience in macroeconomic policy.</text></paragraph> <paragraph id="HBDC97FA8F9EC470CA25FDC9FF00BC321"><enum>(2)</enum><header>Initial meeting</header><text>The Working Group shall meet and begin the initial operation of the Working Group as soon as practicable, but not earlier than 15 days after the date of the enactment of this Act.</text></paragraph></subsection>
<subsection id="HBCA61CD849EC4BC1B35FECB473089B9C"><enum>(d)</enum><header>Timing for appointment</header><text>All members of the Working Group shall be appointed not later than 10 days after the date of the enactment of this Act.</text></subsection> <subsection id="H567BEACBB7ED4F008B7233BD1DFAE4AC"><enum>(e)</enum><header>Quorum; vacancies</header><text>After its initial meeting, the Working Group shall meet upon the call of the Chairperson or a majority of its members. A majority of members of the Working Group shall constitute a quorum. Any vacancy in the Working Group shall not affect its powers, but shall be promptly filled in the same manner in which the original appointment was made.</text></subsection>
<subsection id="HAC1D253F62BE4D368BA921B5212AE0A3"><enum>(f)</enum><header>Compensation</header><text>Each member of the Working Group who is not an officer or employee of the Federal Government may be compensated at a rate not to exceed the daily equivalent of the annual rate of basic pay in effect for a position at level III of the Executive Schedule under section 5314 of title 5, United States Code, for each day during which the member is engaged in the actual performance of the duties of the Working Group.</text></subsection> <subsection id="H2F958B677F374932BA18B32876A4691B"><enum>(g)</enum><header>Travel expenses</header><text>Each member of the Working Group shall receive travel expenses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></subsection></section>
<section id="HAC41F203E23F4935952602E9ACA7B3AD"><enum>3.</enum><header>Powers</header>
<subsection id="H5DD327F327EE42049654E930870A8354"><enum>(a)</enum><header>Contracting</header><text>The Working Group may, to such extent and in such amounts as are provided in appropriations Acts, enter into contracts to enable the Working Group to discharge its duties under this Act.</text></subsection> <subsection id="H047B03985FFC41F096454DCA88159711"><enum>(b)</enum><header>Obtaining official data</header> <paragraph id="HB4FACD22C6674BFD8E74F0A0766C7B93"><enum>(1)</enum><header>In general</header><text>The Working Group may secure directly from any Federal department or agency information that is necessary to enable it to carry out its purposes and functions under this Act. Upon request of the Chairperson, the head of such department or agency shall furnish such information to the Working Group.</text></paragraph>
<paragraph id="H4D1D067D06A54D7AB53E123E57121FD5"><enum>(2)</enum><header>Receipt, handling, storage, and dissemination</header><text>Information obtained by the Working Group shall only be received, handled, stored, and disseminated by members of the Working Group or its staff consistent with all applicable statutes, regulations, and Executive orders.</text></paragraph></subsection> <subsection id="HE1873EDE84A3474D863AB01EB3F15DE5"><enum>(c)</enum><header>Assistance from federal agencies</header> <paragraph id="H63F48D1839BD41AE8F11A1978F60BF3C"><enum>(1)</enum><header>General Services Administration</header><text>Upon the request of the Working Group, the Architect of the Capitol shall provide to the Working Group, on a reimbursable basis, the administrative support services and office space necessary for the Working Group to carry out its purposes and functions under this Act.</text></paragraph>
<paragraph id="H26D0F1877E3F43CBA97F76A190DA74E8"><enum>(2)</enum><header>Other federal departments and agencies</header><text>In addition to the assistance prescribed in paragraph (1), Federal departments and agencies may provide to the Working Group such services, funds, facilities, staff, and other support services as determined advisable and authorized by law.</text></paragraph></subsection> <subsection id="HC3CEFF21E6B94146A1E2F3F7D686D11A"><enum>(d)</enum><header>Postal services</header><text>The Working Group may use the United States mail in the same manner and under the same conditions as Federal departments and agencies.</text></subsection></section>
<section id="HAD4B18B49CDE4DB184B1E4D3621FA431"><enum>4.</enum><header>Staff</header>
<subsection id="HA2001FA64E024E7F96BE98F4462102AE"><enum>(a)</enum><header>Appointment</header>
<paragraph id="H4E90B8427620431A9006E1E6194CBC9B"><enum>(1)</enum><header>In general</header><text>The Chairperson may appoint and fix the compensation of a Staff Director and such other personnel as may be necessary to enable the Working Group to carry out its purposes and functions, without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and without regard to the provisions of chapter 51 and subchapter III of chapter 53 of such title relating to classification and General Schedule pay rates, except that no rate of pay fixed under this subsection may exceed the equivalent of that payable for a position at level IV of the Executive Schedule under section 5315 of title 5, United States Code.</text></paragraph> <paragraph id="H601FC0B531FE4270867A7D99A2EF06B2"><enum>(2)</enum><header>Coverage under Congressional Accountability Act of 1995</header><text>For purposes of the Congressional Accountability Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/18/1301">18 U.S.C. 1301 et seq.</external-xref>)—</text>
