<section id="H9D9890FE17BD44E0943962D78FD6CC31"><enum>3.</enum><header>References</header><text display-inline="no-display-inline">Except as expressly provided otherwise, any reference to <quote>this Act</quote> contained in any division of this Act shall be treated as referring only to the provisions of that division.</text></section> <division section-style="traditional-section-style" id="HF628A91EEE5247418318167E74531021" style="appropriations"><enum>A</enum><header>Further Continuing Appropriations Act, 2022</header> <section id="H586EBFEC545F4E66B18E7DD60FBDD453"><enum>101.</enum><text display-inline="yes-display-inline">The Continuing Appropriations Act, 2022 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/117/43">Public Law 117–43</external-xref>) is amended—</text> 
<paragraph id="H3A2479DA026F4D2791BBF3E5A1A34461" commented="no"><enum>(1)</enum><text>by striking the date specified in section 106(3) and inserting <quote>February 18, 2022</quote>;</text></paragraph> <paragraph id="HB0869EC059524040A606B0DACC4BDAB5"><enum>(2)</enum><text>in section 118, by striking <quote>first quarter</quote> and inserting <quote>first and second quarters</quote>;</text></paragraph> 
<paragraph id="H0753976BEBEF41C691D49E3B2A340D39"><enum>(3)</enum><text display-inline="yes-display-inline">in section 137, by striking <quote>$22,080,000</quote> and inserting <quote>$44,838,000</quote> and by striking <quote>$2,261,000</quote> and inserting <quote>$4,547,000</quote>; and</text></paragraph> <paragraph id="H2D909C0B632A48668CA315D8EA61B907"><enum>(4)</enum><text>by adding after section 157 the following new sections:</text> 
<quoted-block style="appropriations" id="H1BA82A7F847C4709B612BF101C66D547" display-inline="no-display-inline"> 
<section id="HA0F8CEFDB3764C849F9D8B8BF1EC3FE9" changed="added"><enum>158.</enum><text display-inline="yes-display-inline">Section 9(i)(2) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2018">7 U.S.C. 2018(i)(2)</external-xref>) shall be applied by substituting the date specified in section 106(3) of this Act for <quote>December 31, 2021</quote>.</text></section> <section id="H2F2F05D2E81B447795BC767CF8FDD596"><enum>159.</enum><text display-inline="yes-display-inline">Section 533 of title V of division B of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref> is repealed.</text></section> 
<section id="HC4C844DEE38144C2A5EBA6FCEEB04D97"><enum>160.</enum> 
<subsection id="HC4C3F9AB4AAB469AB34BF6B7787C7CBC" display-inline="yes-display-inline"><enum>(a)</enum><text>Notwithstanding section 101, section 748 of title VII of division E of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref> shall be applied during the period covered by this Act by—</text> <paragraph id="H3B12A7145F0D4CCCA552D97C40CB6B53"><enum>(1)</enum><text>substituting <quote>2023</quote> for <quote>2022</quote>;</text></paragraph> 
<paragraph id="HC5EDCE1FC28F4AE38D79F35BEF715192"><enum>(2)</enum><text>substituting <quote>2022</quote> for <quote>2021</quote> each place it appears;</text></paragraph> <paragraph id="H018284BCB93F42E3B091C302ADEE10FA"><enum>(3)</enum><text>substituting <quote>2021</quote> for <quote>2020</quote> each place it appears; and</text></paragraph> 
<paragraph id="HAA2D2FF39E0245A68160AF3E6CE17947"><enum>(4)</enum><text>substituting <quote>section 748 of division E of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>, as in effect on September 30, 2021</quote> for <quote>section 749 of division C of <external-xref legal-doc="public-law" parsable-cite="pl/116/93">Public Law 116–93</external-xref></quote> each place it appears.</text></paragraph></subsection> <subsection id="H22928B2411C64C79A9F657741623D791"><enum>(b)</enum><text>Subsection (a) shall not take effect until the first day of the first applicable pay period beginning on or after January 1, 2022.</text></subsection></section> 
<section id="H5340F816B7F249DDAA61D1E5ED0ABF90"><enum>161.</enum><text display-inline="yes-display-inline">Section 302 of the Universal Service Antideficiency Temporary Suspension Act shall be applied by substituting the date specified in section 106(3) of this Act for <quote>December 31, 2021</quote> each place it appears.</text></section> <section id="H70E469F6957F47DC9982C03581B7779D" commented="no"><enum>162.</enum><text display-inline="yes-display-inline">In addition to amounts otherwise provided by this Act, there is appropriated $1,600,000,000, for an additional amount for fiscal year 2022, to remain available until September 30, 2024, for the account specified and for the activities specified, in section 141 of this Act.</text></section> 
