R. 5906</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211105">November 5, 2021</action-date><action-desc><sponsor name-id="N000190">Mr. Norman</sponsor> (for himself and <cosponsor name-id="R000597">Mr. Rice of South Carolina</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To allow States to elect to observe year-round daylight saving time, and for other purposes.</official-title></form><legis-body id="H94B2535386604823B96869FC7FAF0B97" style="OLC"><section id="H41F5FDD243DC4BD3A1BF414CE52F3070" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Daylight All Year Leads to Ideal Gains in Happiness and Temperament Act</short-title></quote> or the <quote><short-title>DAYLIGHT Act</short-title></quote>.</text></section><section id="HBDB8568B05FC4FA2978508E59CE34C9F" section-type="subsequent-section"><enum>2.</enum><header>Optional year-long application of daylight saving time</header><text display-inline="no-display-inline">Section 3(a) of the Uniform Time Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/15/260a">15 U.S.C. 260a</external-xref>) is amended—</text><paragraph id="H8F10C09318E24A0097AF96331F81229C"><enum>(1)</enum><text>by inserting <quote>or may by law apply the advancement of time described in this section for the duration of the year,</quote> after <quote>may by law exempt itself from the provisions of this subsection providing for the advancement of time,</quote>;</text></paragraph><paragraph id="H406030AFF793462AAE16B72C242F1232"><enum>(2)</enum><text>by striking <quote>the standard time otherwise applicable during that period</quote> and inserting <quote>the same standard time</quote>;</text></paragraph><paragraph id="HD67823C56A964197BCC19571F7321682"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>may by law exempt either the entire State as provided in (1) or</quote> and inserting <quote>, by law, may apply either standard time provided for in paragraph (1) to the entire State,</quote>; and</text></paragraph><paragraph id="HCFE77ADCD5F843DC822F9C222810D499"><enum>(4)</enum><text>by inserting <quote>, or may apply the advancement of time for the duration of the year to the entire area of the State lying within any time zone</quote> before the period at the end.</text></paragraph></section><section id="HCC117DA21B16419EAE16A566ECBDB9C9"><enum>3.</enum><header>GAO Study</header><text display-inline="no-display-inline">Not later than 2 years after the date of enactment of this Act, the Comptroller General shall submit to Congress a report containing the results of a study on implementing daylight savings time year-round. </text></section></legis-body></bill>