<subparagraph id="HFB91ECA55C9F4A789FBB89FCE2562D69"><enum>(A)</enum><text>the Working Group shall be considered an employing office; and</text></subparagraph> <subparagraph id="HAE6B6C42D87840B3A3AA2E2601F209FA"><enum>(B)</enum><text>the personnel of the Working Group shall be considered covered employees.</text></subparagraph></paragraph></subsection>
<subsection id="H22C2B24E8CB04B42A48E87FC960C0988"><enum>(b)</enum><header>Experts and consultants</header><text>The Working Group is authorized to procure temporary and intermittent services under section 3109 of title 5, United States Code, but at rates for individuals not to exceed the daily equivalent of the maximum annual rate of basic pay under level IV of the Executive Schedule under section 5315 of title 5, United States Code.</text></subsection> <subsection id="H7A9651F3767A485C97346DD4AF7BE16C"><enum>(c)</enum><header>Detailees</header><text>The head of any Federal department or agency may detail, on a nonreimbursable basis, any of the personnel of that department or agency to the Working Group to assist the Working Group in carrying out its purposes and functions.</text></subsection></section>
<section id="H1744D98999004D8BB27159F1D7C30513"><enum>5.</enum><header>Security clearances for members and staff</header><text display-inline="no-display-inline">The appropriate Federal departments or agencies shall cooperate with the Working Group in expeditiously providing to the Working Group members and staff appropriate security clearances to the extent possible pursuant to existing procedures and requirements, except that no person may be provided with access to classified information under this Act without the appropriate security clearances.</text></section> <section id="H47073D0F35FD4054BA551A860EF27BEF"><enum>6.</enum><header>Duties</header> <subsection id="H19B2B8B29778464BA04B5051F7BE670C"><enum>(a)</enum><header>Investigation</header><text>The Working Group shall investigate the recent causes of elevated inflation, as well as the relationships between inflation and the following:</text>
<paragraph id="H9AD6BB63828149E78FA0762742F47AC9"><enum>(1)</enum><text>Gross domestic product growth.</text></paragraph> <paragraph id="H4784A4A1A593422D9DC048960845DD6B"><enum>(2)</enum><text>The labor market, workforce development, and hiring.</text></paragraph>
<paragraph id="HBB21EE6E5EA2463784C070D1C2EF6F5B"><enum>(3)</enum><text>Poverty.</text></paragraph> <paragraph id="HE67EF1D9FE9545A1BEB7AD6310E4D68E"><enum>(4)</enum><text>Crime.</text></paragraph>
<paragraph id="H56C5F7E81566430290779330C8F5C0A6"><enum>(5)</enum><text>Other factors of major societal concern.</text></paragraph></subsection> <subsection id="H40CCEC8E45574516842C860B9061DBF9"><enum>(b)</enum><header>Report</header> <paragraph id="H49341737B96146D5AEE8878C2FE4468A"><enum>(1)</enum><header>Report</header><text>Not later than 3 months after the date on which a majority of the members of the Working Group have been appointed, the Working Group shall submit a report to Congress and the President setting forth the results of the investigation conducted under subsection (a), as well as recommendations for Congressional or other government action to mitigate the threat of sustained inflation.</text></paragraph>
<paragraph id="HA60ED164E27A4A2CA76AB4914FA32A9B"><enum>(2)</enum><header>Public availability</header><text>The report under paragraph (1) shall be made publicly available and accessible.</text></paragraph></subsection></section> <section id="HF086C14D94594A6D90AE61D45C93DAD4"><enum>7.</enum><header>Termination</header><text display-inline="no-display-inline">The Working Group shall terminate 4 months after the date on which it submits the report under section 6(b).</text></section>
<section id="H04FDE692EC554723BEFF4F9A435BFD4C"><enum>8.</enum><header>Records</header><text display-inline="no-display-inline"> The records of the Working Group shall be transferred to the Center for Legislative Archives at the National Archives and Records Administration upon termination of the Working Group pursuant to section 7.</text></section> <section id="H1909A201414947DE975FCE8F1961BA53"><enum>9.</enum><header>Funding</header><text display-inline="no-display-inline">Of the amounts used to carry out this Act—</text>
<paragraph id="H64F14159F3024DCEAD4D1A12DF41548F"><enum>(1)</enum><text>50 percent shall be derived from the existing balance of the applicable accounts of the House of Representatives as of the date of the enactment of this Act; and</text></paragraph> <paragraph id="HB9891B2A79CA4477B67278084E54F2B7"><enum>(2)</enum><text>50 percent shall be derived from the existing balance of the contingent fund of the Senate as of the date of the enactment of this Act.</text></paragraph></section>
