which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish an interagency task force to address the backlog of cargo ships at the Port of Los Angeles and the Port of Long Beach and in the coastal waters of Orange County, California, and for other purposes.</official-title></form><legis-body id="H8149CFC99B1F435890FAAE6368230386" style="OLC"><section id="HA1BA027284124DB0803442EFA18D660B" section-type="section-one"><enum>1.</enum><header>Interagency task force</header><subsection id="H812A12D8ED9F4BB9AA6865E959E2418D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Commandant of the Coast Guard shall establish an interagency task force (in this section referred to as the <quote>task force</quote>) to address the vessel backlogs at the Port of Los Angeles and the Port of Long Beach and in the coastal waters of Orange County, California.</text></subsection><subsection id="H322FEE9BA783414B93D521778C46074D"><enum>(b)</enum><header>Membership</header><paragraph id="HC2A51D0EC3804BECBCE1ADC729D3D10A"><enum>(1)</enum><header>Chair</header><text display-inline="yes-display-inline">The Commandant of the Coast Guard shall serve as the Chair of the task force.</text></paragraph><paragraph id="H0905E8666EFB47AFAD069C7C9B3CDF6D"><enum>(2)</enum><header>Composition</header><text>The task force shall be composed of at least 1 representative from the following agencies, to be appointed by the head of each respective agency:</text><subparagraph id="H68F745254A194BFBA44726254A1EFC9F"><enum>(A)</enum><text display-inline="yes-display-inline">The Environmental Protection Agency.</text></subparagraph><subparagraph id="H29FB2A7B45704477805C2F25AE33B9F8"><enum>(B)</enum><text>The Department of Agriculture.</text></subparagraph><subparagraph id="H83E3CBC34AC14776A7C3F0B71B3205A0"><enum>(C)</enum><text>The Department of Commerce.</text></subparagraph><subparagraph id="H5C090F6663DC446BA149504C68BD1980"><enum>(D)</enum><text>The Department of Defense.</text></subparagraph><subparagraph id="HC05FFA9C24DE4B38BF5CD58A0E6B68BD"><enum>(E)</enum><text>The Department of Energy.</text></subparagraph><subparagraph id="H77A950D7121141C1AE420D74B0F612C5"><enum>(F)</enum><text>The Department of Health and Human Services.</text></subparagraph><subparagraph id="HA578474AF1B441BAA3C6138ED64D2E2D"><enum>(G)</enum><text>The Department of the Interior.</text></subparagraph><subparagraph id="H14F1E53C2A484A0E965B4A02DDD6C3C8"><enum>(H)</enum><text>The Department of Justice.</text></subparagraph><subparagraph id="H80E6468470314D20AE40A2E8C297B435"><enum>(I)</enum><text>The Department of Labor.</text></subparagraph><subparagraph id="H8CE472E720ED41639DC2BC1A27538370"><enum>(J)</enum><text>The Department of State.</text></subparagraph><subparagraph id="HFBD86FA9670740B6B8342C810DD718B0"><enum>(K)</enum><text>The Department of Transportation.</text></subparagraph><subparagraph id="H2AA60CBEEBEF48DB9BC61BC73C6041B6"><enum>(L)</enum><text>The Federal Emergency Management Agency.</text></subparagraph><subparagraph id="HEF427C64F8E84D16A0B7A63A49FC8222"><enum>(M)</enum><text>The Federal Maritime Commission.</text></subparagraph><subparagraph id="H4939C25E9649494DB7F73B3D493C6FAE"><enum>(N)</enum><text>The General Services Administration.</text></subparagraph></paragraph><paragraph id="H27BA269CACF741FF88C3C006EF0669F5"><enum>(3)</enum><header>Additional members</header><text>The Chair of the task force may appoint a representative from any of the following entities to serve on the task force:</text><subparagraph id="H4AA7E93CC94143498EE371EEC69657F8"><enum>(A)</enum><text display-inline="yes-display-inline">The government of Orange County, California.</text></subparagraph><subparagraph id="H1F10C4FF1AD84EAB97D6F62AED6304B7"><enum>(B)</enum><text>The Port Authority of Los Angeles.</text></subparagraph><subparagraph id="H020E5CA559964247AF7B0633FC6C7C2F"><enum>(C)</enum><text>The Port Authority of Long Beach.</text></subparagraph><subparagraph id="H2342E1D339FB4C65926C7D5A54720367"><enum>(D)</enum><text>The State of California.</text></subparagraph></paragraph></subsection><subsection id="H5F17A52979F243FDA0782DFDEC404DEB"><enum>(c)</enum><header>Duties</header><text>The task force shall—</text><paragraph id="H726F8476DF5B4F87A51F1CBD7E245139"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate and quantify the impact of the vessel backlogs at the Port of Los Angeles and the Port of Long Beach;</text></paragraph><paragraph id="HBD309221070E4D7DA73D01BC569A4919"><enum>(2)</enum><text>evaluate and quantify the costs incurred by other Federal, State, and local governments due to such vessel backlogs; </text></paragraph><paragraph id="HD58604E9BD774CD0A0D75C616F2B078E"><enum>(3)</enum><text>evaluate the responses of Federal agencies to such vessel backlogs and the extent to which vessels are complying with the requirements of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/46/700">chapter 700</external-xref> of title 46, United States Code; </text></paragraph><paragraph id="HD8B69F0EF6794D1FB102D034D2691A51"><enum>(4)</enum><text display-inline="yes-display-inline">investigate the cause of the oil spill that occurred in October 2021 in the coastal waters of Orange County, California, including the impact of, and events that led to, an oil pipeline being dragged more than 100 feet in such coastal waters; and</text></paragraph><paragraph id="H3546A0BF569E411D9592ECBD641B3570"><enum>(5)</enum><text>not later than 90 days after the date of enactment of this Act—</text><subparagraph id="HBC710C9757454232A9B1E4590AD13C75"><enum>(A)</enum><text>develop a plan to solve the vessel backlog and oil spill crises along the coast of southern California, including a plan to address—</text><clause id="HC21782AD2986455A9129555FE5A00E77"><enum>(i)</enum><text>safety concerns with ongoing idling of waiting ships; </text></clause><clause id="H155BE823A46140A89AD903ADB1223F11"><enum>(ii)</enum><text>the environmental impacts of waiting ships; and</text></clause><clause id="HB4341CD53CC9431190187FDC1A948A7C"><enum>(iii)</enum><text>delays withing the ports; and</text></clause></subparagraph><subparagraph id="HB9C0C1D804A74AE0A536BBD3C449896E"><enum>(B)</enum><text>submit to Congress a report containing such plan.</text></subparagraph></paragraph></subsection><subsection id="HBFED8F2D80CD4AAC9FBF94095A95C03B"><enum>(d)</enum><header>Authority</header><text>The task force may obtain from a Federal agency any information the task force determines is necessary to carry out this Act.</text></subsection></section></legis-body></bill>
