which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Department of Defense to report to Congress on the potential integration of advanced propulsion systems into F–35 aircraft, and for other purposes.</official-title></form><legis-body id="HFAAA2A855D4B4C6AB316E4C543288153" style="OLC"><section id="H86CDD4873C1E4237A9F2C30527375FF5" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H29B66625B9A342D8AA42199683D2B49C"><enum>(1)</enum><text display-inline="yes-display-inline">Fighter propulsion is one of the few areas in which the United States maintains a clear advantage over near-peer adversaries, specifically China and its threat to the Indo-Pacific region.</text></paragraph><paragraph id="HD85EE5E5920F4C93A2C820A9BEAC5190"><enum>(2)</enum><text display-inline="yes-display-inline">The F–35 will be one of the key elements of the frontline fighter forces of the military services and United States allies and partners for decades to come.</text></paragraph><paragraph id="H038A2A6571A846DEB8C364EEA04BA85B"><enum>(3)</enum><text display-inline="yes-display-inline">Failure to develop an adaptive cycle engine and make it available for production on the F–35 would constitute a missed opportunity and open a door for United States adversaries to overtake fielded engine technology.</text></paragraph><paragraph id="H322529B222664BD98A8AA6B084FEE94A"><enum>(4)</enum><text display-inline="yes-display-inline">Maintaining a strong industrial base and competition is critical to supporting the National Defense Strategy.</text></paragraph></section><section id="H0053BB6E280F45CF8EDE59D666C9F275" section-type="subsequent-section"><enum>2.</enum><header>Adaptive engine transition program acquisition strategy for the F–35A aircraft</header><subsection id="HD2E135AC6FE44A71BB1EA10659F6968C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of the Air Force, in consultation with the Under Secretary of Defense for Acquisition and Sustainment, shall submit to the congressional defense committees a report on the integration of the Adaptive Engine Transition Program propulsion system into the F–35A aircraft.</text></subsection><subsection id="H98DC44DE22B4411B89D26E312AA74AC3"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following:</text><paragraph id="H3C9BDBA6C8EE41DFA3DB61EB7418A2C3"><enum>(1)</enum><text display-inline="yes-display-inline">A competitive acquisition strategy, informed by fiscal considerations, to—</text><subparagraph id="H9F7A1A2E17BA4F9DB99E1F760B297CC5"><enum>(A)</enum><text display-inline="yes-display-inline">integrate the Adaptive Engine Transition Program propulsion system into the F–35A aircraft; and</text></subparagraph><subparagraph id="H45746E75E81D42EEB98CDB4914110BD7"><enum>(B)</enum><text display-inline="yes-display-inline">begin, in fiscal year 2027, activities to retrofit all F–35A aircraft with such propulsion system.</text></subparagraph></paragraph><paragraph id="H23202F882B57462F8684D3AEBBED15FB"><enum>(2)</enum><text>An implementation plan to implement such strategy.</text></paragraph><paragraph id="HA1719C9AA4BE4BEB8EFF99AAB9EC4E06"><enum>(3)</enum><text display-inline="yes-display-inline">A schedule annotating pertinent milestones and yearly fiscal resource requirements for the implementation of such strategy.</text></paragraph></subsection></section><section id="H26F21C9DF9F34EBE972D56B4D36E0AF0"><enum>3.</enum><header>Advanced propulsion system acquisition strategy for the F–35B and F–35C aircraft</header><subsection id="H107E783D602243529B7D7F65952B70DF"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of the Navy, in consultation with the Under Secretary of Defense for Acquisition and Sustainment, shall submit to the congressional defense committees a report on the integration of an advanced propulsion system into F–35B and F–35C aircraft.</text></subsection><subsection id="HD9982B588F7848269884DBE0F2AC4C90"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following:</text><paragraph id="H73615E5746B94DBBAE3DC26736232BC2"><enum>(1)</enum><text>An analysis of the effects of an advanced propulsion system on the combat effectiveness and sustainment costs of F–35B and F–35C aircraft, including any effects resulting from—</text><subparagraph id="HFBEED9CC0C5A44989F3EA47C21D85212"><enum>(A)</enum><text>increased thrust, fuel efficiency, thermal capacity, and electrical generation; and</text></subparagraph><subparagraph id="HB073CA928A504A4B8FABAD50CAC70530"><enum>(B)</enum><text>improvements in acceleration, speed, range, and overall mission effectiveness.</text></subparagraph></paragraph><paragraph id="HD350CF38F9DD46EBB838183B61F8EBF4"><enum>(2)</enum><text>An assessment of how the integration of an advanced propulsion system may result in—</text><subparagraph id="H75A9F1E97C3E492AAFF63E09607FC88D"><enum>(A)</enum><text>a reduction in dependency on support assets, including air refueling and replenishment tankers; and</text></subparagraph><subparagraph id="HCE58CC29D08A4BE48A76235F6433AC67"><enum>(B)</enum><text>an overall cost benefit to the Department from reduced acquisition and sustainment for such support assets.</text></subparagraph></paragraph><paragraph id="HD040209A65EF4C3ABF19CCB46D53A3F6"><enum>(3)</enum><text>A competitive acquisition strategy informed by fiscal considerations, the assessment of combat effectiveness under paragraph (1), and consideration of technical limitations—</text><subparagraph id="HF9FF9BA4BD2D40BAB0D44071ED450A47"><enum>(A)</enum><text>to integrate an advanced propulsion system into F–35B aircraft and F–35C aircraft;</text></subparagraph><subparagraph id="HA711507DA37D4DB3A298B02B6B3F119B"><enum>(B)</enum><text>to begin, not later than fiscal year 2027, activities to produce all F–35B aircraft and all F–35C aircraft with such propulsion systems; and</text></subparagraph><subparagraph id="H8BA8763366204DDA9AA908A84BB7DF45"><enum>(C)</enum><text>to begin, not later than fiscal year 2027, activities to retrofit all F–35B aircraft and all F–35C aircraft with such propulsion systems.</text></subparagraph></paragraph></subsection><subsection id="H215EEBEF90604D708773AF4EC422DADC"><enum>(c)</enum><header>Advanced propulsion system defined</header><text>In this section, term <quote>advanced propulsion system</quote> means—</text><paragraph id="HB2FF2CC7E16941BCB01CDC33E6EFC0B0"><enum>(1)</enum><text>a derivative of the propulsion system developed for the F–35 aircraft under the Adaptive Engine Transition Program of the Air Force; or</text></paragraph><paragraph id="H2D2F1D7CC8804AADA19F9E429E2FC42C"><enum>(2)</enum><text>a derivative of a propulsion system previously developed for the F–35 aircraft.</text></paragraph></subsection></section></legis-body></bill>
