which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><action display="yes"><action-date date="20211101">November 1, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on October 15, 2021</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Agriculture to carry out a program to award grants to eligible entities to carry out projects with the potential to reduce or sequester greenhouse emissions that convert and valorize tree nut harvest by-products into multiple higher value biocarbon products, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HAG00" reported-display-style="italic" id="H3E1DB77825784972B46419AC0DB6F86E"><section id="HEE1A278B695F4A2F8470EB51CC9B333C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pyrolysis Innovation Grants Act</short-title></quote>. </text></section><section id="HD6BC44F53929427D85194A094E930049"><enum>2.</enum><header>Pyrolysis innovation grant program</header><subsection id="HEFD126387D024241826EA937CFD16AF2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Secretary of Agriculture (referred to in this Act as the <quote>Secretary</quote>), acting through the Director of the National Institute of Food and Agriculture, shall establish a program under which the Secretary will award competitive grants to eligible entities to carry out not fewer than 10 pilot projects with the potential to reduce or sequester greenhouse gas emissions by converting and valorizing tree nut harvest by-products into multiple higher value biocarbon products, including sustainable industrial applications, agrochemicals, repurposing process heat, energy, and construction materials.</text></subsection><subsection id="H8153217582FA48D889E6CA688B63B1DA" commented="no"><enum>(b)</enum><header>Eligible entity defined</header><text>The term <quote>eligible entity</quote> means— </text><paragraph id="H865D822D826D4E3E9677947392368D18" commented="no"><enum>(1)</enum><text>a college or university (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)); </text></paragraph><paragraph id="HACDF749E33AF40DE8ADC75DB355615A3"><enum>(2)</enum><text>a third-party private entity, the primary business of which is related to agriculture (as determined by the Secretary);</text></paragraph><paragraph id="H5BD17533AEBC4EB49F75BBD54A1B5A61" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">a nongovernmental organization with experience working with agricultural producers (as determined by the Secretary); and</text></paragraph><paragraph id="H9966EB8FA07B47F0B8DEDEB0DD12064C"><enum>(4)</enum><text>a Federal agency or other governmental organization.</text></paragraph></subsection><subsection id="H0F0113BC3B67401D959A0E726B639736"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than two years after the date on which the first grant is awarded under subsection (a), and biennially thereafter until two years after the date on which the last grant is awarded under subsection (a), the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report on—</text><paragraph id="HC90B9D1CBB7F49B3877AEEA3B246C09D"><enum>(1)</enum><text>the activities carried out using grants awarded under such subsection;</text></paragraph><paragraph id="H3FCA16711C3E468C95EA51EA6998F8CB"><enum>(2)</enum><text>best practices used to leverage the investment of the Federal Government for the purposes specified in subsection (a); and</text></paragraph><paragraph id="H6CC76D905A774761B15FB234266B37C9"><enum>(3)</enum><text>an assessment of the results achieved by the program established under this section. </text></paragraph></subsection><subsection id="H8E32A6969F784850B131456201D688E2"><enum>(d)</enum><header>Funding</header><paragraph id="HB205A08CB5CF4B87BCE34002B5F0C5AE"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $5,000,000 for each of fiscal years 2023 through 2027, to remain available until expended. </text></paragraph><paragraph id="HD8574B71C1A94EEDA827ACFBE3E5DC59"><enum>(2)</enum><header>Administrative costs</header><text>Of the amounts made available under this section in any fiscal year, not more than 8 percent may be used for evaluation, monitoring, salaries, and administrative expenses.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>November 1, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
