R. 5875</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211104">November 4, 2021</action-date><action-desc><sponsor name-id="M001180">Mr. McKinley</sponsor> (for himself and <cosponsor name-id="O000171">Mr. O'Halleran</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title VII of the Public Health Service Act to increase retention of the rural health care workforce, and for other purposes.</official-title></form><legis-body id="H5A86BFC2458647568A9B5232FD9B32A7" style="OLC"><section id="H093FE359BF1C42E6809DD2FF5A6C0B2F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Health Training Act of 2021</short-title></quote>. </text></section><section id="H2ED6B1F76B974C76ADD7A2C101E78DA0"><enum>2.</enum><header>Increasing retention of rural health care workforce</header><text display-inline="no-display-inline">Subpart II of part C of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293m">42 U.S.C. 293m</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H478A9B6E5B9B4DAD84FF35D949C32E63" display-inline="no-display-inline"><section id="H3647AF6515FA4743858FF8CB61FCC102"><enum>749C.</enum><header>Increasing retention of rural health care workforce</header><subsection id="HD200D457F9BF49A8914D4B7B3FE3C20E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall establish a grant program for the purposes of assisting eligible entities in providing training to the existing health care workforce of such entities.</text></subsection><subsection id="H5774426A77D64EABAFD3E33A68B31734"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">In order to be eligible to receive a grant under this section, an entity shall be a rural hospital, rural health clinic, or community health center under section 330.</text></subsection><subsection id="H149676C6463340E68BABB87BD72C8633"><enum>(c)</enum><header>Use of funds</header><text>In addition to the purposes specified in section 797, grants awarded under this section may be used to provide trainee support with respect to childcare and transportation. </text></subsection><subsection id="HB55E662F6B314DFEA3F06C93E17DF63E"><enum>(d)</enum><header>Conditions</header><text>As a condition on the receipt of a grant under this section, an eligible entity shall agree to—</text><paragraph id="H7D5D53D456B44EC39C187AE5D5A4FC8A"><enum>(1)</enum><text>limit enrollment in training provided pursuant to this section to health care professionals who are non-physician clinicians and health care support staff; and</text></paragraph><paragraph id="H52E8EE991EA34664ADC9289D8FD54079"><enum>(2)</enum><text>require trainees to serve, as a condition on support received through the grant, a period of obligated service at the eligible entity of not less than 5 years, beginning on the date on which the trainee first receives the training referred to in subsection (a).</text></paragraph></subsection><subsection id="HC7F5886DE50348B5B27B402CF602AEDE"><enum>(e)</enum><header>Report</header><text>Not later than 10 years after the date on which the first grant is awarded under this section, the Comptroller General of the United States shall submit to the Congress a report assessing the impact of grants awarded under this section on health care workforce retention at eligible entities.</text></subsection><subsection id="HFDB7AFC71E0A4C4997976EA9894F6041"><enum>(f)</enum><header>Trainee defined</header><text display-inline="yes-display-inline">For purposes of this section, the term <term>trainee</term> means an individual that is a member of an eligible entity’s existing workforce that is receiving training. Such term does not include students. </text></subsection><subsection id="H2D0B6C0FD0F44AF7998A99789E06EFDC"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $100,000,000 for the period of fiscal years 2022 through 2032. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
