R. 5755</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211027">October 27, 2021</action-date><action-desc><sponsor name-id="M001194">Mr. Moolenaar</sponsor> (for himself, <cosponsor name-id="D000624">Mrs. Dingell</cosponsor>, <cosponsor name-id="M001136">Mrs. McClain</cosponsor>, and <cosponsor name-id="S001208">Ms. Slotkin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to improve the assignment of patient advocates at medical facilities of the Department of Veterans Affairs.</official-title></form><legis-body id="HE3B0DC33FC8A491489557E19AD88EC7D" style="OLC"><section id="HAFCFA31992AD4C29BC15427E44671E3F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Patient Advocacy Act</short-title></quote>. </text></section><section id="H516343950CC143A7B5307888BF9A22B3"><enum>2.</enum><header>Patient advocates at medical facilities of Department of Veterans Affairs</header><subsection id="HD8FA019490F7494A9FA7A71BE8B5AC83"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 7309A of title 38, United States Code, is amended—</text><paragraph id="H9B51101859A447EEADEFC7DBA4D8B495"><enum>(1)</enum><text>by redesignating subsections (e) and (f) as subsections (f) and (g), respectively; and</text></paragraph><paragraph id="H16C4547CD327443BAAEB3E40B482FA6F"><enum>(2)</enum><text>by inserting after subsection (d) the following new subsection (e):</text><quoted-block style="USC" id="H1D6FF74E813B43CF9CB7CDFADAE255AF" display-inline="no-display-inline"><subsection id="H16A0B9793116400895519AB14170645D"><enum>(e)</enum><header>Number of patient advocates</header><text display-inline="yes-display-inline">Beginning on the date that is one year after the date of the enactment of this subsection, the Director shall ensure that—</text><paragraph id="HBB1F456D48EF4B51A371DFFBCD860FAE"><enum>(1)</enum><text display-inline="yes-display-inline">there is not fewer than one patient advocate for every 13,500 veterans enrolled in the system of annual patient enrollment established and operated under section 1705 of this title; and</text></paragraph><paragraph id="H37F10FAD8E9D43C8940E90E895FA83E4"><enum>(2)</enum><text>highly rural veterans may access the services of patient advocates, including, to the extent practicable, with respect to assigning patient advocates to rural community-based outpatient clinics.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HA062EC5D5F584727BCCE3F3B60986F88"><enum>(b)</enum><header>GAO Report</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report evaluating the implementation by the Secretary of Veterans Affairs of section 7309A of title 38, United States Code, as added by subsection (a).</text></subsection></section></legis-body></bill>