<section id="H3842486780404ED49561E8B92752AB8C"><enum>163.</enum><text display-inline="yes-display-inline">During the period covered by this Act, section 506(a)(1) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2318">22 U.S.C. 2318</external-xref>) shall be applied by substituting <quote>$200,000,000</quote> for <quote>$100,000,000</quote>.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HD4C5F2332B5E4BF4962118DBBCA439B2" display-inline="no-display-inline" section-type="undesignated-section"><text display-inline="yes-display-inline">This division may be cited as the <quote><short-title>Further Continuing Appropriations Act, 2022</short-title></quote>.</text></section></division> 
<division id="H02ECC44E05FD4B9AA90717A328995503" style="appropriations" section-style="traditional-section-style"><enum>B</enum><header>Additional Afghanistan Supplemental Appropriations Act, 2022</header> 
<section id="HCF36CC13CF874092971DD1CD6D33C7A7" section-type="undesignated-section"><text display-inline="yes-display-inline">The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2022, and for other purposes, namely:</text></section> <title id="H8EC3436899954AA8BC7F07733277288F" section-style="traditional-section-style"><enum>I</enum><appropriations-major id="HD9AC8E6B1A3C4FD5AB1BDD9192560C3C"><header>Department of Defense</header></appropriations-major><appropriations-major id="H2466CB16DE0D42D6905487B692B9F037"><header>Military Personnel</header></appropriations-major><appropriations-intermediate id="H95B4B0280B8D48B1B10D6E13326C4872"><header>Military Personnel, Army</header><text display-inline="no-display-inline">For an additional amount for <quote>Military Personnel, Army</quote>, $128,000,000, to remain available until September 30, 2022, for support of Operation Allies Welcome by the Department of Defense.</text></appropriations-intermediate><appropriations-intermediate id="H7FF5A8C377FD46579116EFE970F20D0C"><header>Military Personnel, Navy</header><text display-inline="no-display-inline">For an additional amount for <quote>Military Personnel, Navy</quote>, $7,000,000, to remain available until September 30, 2022, for support of Operation Allies Welcome by the Department of Defense.</text></appropriations-intermediate><appropriations-intermediate id="H8F994E2DA04643D88B371B044F8D7B14"><header>Military Personnel, Marine Corps</header><text display-inline="no-display-inline">For an additional amount for <quote>Military Personnel, Marine Corps</quote>, $32,000,000, to remain available until September 30, 2022, for support of Operation Allies Welcome by the Department of Defense.</text></appropriations-intermediate><appropriations-intermediate id="HA7DE563A69934D32820120E4F7ACAE61"><header>Military Personnel, Air Force</header><text display-inline="no-display-inline">For an additional amount for <quote>Military Personnel, Air Force</quote>, $145,000,000, to remain available until September 30, 2022, for support of Operation Allies Welcome by the Department of Defense.</text></appropriations-intermediate><appropriations-major id="H4DCDC6A540E5439897425FAA9757DCC4"><header>Operation and Maintenance</header></appropriations-major><appropriations-intermediate id="H0529DBEE718A4B0DB1FF1B75DEFB195A"><header>Overseas Humanitarian, Disaster, and Civic Aid</header><text display-inline="no-display-inline">For an additional amount for <quote>Overseas Humanitarian, Disaster, and Civic Aid</quote>, $4,000,000,000, to remain available until September 30, 2023, for support of Operation Allies Welcome by the Department of Defense.</text></appropriations-intermediate><appropriations-major id="HE886AF9D48AA4D5286714D6006CA669B"><header>General Provisions—This Title</header></appropriations-major> <section id="H892CE58D413543AEBB2E55FFC9BFEF6E"><enum>1101.</enum><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, and every 30 days thereafter through fiscal year 2022, the Secretary of Defense shall provide a written report to the congressional defense committees describing the execution of funds provided in this title, including the amounts obligated and expended, in total and since the previous report; the nature of the costs incurred or services provided by such funds; and any reimbursements or funds transferred by another Federal agency to the Department of Defense which relates to the purpose of the funds provided by this title.</text></section> 
