R. 576</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210128">January 28, 2021</action-date><action-desc><sponsor name-id="N000191">Mr. Neguse</sponsor> (for himself, <cosponsor name-id="S001168">Mr. Sarbanes</cosponsor>, <cosponsor name-id="M001160">Ms. Moore of Wisconsin</cosponsor>, <cosponsor name-id="L000592">Mr. Levin of Michigan</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="D000197">Ms. DeGette</cosponsor>, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="S001200">Mr. Soto</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="P000617">Ms. Pressley</cosponsor>, <cosponsor name-id="J000306">Mr. Jones</cosponsor>, <cosponsor name-id="B000574">Mr. Blumenauer</cosponsor>, and <cosponsor name-id="J000288">Mr. Johnson of Georgia</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National Voter Registration Act of 1993 to require States to accept applications to register to vote in elections for Federal office in the State from individuals under 18 years of age at the time of application.</official-title></form><legis-body id="H5F2CF2BA52CB4FA6B96957D443AF5799" style="OLC"><section id="H5653BB6A25184F5AB2D619A5AAE5BCA4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next Generation Votes Act</short-title></quote>.</text></section><section id="H8DD345B6CAFE4FF7A60C277FB782570F" section-type="subsequent-section"><enum>2.</enum><header>Acceptance of voter registration applications from individuals under 18 years of age</header><subsection id="H013822A39A6041E59CCD016A54037788"><enum>(a)</enum><header>Acceptance of applications</header><text display-inline="yes-display-inline">Section 8 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507</external-xref>) is amended—</text><paragraph id="H44734C4248914736BE033C4925E3F294"><enum>(1)</enum><text>by redesignating subsection (j) as subsection (k); and</text></paragraph><paragraph id="H0A851EDBF4E94EAF92E3D2A61D8BAE76"><enum>(2)</enum><text>by inserting after subsection (i) the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HE0DEFDAE51B147EC80EA964408A8AA7B" style="OLC"><subsection id="HC83C8F49BF3049B1AA3F1F76FF0E6DBB"><enum>(j)</enum><header>Acceptance of applications from individuals under 18 years of age</header><paragraph id="H8C40D8EB65B14A0AAF9F712243489C6A"><enum>(1)</enum><header>In general</header><text>A State may not refuse to accept or process an individual’s application to register to vote in elections for Federal office on the grounds that the individual is under 18 years of age at the time the individual submits the application, so long as the individual is at least 16 years of age at such time.</text></paragraph><paragraph id="H298FE4BEBF38457E99CA50E984FEF8E7"><enum>(2)</enum><header>No effect on State voting age requirements</header><text>Nothing in paragraph (1) may be construed to require a State to permit an individual who is under 18 years of age at the time of an election for Federal office to vote in the election.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFF6D46238C4E49F991DB832F179063C9"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to elections occurring on or after January 1, 2021.</text></subsection></section></legis-body></bill>
