R. 5944</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211109">November 9, 2021</action-date><action-desc><sponsor name-id="T000474">Mrs. Torres of California</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Inspector General of the Department of Veterans Affairs to submit to Congress a report on the backlog of disability compensation claims submitted to the Secretary of Veterans Affairs.</official-title></form><legis-body id="H5946C9D0A2E34C508EB95CC4620AD199" style="OLC"><section id="HF38BC4961B90448E91E114D17B9D4D2C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Administration Backlog Accountability Act of 2021</short-title></quote>.</text></section><section id="H6283EBF9622E40D4BC717E4EF7A29A6A" section-type="subsequent-section"><enum>2.</enum><header>Inspector General report on backlog of disability compensation claims submitted to Department of Veterans Affairs</header><subsection id="H8F699DB023B0494F9F6A45FE715690F8"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Inspector General of the Department of Veterans Affairs shall submit to Congress a report on the backlog of disability compensation claims.</text></subsection><subsection id="HE804CC7EA0644DABBF90704C37A6CBE8"><enum>(b)</enum><header>Matters included</header><text display-inline="yes-display-inline">The report under subsection (a) shall include the following:</text><paragraph id="H0CA9978DADB1403FABD88167202FC4EA"><enum>(1)</enum><text>The status of the backlog described in such subsection.</text></paragraph><paragraph id="HD103E5FE930D457A869A2BB11F736464"><enum>(2)</enum><text>How the Secretary is addressing the backlog.</text></paragraph><paragraph id="H91460BB7F3584A50BB4274A25576C2C1"><enum>(3)</enum><text>How the backlog is affecting the amount of time a claimant is waiting for the Secretary to adjudicate the claim.</text></paragraph><paragraph id="H9D88BC5AF79147C9876D3988FC58F6C4"><enum>(4)</enum><text>Recommendations to improve the backlog.</text></paragraph></subsection><subsection id="H9A2B29F8D86843FCBBEB6ADAD132526A"><enum>(c)</enum><header>Backlog of disability compensation claims</header><text display-inline="yes-display-inline">The term <quote>backlog of disability compensation claims</quote> means a backlog of disability compensation claims submitted to the Secretary of Veterans Affairs pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/11">chapter 11</external-xref> of title 38, United States Code, pending before the Veterans Benefits Administration or the Board of Veterans’ Appeals.</text></subsection></section></legis-body></bill>