<section id="HE2F8525080254B088ECCB5BDED3426D6"><enum>1102.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law, funds provided by this title shall only be for the purposes specified, and shall not be subject to any transfer authority provided by law.</text></section></title> <title id="HBF5FE524829C482782DC014A07A16949" style="appropriations"><enum>II</enum><appropriations-major id="H7B539F89FA684C19BB8F93FE23DF3FE9"><header>Department of Homeland Security</header></appropriations-major><appropriations-major id="H21E8BE42FD7A41DB8B2BF665A04A9D5C"><header>Departmental Management, Operations, Intelligence, and Oversight</header></appropriations-major><appropriations-intermediate id="HC2E16DE92E604A94915242E485C2D325"><header>Office of the Secretary and Executive Management</header></appropriations-intermediate><appropriations-small id="HE11A19EEB3044447BC6DAB63F9127A8B"><header>Operations and Support</header><text display-inline="no-display-inline">For an additional amount for <quote>Operations and Support</quote>, $147,456,000, to remain available until September 30, 2022, for necessary expenses in support of Operation Allies Welcome, including the provision of staffing and support services for Safe Havens: <proviso><italic>Provided</italic>, </proviso>That amounts provided under this heading in this Act may be transferred by the Secretary of Homeland Security to other appropriations in the Department of Homeland Security only for necessary expenses of Operation Allies Welcome and not for any other purpose: <proviso><italic>Provided further</italic>, </proviso>That amounts made available under this heading in this Act shall be available in addition to any other appropriations available for the same purpose, including appropriations available pursuant to the authority of section 506(a)(2) of the Foreign Assistance Act of 1961: <proviso><italic>Provided further</italic>, </proviso>That, beginning not later than January 31, 2022, the Office of the Secretary shall report monthly to the Committees on Appropriations of the Senate and the House of Representatives on the use of transfer authority provided under this heading in this Act.</text></appropriations-small></title> 
<title id="H6DA9FD93BA0C4969B729F496419A89C8"><enum>III</enum><appropriations-major id="HF9E3ECF0FAFC44B7B28F5CD7BD97BD75"><header>Department of Health and Human Services</header></appropriations-major><appropriations-intermediate id="HACAEE533C7D84C7DBD0B3259E942678C"><header>Centers for Disease Control and Prevention</header></appropriations-intermediate><appropriations-small id="HEA0FBA45A9A947559589334AA4E3FA46"><header>CDC–Wide Activities and Program Support</header><text display-inline="no-display-inline">For an additional amount for <quote>CDC–Wide Activities and Program Support</quote>, $8,000,000, to remain available until September 30, 2022, for support of Operation Allies Welcome for medical support, screening, and other related public health activities related to Afghan arrivals and refugees.</text></appropriations-small><appropriations-intermediate id="H54F44A88FE61496E9B6B5384CD85CD39"><header>Administration for Children and Families</header></appropriations-intermediate><appropriations-small id="H95E0EC4285594F35A1B4C0C78186FBDA"><header>Refugee and Entrant Assistance</header><text display-inline="no-display-inline">For an additional amount for <quote>Refugee and Entrant Assistance</quote>, $1,263,728,000, to remain available until September 30, 2023, for support of Operation Allies Welcome for carrying out refugee and entrant assistance activities in support of citizens or nationals of Afghanistan paroled into the United States under section 212(d)(5) of the Immigration and Nationality Act and citizens or nationals of Afghanistan for whom such refugee and entrant assistance activities are authorized: <proviso><italic>Provided</italic>, </proviso>That amounts made available under this heading in this Act may be used for grants or contracts with qualified nonprofit organizations to provide culturally and linguistically appropriate services, including wrap-around services during temporary housing and after resettlement, housing assistance, medical assistance, legal assistance, education services, and case management assistance: <proviso><italic>Provided further</italic>, </proviso>That the Director of the Office of Refugee Resettlement, in carrying out section 412(c)(1)(A) of the Immigration and Nationality Act with amounts made available under this heading in this Act, may allocate such amounts among the States in a manner that accounts for the most current data available.</text></appropriations-small></title> 
