R. 561</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210128">January 28, 2021</action-date><action-desc><sponsor name-id="L000582">Mr. Lieu</sponsor> (for himself, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, <cosponsor name-id="S001201">Mr. Suozzi</cosponsor>, <cosponsor name-id="C001055">Mr. Case</cosponsor>, <cosponsor name-id="R000602">Miss Rice of New York</cosponsor>, and <cosponsor name-id="C001119">Ms. Craig</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Small Business Administration to issue rules or guidance on the ability of borrowers to use economic injury disaster loan proceeds for covered worker protection expenditures, and for other purposes.</official-title></form><legis-body id="HEE8C920E9A154D5CAEB042C6C8F50C8E" style="OLC"><section id="H05463E5988F84ECB941A95ADD8D6F0EE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reopen Small Businesses Safely Act</short-title></quote>.</text></section><section id="H3967156712AE42E1A4D548BCB9848653" section-type="subsequent-section"><enum>2.</enum><header>Use of economic injury disaster loan proceeds for covered worker protection expenditures</header><subsection id="HF384186A2CD64B4EAF1F544E7F167B33"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 10 days after the date of the enactment of this Act, the Administrator of the Small Business Administration shall issue such rules or guidance necessary to ensure that a borrower of a loan made under section 7(b)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(2)</external-xref>) may use the proceeds of such loan for covered worker protection expenditures (as defined in section 7A(a) of the Small Business Act). </text></subsection><subsection id="H15BC655BBA8A43B0A129C07621375A24"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">This Act shall apply to a loan made under section 7(b)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(2)</external-xref>)—</text><paragraph id="H49954CDC79A1419E80C293BC0F6C9A6A"><enum>(1)</enum><text display-inline="yes-display-inline">on or after the date of the enactment of this Act; or</text></paragraph><paragraph id="H2D2D33C18B6D48B6A1E5F484F0E982AE"><enum>(2)</enum><text display-inline="yes-display-inline">before the date of the enactment of this Act that is in repayment on such date of the enactment.</text></paragraph></subsection></section></legis-body></bill>
