establish a pilot program to build tiny homes for homeless veterans, and for other purposes.</official-title></form><legis-body id="H1CEBB1E0B8664DBEBCC93641791E1655" style="OLC"><section id="H4D28570AC1C74AE6A38E7C8E36238211" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the “<short-title>Tiny Homes for Homeless Veterans Act</short-title>”.</text></section><section id="H63DF2A1286C647009B7279C94F115F2F"><enum>2.</enum><header>Pilot program on tiny homes for homeless veterans</header><subsection id="H496D62E6094E4EE7805F544373FB69E0"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="HB8D016E050D74BB38D24D871040508F4" display-inline="no-display-inline"><enum>(1)</enum><text>In 2009, the Secretary of Veterans Affairs announced a plan to end veteran homelessness by the end of fiscal year 2015.</text></paragraph><paragraph id="HF2B1B64E7D4940CDAB3FCE1AF9B7880B" display-inline="no-display-inline"><enum>(2)</enum><text>While the Department of Veterans Affairs did not reach such goal, the Department continues to focus on reducing the number of veterans experiencing homelessness.</text></paragraph><paragraph id="HE18C300E7561417594DCF9307F1C5392" display-inline="no-display-inline"><enum>(3)</enum><text>As of January 2020, the Department of Housing and Urban Development estimated there to be 37,252 homeless veterans.</text></paragraph><paragraph id="H19DB919B2D8246B1A2FCAEB5F869F910" display-inline="no-display-inline"><enum>(4)</enum><text>At the start of January 2020, 21 out of every 10,000 veterans in the United States were experiencing homelessness.</text></paragraph><paragraph id="H8893ACB2065641D89DFA935B3F7AC1FE" display-inline="no-display-inline"><enum>(5)</enum><text>Veterans constitute about six percent of the population of the United States but eight percent of the country’s homeless population.</text></paragraph><paragraph id="H4AE37086009946F9B7C773308F80E581" display-inline="no-display-inline"><enum>(6)</enum><text>The leading causes of homelessness among veterans are post-traumatic stress disorder, social isolation, unemployment, and substance abuse. </text></paragraph><paragraph id="HE16E115F26014994A3BAD3E87A41FAA0" display-inline="no-display-inline"><enum>(7)</enum><text>Individual transitional housing units improve personal safety for veterans and reduce risks associated with close quarters living in a shelter.</text></paragraph></subsection><subsection id="H6BC478ADE71F47039A1C424555AA1CDF"><enum>(b)</enum><header>Pilot program</header><paragraph id="H8BE78A07EBFA470C96C75068DB00FBA9"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subchapter VII of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" id="H2637E105F8814E1FBB0FB8E4E7F14214" display-inline="no-display-inline"><section id="HF26D4CF6E4C24982A8EEEE86D58E94B4"><enum>2068.</enum><header>Pilot program on tiny homes for homeless veterans.</header><subsection id="HA864FCD00A2049B2A9A5E19222E6AF12" display-inline="no-display-inline"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall carry out a pilot program (in this section referred to as the <quote>Program</quote>) to make grants to facilitate the creation of five villages of tiny homes—</text><paragraph id="H0CEAC5BD90AE45FABC15036E0BFFED93" display-inline="no-display-inline"><enum>(1)</enum><text>across the United States with associated supportive services to allow veterans to build and live in the homes, maintain social connections with each other, learn skills, and receive critical counseling; and</text></paragraph><paragraph id="HF01007A99DC04645B59682F115517CF5"><enum>(2)</enum><text display-inline="yes-display-inline"> to build the homes such that the homes are energy efficient with low carbon footprints.</text></paragraph></subsection><subsection id="HAB008C1CE58F47CCA32B24B19D50FF19"><enum>(b)</enum><header>Eligible entities</header><paragraph commented="no" display-inline="yes-display-inline" id="HD5F11793B5324EE5956B9FCE60FC2A15"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary may award a grant under the Program to any entity eligible for grants and per diem payments under sections 2011 and 2012 of this title, including—</text><subparagraph id="H11642900D2634C5FB698665197A767B2" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">a non-profit organization described in section 501(c)(3) or <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(19)</external-xref> of the Internal Revenue Code of 1986; and</text></subparagraph><subparagraph id="H0C8518F43D7944B4960092D9D4324100" indent="up1"><enum>(B)</enum><text>a State or local government.</text></subparagraph></paragraph><paragraph id="H5F3818BDC41644B8AE92FCD8BAA65E2D" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">To be eligible for a grant under the Program, an entity specified in paragraph (1) shall submit to the Secretary an application at such time, in such form, and containing such information as the Secretary determines appropriate, including the following:</text><subparagraph id="H6F2FC67583924B2F854F5719FD926673" display-inline="no-display-inline"><enum>(A)</enum><text>A description of the long-term goals and objectives for the proposed project.</text></subparagraph><subparagraph id="H5D880A593C374896BFAE40615481BC93" display-inline="no-display-inline"><enum>(B)</enum><text>A description of the village that the entity intends to build under the grant.