<section id="H76363CE788CE4A278F145EEBEABD642C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biking on Long-Distance Trails Act</short-title></quote>.</text></section> <section id="H3E5D2D5C7BA4405B830C71BBFA40F664"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
<paragraph id="H9D89E966C5524AD6A3EFCB16A614CB55"><enum>(1)</enum><header>Federal recreational lands</header><text display-inline="yes-display-inline">The term <quote>Federal recreational lands</quote> has the meaning given the term <quote>Federal recreational lands and waters</quote> in section 802(5) of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801(5)</external-xref>).</text></paragraph> <paragraph id="HC037DF140C4F4BBAA00884F976C85A7A"><enum>(2)</enum><header>Long-distance bike trail</header><text>The term <quote>long-distance bike trail</quote> means a continuous route, consisting of 1 or more trails or rights-of-way, that—</text>
<subparagraph id="H7F6C9A6776964975852BAAB00C10D68B"><enum>(A)</enum><text>is not less than 80 miles in length;</text></subparagraph> <subparagraph id="H5992439D8C7F4002BD0532EFB5C1C9B5"><enum>(B)</enum><text display-inline="yes-display-inline">primarily makes use of dirt or natural surface trails;</text></subparagraph>
<subparagraph id="HAE1EB4FA38334BF6A15CB25078ED7D4B"><enum>(C)</enum><text>may require connections along paved or other improved roads;</text></subparagraph> <subparagraph id="HC29137A5A6FB4A84B88B00B6079731DF"><enum>(D)</enum><text display-inline="yes-display-inline">does not include Federal recreational lands where mountain biking or related activities are not consistent with management requirements for those Federal recreational lands; and</text></subparagraph>
<subparagraph id="H0FD813F3165E47A9AAA0A302529DF3F0"><enum>(E)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, makes use of trails and roads that were on Federal recreational lands on or before the date of the enactment of this Act.</text></subparagraph></paragraph> <paragraph id="H77B45278147B40998992D00A30F8E37E"><enum>(3)</enum><header>Secretaries</header><text>The term <quote>Secretaries</quote> means the Secretary of the Interior and the Secretary of Agriculture, acting jointly.</text></paragraph>
<paragraph id="HBE2E3446A2B645DA84107D9019269506"><enum>(4)</enum><header>Secretary concerned</header><text>The term <quote>Secretary concerned</quote> means the following:</text> <subparagraph id="H8084D9D6F10241B9B20A4FAC1CA0505D"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary of the Interior, with respect to Federal recreational lands under the jurisdiction of that Secretary.</text></subparagraph>
<subparagraph id="H7E0FB378607741C6A70F7EA9025FC00F"><enum>(B)</enum><text display-inline="yes-display-inline">The Secretary of Agriculture, with respect to Federal recreational lands under the jurisdiction of that Secretary.</text></subparagraph></paragraph></section> <section id="H9E6127D34B6D47DA9C20BB805FE706F5"><enum>3.</enum><header>Long-distance bike trails on Federal recreational lands</header> <subsection id="HB30C130A69C741B291FD6D57C676EB68"><enum>(a)</enum><header>Identification of long-distance trails</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Secretaries shall identify—</text>
<paragraph id="H6253518DFECB4A10A4E7B13678C1978B"><enum>(1)</enum><text display-inline="yes-display-inline">not fewer than 10 long-distance bike trails that make use of trails and roads in existence on the date of the enactment of this Act; and</text></paragraph> <paragraph id="HB001D269B16C4B9EBFE0DFE52BD0F668"><enum>(2)</enum><text display-inline="yes-display-inline">not fewer than 10 areas in which there is an opportunity to develop or complete a trail that would qualify as a long-distance bike trail.</text></paragraph></subsection>
<subsection id="HAF09B8A185284E389396D206CE66F8AD"><enum>(b)</enum><header>Public comment</header><text>The Secretaries shall—</text> <paragraph id="H2B8BDFF8F96D413F9E86A4AE6FD9FBD2"><enum>(1)</enum><text display-inline="yes-display-inline">develop a process to allow members of the public to comment regarding the identification of trails and areas under subsection (a); and</text></paragraph>
<paragraph id="HAE5450B560054DAD812408849F10A211" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">consider the identification, development, and completion of long-distance bike trails in a geographically equitable manner.</text></paragraph></subsection> <subsection id="H6BBE617A1DE743F394D8BCEE95BBE0D3"><enum>(c)</enum><header>Maps, signage, and promotional materials</header><text>For any long-distance bike trail identified under subsection (a), the Secretary concerned may—</text>
<paragraph id="HEBB38BA3654D472AB284314B9C71A3AB"><enum>(1)</enum><text>publish and distribute maps, install signage, and issue promotional materials; and</text></paragraph> <paragraph id="H7D83848E94A64B8C9F31B4AD3B15018B"><enum>(2)</enum><text>coordinate with stakeholders to leverage any non-Federal resources necessary for the stewardship, development, or completion of trails.</text></paragraph></subsection>
<subsection id="H46D836D0783647018C07B8FECCDE96DD"><enum>(d)</enum><header>Report</header><text>Not later than 2 years after the date of the enactment of this Act, the Secretaries, in partnership with interested organizations, shall prepare and publish a report that lists the trails identified under subsection (a), including a summary of public comments received in accordance with the process developed under subsection (b).</text></subsection> <subsection id="H22111A855B58430F95BAEED35627F4F9"><enum>(e)</enum><header>Conflict avoidance with other uses</header><text display-inline="yes-display-inline">The Secretary concerned shall ensure that each long-distance bike trail or area identified under subsection (a)—</text>
<paragraph id="H3F619A97F7394D0FB8AFC661A9B8446A"><enum>(1)</enum><text>does not conflict with—</text> <subparagraph id="HF0A8FE6655484887A7C426D74D803342"><enum>(A)</enum><text display-inline="yes-display-inline">the uses, before the date of the enactment of this Act, of any trail or road that is part of that long-distance bike trail;</text></subparagraph>
<subparagraph id="H63771B42658D4E1F8703564A95CCCA5E"><enum>(B)</enum><text>multiple-use areas where biking, hiking, horseback riding, or use by pack and saddle stock are existing uses on the date of the enactment of this Act;</text></subparagraph> <subparagraph id="HF911E50B83A64658AB7662613A13D26C"><enum>(C)</enum><text>the purposes for which any trail was or is established under the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1241">16 U.S.C. 1241 et seq.</external-xref>); and</text></subparagraph>
<subparagraph id="HF650548FC4FE46E4AA48DECAE2908AC8"><enum>(D)</enum><text>any area managed under the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>); and</text></subparagraph></paragraph> <paragraph id="HBAD110BCCD36455E9271C1D9EE6180A8"><enum>(2)</enum><text display-inline="yes-display-inline">complies with land use and management plans of the Federal recreational lands that are part of that long-distance bike trail.</text></paragraph></subsection></section>
