R. 5990</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211116">November 16, 2021</action-date><action-desc><sponsor name-id="T000479">Mr. Taylor</sponsor> (for himself and <cosponsor name-id="G000592">Mr. Golden</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Education to carry out a program to recognize high schools and local educational agencies for expanding high-quality dual credit programs.</official-title></form><legis-body id="HA860BDF5FD574A93B1FBB1A3B73B1213" style="OLC"><section id="H91D5AD055B294ED1A0510FE0B976D15F" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dual Credit Innovation Act</short-title></quote>.</text></section><section id="H3ED0A72EB1104B64B146B732ACA21F22"><enum>2.</enum><header>National Blue Ribbon Schools Dual Credit Innovation Award</header><subsection id="H5A96ED4FD31E48B9902791C18FD25C5E"><enum>(a)</enum><header>Dual Credit Priority</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Secretary shall, on a competitive basis, recognize eligible partnerships with high-quality dual credit programs with a <quote>Dual Credit Innovation Award</quote> which shall be an award under the National Blue Ribbon Schools program of the Department of Education.</text></subsection><subsection id="H2EE149D4BB334B5386A1B7C208C2F27B"><enum>(b)</enum><header>Application and Selection Process</header><text display-inline="yes-display-inline">To be eligible to be recognized under subsection (a), an eligible partnership shall submit an application under the National Blue Ribbon Schools program of the Department of Education.</text></subsection><subsection id="H108784FE0CC4485DA23DFD3C4C131B07"><enum>(c)</enum><header>Non-Monetary Value</header><text>The award and recognition established under this Act may not have monetary value.</text></subsection><subsection id="HE2B76554BB6043F5A0AA7FE9FE3E3BBE"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H83DA70C272D943729C48ED4A9EC75126"><enum>(1)</enum><header>Dual Credit Program</header><text display-inline="yes-display-inline">The term <term>dual credit program</term> means a program offered by an eligible partnership through which a secondary school student who has not graduated from high school with a regular high school diploma is able to enroll in one or more postsecondary courses and earn postsecondary credit that—</text><subparagraph id="H4A776D1644A346BB9BD8DD546FEBABFA"><enum>(A)</enum><text display-inline="yes-display-inline">is transferable to the institutions of higher education in the partnership; and</text></subparagraph><subparagraph id="HA313CAA15A9C413FB358376F26DC85F6"><enum>(B)</enum><text display-inline="yes-display-inline">applies toward completion of a degree or recognized educational credential as described in the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H72CC74B0B86D43108D821BD39C265010"><enum>(2)</enum><header>Eligible partnership</header><text display-inline="yes-display-inline">The term <term>eligible partnership</term> means a partnership between—</text><subparagraph id="H9F4DBB3E88DE4A37A49DDCDC59E9D084"><enum>(A)</enum><text>at least one institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)) that provides a dual credit program; and</text></subparagraph><subparagraph id="HED52BF85E4624AD4949D376DEA562EA8"><enum>(B)</enum><text>at least one—</text><clause id="HA1B7D4D45AA94DB89C5E431186198A8B"><enum>(i)</enum><text>local educational agency (as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)); or</text></clause><clause id="H3DD39A15ECA9498A8C89795E171F308F"><enum>(ii)</enum><text>high school.</text></clause></subparagraph></paragraph><paragraph id="H023062C055D442C1A57FEFE19A121D3C"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text></paragraph></subsection></section></legis-body></bill>
