R. 6197</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211208">December 8, 2021</action-date><action-desc><sponsor name-id="S001208">Ms. Slotkin</sponsor> (for herself, <cosponsor name-id="C001051">Mr. Carter of Texas</cosponsor>, and <cosponsor name-id="M000194">Ms. Mace</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require a feasibility study regarding establishment within the Department of Defense of a designated central program office, headed by a senior Department official, responsible for overseeing all academic engagement programs focusing on creating cyber talent across the Department, and for other purposes.</official-title></form><legis-body id="H6FE39AFD5EB444F8BC8700F6B0CAFE33" style="OLC"><section id="H92F7668342DE4B18911BC65FDBD96E43" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamline DoD Cyber Recruitment Act</short-title></quote>.</text></section><section id="HA8DAEA032FF34F6C8C6EB761DD2ADDE2"><enum>2.</enum><header>Feasibility study regarding establishment within the Department of Defense of a designated central program office, headed by a senior Department official, responsible for overseeing all academic engagement programs focusing on creating cyber talent across the Department</header><subsection id="HCD53AA77B563490AB28CA74644396384"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 270 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a feasibility study regarding the establishment within the Department of Defense of a designated central program office, headed by a senior Department official, responsible for overseeing all academic engagement programs focusing on creating cyber talent across the Department. Such study shall examine the following:</text><paragraph id="H4785D5DE4602446FB8BB5F81DC0542A0"><enum>(1)</enum><text display-inline="yes-display-inline">The manner in or through which such a designated central program office would obligate and expend amounts relating to cyber education initiatives.</text></paragraph><paragraph id="HD9AE596AC17F4FDFBBC0A30F04E36F2C"><enum>(2)</enum><text display-inline="yes-display-inline">The manner in or through which such a designated central program office would interact with the consortium or consortia of universities (established pursuant to section 1659 of the National Defense Authorization Act for Fiscal Year 2020 (<external-xref legal-doc="usc" parsable-cite="usc/10/391">10 U.S.C. 391</external-xref> note)) to assist the Secretary on cybersecurity matters.</text></paragraph><paragraph id="HBCA572A5692B413E82F2FE1FA7379B5C"><enum>(3)</enum><text display-inline="yes-display-inline">The reasons why cyber has unique programs apart from other science, technology, engineering, and math programs.</text></paragraph><paragraph id="H8E0C3006FECE4C46B4D00A5EABBB2E54"><enum>(4)</enum><text>Whether the creation of the designated central program office will have an estimated net savings for the Department.</text></paragraph></subsection><subsection id="H4E46F1B6D2D64E4BBDF2D763071FF884"><enum>(b)</enum><header>Consultation</header><text>In conducting the feasibility study required under subsection (a), the Secretary of Defense shall consult with and solicit recommendations from academic institutions and stakeholders. including primary, secondary, and post-secondary educational institutions.</text></subsection><subsection id="HFE0079A0EE6F4146AB2F97820BADE862"><enum>(c)</enum><header>Determination</header><paragraph id="H719F3A43810349F3AF4959680CFF3906"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Upon completion of the feasibility study required under subsection (a), the Secretary of Defense shall make a determination regarding the establishment within the Department of Defense of a designated central program office responsible for each covered academic engagement program across the Department.</text></paragraph><paragraph id="H182F362149F947279B78A4F3B93731B4"><enum>(2)</enum><header>Implementation</header><text display-inline="yes-display-inline">If the Secretary of Defense makes a determination under paragraph (1) in the affirmative, the Secretary shall establish within the Department of Defense a designated central program office responsible for each covered academic enrichment program across the Department. Not later than 180 days after such a determination in the affirmative, the Secretary shall promulgate such rules and regulations as are necessary to so establish such an office.</text></paragraph><paragraph id="H0FCC5227922F44D0BA7F3BE869FE06A3"><enum>(3)</enum><header>Negative determination</header><text>If the Secretary determines not to establish a designated central program office under subsection (a), the Secretary shall submit to Congress notice of such determination, together with a justification for the determination.</text></paragraph></subsection><subsection id="H67BE8FA7EF654600BCC49854FB20F19D"><enum>(d)</enum><header>Comprehensive report</header><text display-inline="yes-display-inline">Not later than 270 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a comprehensive report that updates the matters required for inclusion in the reports required pursuant to section 1649 of the National Defense Authorization Act for Fiscal Year 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/92">Public Law 116–92</external-xref>) and section 1726(c) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>).</text></subsection><subsection id="H8C1DF09184C549C58833974227C6C479"><enum>(e)</enum><header>Definition</header><text>In this section, the term <quote>covered academic engagement program</quote> means each of the following:</text><paragraph id="HE0018CC5144A4B429814CE9512D99F2A"><enum>(1)</enum><text display-inline="yes-display-inline">Any primary, secondary, or post-secondary education program.</text></paragraph><paragraph id="HF64927F68D6A46ED8CF025F7259D526C"><enum>(2)</enum><text>Any recruitment or retention program.</text></paragraph><paragraph id="H77ABACCAA1954FAD89F465FEA9E75B55"><enum>(3)</enum><text>Any scholarship program.</text></paragraph><paragraph id="H99CF280F8BE0435A9EC5F9C5B4349E6B"><enum>(4)</enum><text>Any academic partnerships.</text></paragraph><paragraph id="H359D7011C3CB46EFB82ED8B2CD15201E"><enum>(5)</enum><text>Any general enrichment program.</text></paragraph></subsection></section></legis-body></bill>
