R. 5881</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211104">November 4, 2021</action-date><action-desc><sponsor name-id="P000616">Mr. Phillips</sponsor> (for himself and <cosponsor name-id="V000134">Ms. Van Duyne</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Defense to report to Congress on the effects on small businesses of the Cybersecurity Maturity Model Certification framework of the Department of Defense, and for other purposes.</official-title></form><legis-body id="H7040225A001F42D98F551564073B3127" style="OLC"><section id="H602A4AA674D647F0A994B8EA8E97A6FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency in Cybersecurity Initiatives for Small Contractors Act of 2021</short-title></quote>.</text></section><section id="H678BA5A1F60B486A82D20E6C30B1B1D8"><enum>2.</enum><header>Report on Cybersecurity Maturity Model Certification effects on small business</header><text display-inline="no-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall submit to Committee on Armed Services of the House of Representatives and the Committee on Small Business of the House of Representatives a report on the effects of the Cybersecurity Maturity Model Certification framework of the Department of Defense on small business concerns (as defined under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)), including—</text><paragraph id="H360F4FFDF4464796BCF3257287BDA3DC"><enum>(1)</enum><text>the estimated costs of complying with each level of the framework;</text></paragraph><paragraph id="HBA0C5B533F7141E3A272E2CFA5CA969A"><enum>(2)</enum><text>any decrease in the number of small business concerns that are part of the defense industrial base resulting from the implementation and use of the framework; and</text></paragraph><paragraph id="H9D521AB4A8F24A2BA42F3470BCA0892F"><enum>(3)</enum><text>an explanation of how the Department of Defense will mitigate the negative effects to small business concerns that are part of the defense industrial base resulting from the implementation and use of the framework.</text></paragraph></section></legis-body></bill>
