R. 5766</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211028">October 28, 2021</action-date><action-desc><sponsor name-id="B001304">Mr. Brown</sponsor> (for himself, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, and <cosponsor name-id="N000147">Ms. Norton</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 49, United States Code, to make it unlawful for any air carrier to operate certain helicopters without a flight data recorder and cockpit voice recorder, and for other purposes.</official-title></form><legis-body id="HAF4ED7E5E0854E168B136CD62E75F288" style="OLC"><section id="H897522B68A2E4811AF951AF70546428A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helicopter Data and Voice Recorder Requirement Act</short-title></quote>.</text></section><section id="H58788E6BB5A04FBB9253ACC8AF85FE46" section-type="subsequent-section"><enum>2.</enum><header>Helicopter recorders</header><subsection id="HCEFE41D9F2824396B1223F79118DC3C8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/447">Chapter 447</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HBFD8286F670B4921BE4B8FD899C01AEE" display-inline="no-display-inline"><section id="H728DEE448DD9405F8C72DED300C52B2E"><enum>44744.</enum><header>Helicopter recorders</header><text display-inline="no-display-inline">It shall be unlawful for any air carrier to operate a single or multiengine, turbine-powered helicopter with 1 or more passenger seats and 1 or more pilots without a flight data recorder and cockpit voice recorder that meet the requirements of section 91.609 of title 14, Code of Federal Regulations.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H56993A0B307D4A9192ED7B35B9BF88C9"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/447">chapter 447</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="H13530C6CB64D422E8E22DA90FFE3B6AF" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">44744. Helicopter recorders. </toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H81513D79C3E44795B92445221AD1B4DB"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date that is 1 year after the date of enactment of this Act. </text></subsection></section></legis-body></bill>