</text></subparagraph><subparagraph id="HECC55CF926B74E759ABCFEB09542045C"><enum>(C)</enum><text>A list of all supportive services that the entity intends to provide under the grant.</text></subparagraph><subparagraph id="HBE1BB957875F489CBAC77BFB09C71E62"><enum>(D)</enum><text display-inline="yes-display-inline">The number of veterans that the village will be capable of housing at any given time.</text></subparagraph><subparagraph id="HABDFCC74523F4FF0BFFC6932FCA8ED39"><enum>(E)</enum><text>A description of factors that an entity will use to screen veterans who will build and reside in the housing.</text></subparagraph><subparagraph id="H12AB788F2146406896FF24183B7171CC"><enum>(F)</enum><text>A description of how the entity will evaluate the performance of such entity under the grant.</text></subparagraph></paragraph></subsection><subsection id="H34B81BD150594DECA04813D469566AEC"><enum>(c)</enum><header>Eligible uses</header><text>A recipient of a grant awarded under the Program shall use grant funds for the following:</text><paragraph id="HCEC2C77B68754253A218D25355CE3079"><enum>(1)</enum><text>Construction of the village.</text></paragraph><paragraph id="H037B4A964E5541D5B5A1D2EC3FAD727D"><enum>(2)</enum><text>Supportive job skills services, including—</text><subparagraph id="H64151A649FBA4D94B74E3BA4ED56A5D6"><enum>(A)</enum><text>reading and comprehending blueprints;</text></subparagraph><subparagraph id="H6547E5BE73E14D8B9161120D54B4619D"><enum>(B)</enum><text>preparing foundation, framing, and exterior siding;</text></subparagraph><subparagraph id="H960097896FCD47E9B3F42379E878884E"><enum>(C)</enum><text>learning general tiny home design concepts;</text></subparagraph><subparagraph id="HBA6EAE47E1054AB0965D75EB877C3589"><enum>(D)</enum><text>installing finish woods, windows, doors, trim, baseboards, and stairs;</text></subparagraph><subparagraph id="H836882045DED40F6AD690C169C611364"><enum>(E)</enum><text>creating custom multifunctional furniture specifically designed for tiny home living; and</text></subparagraph><subparagraph id="HDFEA435D26BC43F3BDE9E99A7440C9C2"><enum>(F)</enum><text>cooking skills.</text></subparagraph></paragraph><paragraph id="H603C8D1AB2344B91A096DE3FD9B4069D"><enum>(3)</enum><text display-inline="yes-display-inline">Supportive counseling services, located in the village or in the local community with transportation to the community provided to the veterans, including—</text><subparagraph id="HDDD233B2DCEF43A69AFFA9C1023B9E56"><enum>(A)</enum><text>case management services (pursuant to section 2022 of this title);</text></subparagraph><subparagraph id="H1F7402CDA09D4C198FA35DAF9D2E4ACD"><enum>(B)</enum><text>financial management;</text></subparagraph><subparagraph id="HFDD080FEAD00460F993617D6DDF21301"><enum>(C)</enum><text>counseling for addiction issues;</text></subparagraph><subparagraph id="H5CB1AECAC3174980A5D4C9BC5FB55BC2"><enum>(D)</enum><text>educational opportunities;</text></subparagraph><subparagraph id="H8866449156C94888AFD6772DBE3FD29A"><enum>(E)</enum><text>anger management; and</text></subparagraph><subparagraph id="H9EC0C032248542CF80F6E0A3109C6E9B"><enum>(F)</enum><text>career and employment resources.</text></subparagraph></paragraph><paragraph id="HD4E4E61BE0034B5A9722997D04704FCB"><enum>(4)</enum><text>Any other use the Secretary determines appropriate.</text></paragraph></subsection><subsection id="HE718C152F7694713BD0FB585063DB87C"><enum>(d)</enum><header>Notice</header><text display-inline="yes-display-inline">The Secretary shall publish a Notice of Funding Opportunity on the internet website Grants.gov, or such successor website, for the Program.</text></subsection><subsection id="H0AB3F8029BD94745B0C4D3AF04CE3985"><enum>(e)</enum><header>Priority</header><text>In awarding grants under the Program, the Secretary shall give priority to an entity specified in subsection (c) that proposes to carry out the project facilitated with grant funds to create LEED-certified units. </text></subsection><subsection id="H769F4E758EDF44B19F1DF74C2314425E"><enum>(f)</enum><header>Reporting</header><paragraph commented="no" display-inline="yes-display-inline" id="H35E9E811791A4F6789F7418D3FBC890B"><enum>(1)</enum><text display-inline="yes-display-inline">During each year beginning in the second year after being awarded a grant, each grantee shall submit to the Department a report on the activities of the grantee under the Program during the calendar year preceding the report, including the following:</text><subparagraph id="HD2B92D4F34E44290A62CA3FAFC3D5F80" display-inline="no-display-inline" indent="up1"><enum>(A)</enum><text>The degree to which the grantee made progress toward meeting the long-term goals and objectives described in the application of the grantee and the performance by the grantee of the covered benchmarks described in the application.</text></subparagraph><subparagraph id="HD06819DB331D4D56A6CFD1CDAD2D2296" display-inline="no-display-inline" indent="up1"><enum>(B)</enum><text>The demographic data of veterans participating in the Program.