which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committees on <committee-name committee-id="HII00">Natural Resources</committee-name>, and <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the United States Postal Service to continue selling the Multinational Species Conservation Funds Semipostal Stamp until all remaining stamps are sold, and for other purposes.</official-title></form><legis-body id="HFF3EF871DEBB43D2AB8B9AB3D2EC50EA" style="OLC"><section commented="no" display-inline="no-display-inline" id="HA0F1FA000EBD4BB5B5F2C0015F665F3B" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HF68F2FB1C73143F482E3C0995B1E153B" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Reauthorization; requirement to sell all stamps</header><subsection commented="no" display-inline="no-display-inline" id="H8154DEF780064D8EB99134DC2D10EC43"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 2(c) of the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/39/416">39 U.S.C. 416</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/111/241">Public Law 111–241</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HE5307AC8EF9B4B5385236E9B0961CFD3"><enum>(1)</enum><text>in paragraph (2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="HF35C7440681B45C9B5D80C5E3BF43934"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>of at least 6 years,</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD89505ADEF1A4E628315899351F64416"><enum>(B)</enum><text>by inserting before the period at the end the following: <quote>and ending not earlier than the date on which the United States Postal Service provides notice to Congress under paragraph (5)</quote>; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA471CE0E5B374288AF5B9B8C91527301"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HE9FE533C8EB04FACABDE4E1F60E660CF" style="OLC"><paragraph id="H15AC6C3FBC6B4C03927D97A4A3AD1568"><enum>(5)</enum><header>Requirement to sell all stamps printed</header><subparagraph id="H8C189FCB0F16483987DD98C72C2DD9FC"><enum>(A)</enum><header>In general</header><text>The United States Postal Service shall sell each copy of the Multinational Species Conservation Fund Semipostal Stamp that the United States Postal Service prints under this Act.</text></subparagraph><subparagraph id="H3799F54D317B4CCA9B7DDC595E327D88"><enum>(B)</enum><header>Notification of Congress</header><text>The United States Postal Service shall notify the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Reform of the House of Representatives when all copies of the Multinational Species Conservation Fund Semipostal Stamp printed under this Act have been sold.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H125FF06A87354D659A547E0BFE1098B8"><enum>(b)</enum><header>Retroactive applicability</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall take effect as if enacted on the day after the date of enactment of the Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/113/165">Public Law 113–165</external-xref>; 128 Stat. 1878).</text></subsection></section><section id="H17A68626C4E54E78B997ACA777B1D6F3"><enum>3.</enum><header>Determination of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section></legis-body></bill>