<title id="H134934DFF7A346E7ABD23B5B79092737"><enum>IV</enum><appropriations-major id="HB90D60E6FF7643C2A1545A5D8BD97D35"><header>Department of State</header></appropriations-major><appropriations-intermediate id="H5842C68120904BA28A81F9145330889F"><header>Administration of Foreign Affairs</header></appropriations-intermediate><appropriations-small id="HAAFB54E0466048C696FFC4D0A7D5693C"><header>Diplomatic Programs</header><text display-inline="no-display-inline">For an additional amount for <quote>Diplomatic Programs</quote>, $44,300,000, to remain available until expended, for support for Operation Allies Welcome and related efforts by the Department of State, including additional relocations of individuals at risk as a result of the situation in Afghanistan and related expenses, and to reimburse the account under this heading in prior Acts making appropriations for the Department of State, foreign operations, and related programs for obligations previously incurred.</text></appropriations-small><appropriations-small id="HFF877A1ED6BA48B88DDE9DCBCAEF992F"><header>Emergencies in the Diplomatic and Consular Service</header><text display-inline="no-display-inline">For an additional amount for <quote>Emergencies in the Diplomatic and Consular Service</quote>, $36,000,000, to remain available until expended, for support for Operation Allies Welcome and related efforts by the Department of State, including additional relocations of individuals at risk as a result of the situation in Afghanistan and related expenses, and to reimburse the account under this heading in prior Acts making appropriations for the Department of State, foreign operations, and related programs for obligations previously incurred.</text></appropriations-small><appropriations-major id="H5DDEB66FAE5A46249573A7677D018944"><header>Bilateral Economic Assistance</header></appropriations-major><appropriations-intermediate id="H6058C868974D4C6E8E40F02712BC5FAD"><header>Department of State</header></appropriations-intermediate><appropriations-small id="H5A1023C66B8040A393FA100C95B1BEA5"><header>United States Emergency Refugee and Migration Assistance Fund</header><text display-inline="no-display-inline">For an additional amount for <quote>United States Emergency Refugee and Migration Assistance Fund</quote>, $1,200,000,000, to remain available until expended, notwithstanding section 2(c)(2) of the Migration and Refugee Assistance Act of 1962 (<external-xref legal-doc="usc" parsable-cite="usc/22/2601">22 U.S.C. 2601(c)(2)</external-xref>), for support for Operation Allies Welcome and related efforts by the Department of State, including additional relocations of individuals at risk as a result of the situation in Afghanistan and related expenses.</text></appropriations-small><appropriations-major id="H38B65685EBAE49EC80369906705C73D5"><header>General Provision—This Title</header></appropriations-major> <section id="H00E35EA7725F4872A7679D18A745BBFF"><enum>1401.</enum><text display-inline="yes-display-inline">The Secretary of State shall include in the reports required by section 2402 of title IV of the Afghanistan Supplemental Appropriations Act, 2022 (division C of <external-xref legal-doc="public-law" parsable-cite="pl/117/43">Public Law 117–43</external-xref>) the proposed uses of funds appropriated under this title.</text></section></title> 
<title id="H546EAC2495DA41158801E0865FA7936E"><enum>V</enum><appropriations-major id="H7AE23C4FCE93401F8890F3EA3C4D7C64"><header>General Provisions—This Act</header></appropriations-major> 
<section id="HCFC2363E79754101B2B4D4E6C46492C5"><enum>1501.</enum><text display-inline="yes-display-inline">Each amount appropriated or made available by this Act is in addition to amounts otherwise appropriated for the fiscal year involved.</text></section> <section id="H43978A2B28EE4A86A8B8ECAD06DF2EB0"><enum>1502.</enum><text display-inline="yes-display-inline">No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.</text></section> 
<section id="H6AAAC7B5F8A74A04BD0E53165F652CB4"><enum>1503.</enum><text display-inline="yes-display-inline">Unless otherwise provided for by this Act, the additional amounts appropriated by this Act to appropriations accounts shall be available under the authorities and conditions applicable to such appropriations accounts for fiscal year 2022.</text></section> <section id="H66EDE8EAA64447CFAFB05F46BE96D583"><enum>1504.</enum><text display-inline="yes-display-inline">Each amount provided by this division is designated by the Congress as being for an emergency requirement pursuant to section 4001(a)(1) and section 4001(b) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022.</text></section> 
