<section id="H38A671E47DB8456DBEDDF9DBC786FDF8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Service Animals Memorial Act</short-title></quote>.</text></section> <section id="H1EA659BD82A34908B81742E679198BAE"><enum>2.</enum><header>Authorization to establish commemorative work</header> <subsection id="H4B934785FF4E40A586F4A22A25DF5E1E"><enum>(a)</enum><header>In general</header><text>The National Service Animals Monument Corporation (referred to in this section as the <quote>Corporation</quote>) may establish a commemorative work on Federal land in the District of Columbia and its environs to commemorate the heroic deeds and sacrifices of service animals and handlers of service animals in the United States.</text></subsection> 
<subsection id="H1F0854F785B0414AA5405991274C6323"><enum>(b)</enum><header>Compliance with standards for commemorative works</header><text>The establishment of the commemorative work under this section shall be in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code (commonly known as the <quote>Commemorative Works Act</quote>).</text></subsection> <subsection id="HE2E4AE8E20BB4B78BC6371ADE9928C4D"><enum>(c)</enum><header>Prohibition on the use of Federal funds</header> <paragraph id="H8F3F5FB002E2490E9B2BD9548E68CBB4"><enum>(1)</enum><header>In general</header><text>Federal funds may not be used to pay any expense of the establishment of the commemorative work under this section.</text></paragraph> 
<paragraph id="HEDB3C6CBB7784863BE7E09C89F5C733B"><enum>(2)</enum><header>Responsibility of the National Service Animals Monument Corporation</header><text>The Corporation shall be solely responsible for the acceptance of contributions for, and the payment of the expenses of, the establishment of the commemorative work under this section.</text></paragraph></subsection> <subsection id="HB7E600A4F04E4E139043F005BFB5A889"><enum>(d)</enum><header>Deposit of excess funds</header> <paragraph id="H4AE06C7C3ACA493EBC2A7DD968F100FF"><enum>(1)</enum><header>In general</header><text>If, upon payment of all expenses for the establishment of the commemorative work under this section (including the maintenance and preservation amount required by section 8906(b)(1) of title 40, United States Code), there remains a balance of funds received for the establishment of the commemorative work, the Corporation shall transmit the amount of the balance to the Secretary of the Interior for deposit in the account provided for in section 8906(b)(3) of title 40, United States Code.</text></paragraph> 
<paragraph id="H2310665682BA4042A8D4E9FA22BCBE57"><enum>(2)</enum><header>On expiration of authority</header><text>If, upon expiration of the authority for the commemorative work under section 8903(e) of title 40, United States Code, there remains a balance of funds received for the establishment of the commemorative work under this section, the Corporation shall transmit the amount of the balance to a separate account with the National Park Foundation for memorials, to be available to the Secretary of the Interior or the Administrator of General Services, as appropriate, in accordance with the process provided in section 8906(b)(4) of title 40, United States Code, for accounts established under paragraph (2) or (3) of section 8906(b) of such title. </text></paragraph></subsection></section> <section id="H5F93265EAE1649328807868D5DE44CA5"><enum>3.</enum><header>Determination of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section>
