which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the Coronavirus Mental Health and Addiction Assistance Network, and for other purposes.</official-title></form><legis-body id="H10114356C2DA43099EA05428F47DDE12" style="OLC"><section id="HCB547121DB5C4060A4BAC5EEEDFDD392" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coronavirus Mental Health and Addiction Assistance Act of 2021</short-title></quote>.</text></section><section id="H40D279954DD445AFB5E3763A7FE6DA51"><enum>2.</enum><header>Coronavirus Mental Health and Addiction Assistance Network</header><subsection id="H1F7CFA8569EF46A5983E62C1D2A21E32"><enum>(a)</enum><header>In general</header><text>The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>), acting through the Assistant Secretary for Mental Health and Substance Use, shall make competitive grants to eligible entities described in subsection (c) to establish a Coronavirus Mental Health and Addiction Assistance Network that provides programs for assisting individuals in managing mental health and substance use disorders during or in connection to the COVID–19 pandemic. </text></subsection><subsection id="H8DAD215BD1B34583A1788A27F7EB23DD"><enum>(b)</enum><header>Eligible programs</header><text>Grants awarded under subsection (a) may be used—</text><paragraph id="H25AC8CF98591444386F7435D5EBE9726"><enum>(1)</enum><text>to initiate, expand, or sustain programs that provide professional mental health and substance use disorder counseling and referral for other forms of assistance as necessary to assist in the management of mental health and substance use disorders during or in connection to the COVID–19 pandemic, through— </text><subparagraph id="H5D2919320B884A038A19F4606DB6848D"><enum>(A)</enum><text>telephone helplines and websites;</text></subparagraph><subparagraph id="HAF0E385711C642D591F000985CABA1F8"><enum>(B)</enum><text>training, including training programs and workshops;</text></subparagraph><subparagraph id="HBC58CAF9F36D4166AE2FC06D314B4E65"><enum>(C)</enum><text>support groups; </text></subparagraph><subparagraph id="H585FBAC8AD9749FDB47EB2DE213A3FBD"><enum>(D)</enum><text>outreach and support activities, including the dissemination of information, materials, and equipment to clients for remote access to mental health and substance use disorder services; and </text></subparagraph><subparagraph id="HC6E6AF0A85CC4005830322834ABD6919"><enum>(E)</enum><text>telehealth services; or</text></subparagraph></paragraph><paragraph id="HA52984FCC9E84128812BE60FC60FDA8C"><enum>(2)</enum><text>to enter into contracts, on a multiyear basis, with community-based, direct-service organizations to initiate, expand, or sustain programs described in paragraph (1) and subsection (a). </text></paragraph></subsection><subsection id="H8FC460A00F2B4D57ABCCCDE11BA47279"><enum>(c)</enum><header>Eligible entities</header><text>The Secretary may award a grant under this section to an entity that provides evidence-based services and is—</text><paragraph id="H99F9A2F83FB846F780D00220AE8DC34F"><enum>(1)</enum><text>an Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)) or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>)); </text></paragraph><paragraph id="HAA6B03C84DFD45098C5A7AE3FAE236A9"><enum>(2)</enum><text>a qualified nonprofit organization, as determined by the Secretary;</text></paragraph><paragraph id="HF0EFDEBE912E402B987E6B143AA88944"><enum>(3)</enum><text>an entity providing appropriate services, as determined by the Secretary, in 1 or more States; or</text></paragraph><paragraph id="H8946B28B50424F4CAD376653AC36F38A"><enum>(4)</enum><text>a partnership carried out by 2 or more entities described in any of paragraphs (1) through (3).</text></paragraph></subsection><subsection id="H4D3AE4F13B2B4C6C8F0C10526C2BA762"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000, for the fiscal year ending September 30, 2021, to remain available until expended, or until the date that is 1 year after the conclusion of the public health emergency declared by the Secretary under section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) on January 30, 2020, with respect to COVID–19, whichever is earlier. </text></subsection><subsection id="HF7087DFCA7394731B97D7BF0D46B5A95"><enum>(e)</enum><header>Report to Congress, agencies, and public</header><paragraph id="H74D3D43301AB42D5A591C6D190F014B1"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the amount appropriated under subsection (d) is no longer available, the Secretary shall submit to Congress and any other relevant Federal department or agency, and make publicly available, a report describing the success of the Coronavirus Mental Health and Addiction Assistance Network under this section in assisting in managing mental health and substance use disorders during or in connection to the COVID–19 pandemic. </text></paragraph><paragraph id="H17065C1B54B34001B029DC7683E08AA7"><enum>(2)</enum><header>Contents</header><text>The report under paragraph (1) shall include—</text><subparagraph id="H794333497EEC4A32843F05CC668A58FF"><enum>(A)</enum><text>an inventory and assessment of efforts, to support individuals seeking to manage mental health and substance use disorders during or in connection to the COVID–19 pandemic, by— </text><clause id="HE5CD7C77151A4A1CAE7F00C510A2C086"><enum>(i)</enum><text>the Federal Government, States, and units of local government;</text></clause><clause id="H3589121A55A94B2A91A3E1EBD6268802"><enum>(ii)</enum><text>communities comprised of individuals seeking to manage mental health and substance use disorders during or in connection to the COVID–19 pandemic; </text></clause><clause id="HF7166046AF924A53802982BD2BF75C95"><enum>(iii)</enum><text>health care providers; and</text></clause><clause id="H6C4D48AEA5D747409FB131DA5DBD6AFC"><enum>(iv)</enum><text>other appropriate entities, as determined by the Secretary;</text></clause></subparagraph><subparagraph id="HB6FCFBD96EF74BD4B8B1B6EF32DEBD17"><enum>(B)</enum><text>a description of the challenges faced by individuals seeking to manage mental health and substance use disorders during or in connection to the COVID–19 pandemic; </text></subparagraph><subparagraph id="HC494862977684BF0B0B4745170C7665B"><enum>(C)</enum><text>a description of how the Secretary can improve coordination and cooperation with other Federal health departments and agencies, including other subagencies of the Department of Health and Human Services such as the Health Resources and Services Administration, the Centers for Disease Control and Prevention, and the National Institutes of Health, to best address the mental health and substance use disorders of individuals who are seeking to manage mental health and substance use disorders during or in connection to the COVID–19 pandemic; and</text></subparagraph><subparagraph id="H76312E9EA4F04E0F9882673AAE61973C"><enum>(D)</enum><text>an evaluation of the impact that mental health and substance use disorder challenges and health outcomes (including suicide) experienced during or in connection to the COVID–19 pandemic have on—</text><clause id="H229464F34B264C8B9BBAEBF02C2EF008"><enum>(i)</enum><text>the health care workforce and occupations related to pandemic preparedness and response;</text></clause><clause id="H8CE5EEE3A5694050B5A5177CF0F4BFC2"><enum>(ii)</enum><text>workforce readiness in new occupations for employees whose jobs became obsolete; and</text></clause><clause id="H625DEB0DF8ED43688C20692ACE13A118"><enum>(iii)</enum><text>community resilience.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