<section id="HBAC3F89B2E4742D0B01A01455812B3D8"><enum>1505.</enum><text display-inline="yes-display-inline">Not later than January 15, 2022, the Director of the Office of Management and Budget shall provide to the Committees on Appropriations of the House of Representatives and the Senate a written report on Operation Allies Welcome: <proviso><italic>Provided</italic>, </proviso>That such report shall describe the strategy and transition plan leading to the conclusion of Operation Allies Welcome; a plan, including timeline, for relocating all Afghans currently residing at Department of Defense facilities to longer-term housing; the activities and responsibilities assigned to each Federal agency involved in such strategy and transition plan; and an estimate of the costs from each such agency for carrying out such strategy and transition plan.</text></section> 
<section id="H5A445E80A48D4AAFBF4E5784410583E0" display-inline="no-display-inline" section-type="undesignated-section"><text display-inline="yes-display-inline">This division may be cited as the <quote><short-title>Additional Afghanistan Supplemental Appropriations Act, 2022</short-title></quote>.</text></section></title></division> <division section-style="olc-section-style" id="HC9598BC3FF2C47B3B88811E89A4A7421" commented="no"><enum>C</enum><header>Extensions</header> <title id="H124564C11D024B03BF132FCF432844D7" commented="no"><enum>I</enum><header>Extensions</header> <section id="H52F78EDA9D0E4C05B1046E51AD56B1E6" section-type="subsequent-section"><enum>2101.</enum><header>Extension of Authority to Make Certain Appointments for National Disaster Medical System</header><text display-inline="no-display-inline">Section 2812(c)(4)(B) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300hh-11">42 U.S.C. 300hh–11(c)(4)(B)</external-xref>) is amended by striking <quote>December 3, 2021</quote> and inserting <quote>February 18, 2022</quote>.</text></section> 
<section id="H9C6D2ACAEDAF4EBA9B7F8D9C08426E1D" display-inline="no-display-inline" commented="no"><enum>2102.</enum><header>Extension of Additional Special Assessment</header><text display-inline="no-display-inline">Section 3014(a) of title 18, United States Code, is amended by striking <quote>December 31, 2021</quote> and inserting <quote>February 18, 2022</quote>.</text></section> <section id="H4EAAA60F7BE149CEAE64BB59C47C3064" commented="no"><enum>2103.</enum><header>Extension of Temporary Order for Fentanyl-Related Substances</header><text display-inline="no-display-inline">Effective as if included in the enactment of the Temporary Reauthorization and Study of the Emergency Scheduling of Fentanyl Analogues Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/114">Public Law 116–114</external-xref>), section 2 of such Act (as amended by <external-xref legal-doc="public-law" parsable-cite="pl/117/43">Public Law 117–43</external-xref>) is amended by striking <quote>January 28, 2022</quote> and inserting <quote>February 18, 2022</quote>.</text></section> 
<section id="H7BEDCA8B02BE4882A622C878D2423F69" section-type="subsequent-section"><enum>2104.</enum><header>Extending Increased FMAP for Certain Territories</header>

<subsection id="H9376BE4BC76F4E1284DEAF66CF6382E6"><enum>(a)</enum><header>Statutory PAYGO Scorecards</header><text>The budgetary effects of this division shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010.</text></subsection> <subsection id="H4FE4D04C7121405BAB14BD2C059B8938"><enum>(b)</enum><header>Senate PAYGO Scorecards</header><text>The budgetary effects of this division shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text></subsection> 
<subsection id="H5AA82FCC2C524ED497B800FFAA96C3A2"><enum>(c)</enum><header>Classification of Budgetary Effects</header><text>Notwithstanding Rule 3 of the Budget Scorekeeping Guidelines set forth in the joint explanatory statement of the committee of conference accompanying Conference Report 105–217 and section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985, the budgetary effects of this division shall not be estimated—</text> <paragraph id="H4FCC7EFED30B45F38812394D3092E4A3"><enum>(1)</enum><text>for purposes of section 251 of such Act;</text></paragraph>
