R. 5777</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211028">October 28, 2021</action-date><action-desc><sponsor name-id="K000395">Mr. Keller</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the definition of eligible program under the Higher Education Act of 1965 for the purposes of eligibility for Federal financial aid.</official-title></form><legis-body id="HB18718530CDC434D85EDFB355ED3A245" style="OLC"><section id="H7A5313C1AE37429282CE04EC62435692" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Connecting Higher Opportunities In College Education Act</short-title></quote> or the <quote><short-title>CHOICE Act</short-title></quote>.</text></section><section id="HE7B73CC53EC440C69616294A4CCD3C4F"><enum>2.</enum><header>Job training program</header><text display-inline="no-display-inline">Section 481(b)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1088">20 U.S.C. 1088(b)(1)</external-xref>) is amended—</text><paragraph id="H6BA63F2DECF84AF2B2F395FCF1E89A60"><enum>(1)</enum><text>by striking <quote>or</quote> at the end of subparagraph (A)(ii);</text></paragraph><paragraph id="H6D8387DD6719464D9E85CF600070673C"><enum>(2)</enum><text>in subparagraph (B)(ii), by striking the period and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="HEC8F5F9097DC4F5AAB22B60B15F3CF3D"><enum>(3)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" id="H3CECB9D15E504E878E7B1B56F8DF26BA" display-inline="no-display-inline"><subparagraph id="H3CE8930CC9254E2FAA9ECE3C9BEEE25C"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="H794ADF5F0A574C18A4E1C28370ACBCE5"><enum>(i)</enum><text display-inline="yes-display-inline">150 clock hours of instruction, 4 semester hours, or 6 quarter hours, offered during a minimum of 8 weeks, that—</text><subclause id="H672D39734E3F48BFB7B0476837921784"><enum>(I)</enum><text display-inline="yes-display-inline">has a verified completion rate of at least 70 percent, as determined in accordance with the regulations of the Secretary;</text></subclause><subclause id="HA77E6CB2EA654DCB931D08839278AF09"><enum>(II)</enum><text>has a verified placement rate of at least 70 percent, as determined in accordance with the regulations of the Secretary; and</text></subclause><subclause id="H8D95C3AC84054A3E9BEFD6A12F523E85"><enum>(III)</enum><text>provides training aligned with the requirements of high-skill, high-wage, or in-demand industry sectors or occupations in the State or local area in which the job training program is provided, as determined by an industry or sector partnership in such State or local area.</text></subclause></clause><clause id="HEE2C31670C004D13B2094244923E5BDF" indent="up1"><enum>(ii)</enum><text>For purposes of this subparagraph, the terms <term>in-demand industry sector or occupation</term>, <term>industry or sector partnership</term>, and <term>local area</term> have the meanings given the terms in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
