R. 5583</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211015">October 15, 2021</action-date><action-desc><sponsor name-id="C001114">Mr. Curtis</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to reauthorize certain programs to strengthen the health care workforce, and for other purposes.</official-title></form><legis-body id="H7D42E8A3FE9A4B95823414670B7AA7E0" style="OLC"><section id="H1AC68D0F5E3D414487797B04ADA75AD8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Enable Access to Lifesaving Services Act</short-title></quote> or the <quote><short-title>HEALS Act</short-title></quote>.</text></section><section id="H7F93D180B9B94094A1F9EFF0AC6BE972" section-type="subsequent-section"><enum>2.</enum><header>Reauthorization of certain programs to strengthen the health care workforce</header><subsection id="H20DC6AAFA3DF423EBA11583ECCA7F907"><enum>(a)</enum><header>Mental and behavioral health education and training grants</header><text display-inline="yes-display-inline">Section 756(f) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294e-1">42 U.S.C. 294e–1(f)</external-xref>) is amended by striking <quote>For each of fiscal years 2019 through 2023</quote> and inserting <quote>For each of fiscal years 2022 through 2026</quote>.</text></subsection><subsection id="HF8FF4F68EEB6437E930D1D0AD87B501A"><enum>(b)</enum><header>Training demonstration program</header><text display-inline="yes-display-inline">Section 760(g) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294k">42 U.S.C. 294k(g)</external-xref>) is amended by striking <quote>for each of fiscal years 2018 through 2022</quote> and inserting <quote>for each of fiscal years 2022 through 2026</quote>.</text></subsection><subsection id="H6E703A65CD6D41B18DDA7F963F5FEEBD"><enum>(c)</enum><header>Minority fellowship program</header><text>Section 597(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290ll">42 U.S.C. 290ll(c)</external-xref>) is amended by striking <quote>$12,669,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$12,669,000 for each of fiscal years 2022 and 2026</quote>.</text></subsection><subsection id="HC43D77A28F74495AB45C8587F8FB86D7"><enum>(d)</enum><header>Liability protections for health professional volunteers at community health centers</header><text>Section 224(q)(6) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/233">42 U.S.C. 233(q)(6)</external-xref>) is amended by striking <quote>October 1, 2022</quote> and inserting <quote>October 1, 2026</quote>.</text></subsection></section></legis-body></bill>
