Davis of Illinois</cosponsor>, <cosponsor name-id="S001185">Ms. Sewell</cosponsor>, and <cosponsor name-id="V000130">Mr. Vargas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Child Abuse Prevention and Treatment Act to ensure that child protective services systems do not permit the separation of children from parents on the basis of poverty, and for other purposes.</official-title></form><legis-body id="HE22485C82B9743568DD8812A4EAFF71C" style="OLC"><section id="HE06D6E34D3A74485869199C2332D1373" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Family Poverty is Not Child Neglect Act</short-title></quote>.</text></section><section id="HB70F963688884BB6A948018BA386D435"><enum>2.</enum><header>Grants to States for child abuse or neglect prevention and treatment programs</header><text display-inline="no-display-inline">Section 106(a) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106a">42 U.S.C. 5106a(a)</external-xref>) is amended—</text><paragraph id="HFD27D889FBBB42B185009AA1AA90A35A"><enum>(1)</enum><text>in paragraph (1), by striking <quote>neglect;</quote> and inserting <quote>neglect, ensuring that reports concerning a child’s living arrangements or subsistence needs are addressed through services and benefits and that no child is separated from the child’s parent for reasons of poverty;</quote>; and</text></paragraph><paragraph id="HCDF1BAD4035E412E8BEC591125956052"><enum>(2)</enum><text>in paragraph (4), by striking <quote>response;</quote> and inserting <quote>response, except that such system, tools, and protocols shall not authorize the separation of any child from the child’s parent or guardian on the basis of poverty;</quote>.</text></paragraph></section></legis-body></bill>