</text></subparagraph><subparagraph id="HF7027D33C4274A83B483E8691DB0D411" indent="up1"><enum>(C)</enum><text>The details regarding the progress of such veterans toward achieving the ability to maintain housing and live independently, increasing skill levels and income, and obtaining greater self-determination.</text></subparagraph><subparagraph id="H7F571076E2F441B4983CBAC8BA1FA11C" indent="up1"><enum>(D)</enum><text>Any other matter the Secretary determines appropriate.</text></subparagraph></paragraph><paragraph id="HCAF7EDB1B904483F846DBEABC84F55D5" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">During the fourth year of the Program, the Secretary shall submit to the Committees on Appropriations and Veterans’ Affairs of the Senate and House of Representatives a report comparing the outcomes of grantees under the Program to the outcomes of grantees under other grant and per diem payment programs that do not contain individual homes and a community center with supportive services, including the following: </text><subparagraph id="HD5C1D3CAA85147EFA3838DB9DA8DE1B5" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">The average amount of time a veteran stayed in a tiny home.</text></subparagraph><subparagraph id="HB53B2D1DC69340C7961D6CAC0F40751C" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">The percentage of veterans who exit the village to permanent housing.</text></subparagraph><subparagraph id="H3508601343F148E487E468FC8806DDEC"><enum>(C)</enum><text display-inline="yes-display-inline">The percentage of veterans who exit the village with competitive employment.</text></subparagraph><subparagraph id="HFC3AD74CF7474292B326BCB27DEBD497"><enum>(D)</enum><text display-inline="yes-display-inline">The percentage of veterans who have a negative exit from the village.</text></subparagraph><subparagraph id="HA23EE3CFEC8E4023B1739F27F2472B4E"><enum>(E)</enum><text>Any other matter the Secretary determinates appropriate.</text></subparagraph></paragraph></subsection><subsection id="H8BE48625E38445838572F55F984CFF05"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Of the amounts authorized to be appropriated to the Secretary for grant and per diem payments for each of fiscal years 2022 through 2027, $10,000,000 may be used to carry out the program.</text></subsection><subsection id="H0225B2F2C631413EB210CDDA557328EF"><enum>(h)</enum><header>Sunset</header><text display-inline="yes-display-inline">The Secretary may not award a grant under the Program after the day that is six years after the date of the enactment of the Tiny Homes for Homeless Veterans Act.</text></subsection><subsection id="H16A18D073FC6488CA00BD9B392664D25"><enum>(i)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H56FD346787524E088F3E6DEB00CE3BD8"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>community center</term> means a building of approximately 2,000 square feet where the veterans can gather for socialization and to receive supportive services.</text></paragraph><paragraph id="HDE110EE3192B4F05912D5AD6E0A69136"><enum>(2)</enum><text>The term <term>cross-laminated timber</term> means a thermally modified wood product that is mildew-, rot-, and bug-resistant.</text></paragraph><paragraph id="HC3228FBDFF8E45BDA1D695C8FCEE04B5"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>negative exit</term>, with respect to a veteran participating in the Program, means an instance under which a veteran leaves the Program because such veteran violated the rules of the Program (excluding exits because of threatened or actual violence to self or others), failed to comply with the requirements of the Program, or left the Program without consulting staff.</text></paragraph><paragraph id="HC2AB34B752834059893A0DC54652B537"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>State</term> means each State of the United States, the District of Columbia, each commonwealth, territory or possession of the United States, and each federally recognized Indian Tribe.</text></paragraph><paragraph id="HC2257CCC7D5140FC8A0439F5E850DDAD"><enum>(5)</enum><text display-inline="yes-display-inline">The term <term>tiny home</term> means an individual housing unit for one person of approximately 240 square feet or an individual housing unit for a family of approximately 340 square feet. </text></paragraph><paragraph id="H4334034B1EC94225A1B44F6B0F375948"><enum>(6)</enum><text>The term <term>village</term> means the community of tiny homes and the community center.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H1413A9FA7485452B9F94C7AF18F22620"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents at the beginning of chapter 20 of such title is amended by inserting after the item relating to section 2067 the following new item:</text><quoted-block style="OLC" id="H6F47D0F6FC144F3E8BF453A7B8B85A31" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 2068. Pilot program on tiny homes for homeless veterans.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF7FB73A898F24234B0916264A52CFF23"><enum>(c)</enum><header>Implementation</header><text display-inline="yes-display-inline">The Secretary shall carry out section 2068 of such title, as added by subsection (b), not later than 180 days after the date of the enactment of this section.</text></subsection></section></legis-body></bill>
