R. 5579</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211015">October 15, 2021</action-date><action-desc><sponsor name-id="A000371">Mr. Aguilar</sponsor> (for himself and <cosponsor name-id="C000059">Mr. Calvert</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate the Department of Veterans Affairs community-based outpatient clinic in Redlands, California, as the <quote>Jerry Lewis Department of Veterans Affairs Clinic</quote>.</official-title></form><legis-body id="H96B648D80C824A688BC71ECACAF1B368" style="OLC"><section id="HE5FACBE7E13C48B49014D5D316AB4C89" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jerry Lewis VA Clinic Act</short-title></quote>. </text></section><section id="H84A628E526454B3585CE5023EAE0E74A"><enum>2.</enum><header>Jerry Lewis Department of Veterans Affairs Clinic</header><subsection id="HE786B191CADB49D68DC829B801F4D2BE"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="HA5F56FAC9D4349B89423925EC4B90975"><enum>(1)</enum><text>Former Congressman Jerry Lewis died on July 15, 2021.</text></paragraph><paragraph id="HB348127EFCB04B8A843FDAF3D662BE0D"><enum>(2)</enum><text>He graduated from San Bernadino High School in San Bernadino, California, where he was captain of the swim team and a star basketball player, so much so, the high school retired his jersey.</text></paragraph><paragraph id="H8D352A1835744689BEEAA195EB95D27C"><enum>(3)</enum><text>He earned his B.A. in Government from the University of California, Los Angeles, (UCLA) in 1956.</text></paragraph><paragraph id="HA429D1D674494224A5C3A590EE492AC5"><enum>(4)</enum><text>From 1964 to 1968, he was a member of the San Bernadino City Unified School District Board of Education.</text></paragraph><paragraph id="HC3CB7912D9484FF885220FD353621B1F"><enum>(5)</enum><text>From 1969 to 1978, he was a member of the California State Assembly, where he represented the 73d and 67th district.</text></paragraph><paragraph id="H6E6A61723E274778BCCB4A6AFDB0CE96"><enum>(6)</enum><text>As a California Assemblyman, he advocated for policies and programs that would improve Southern California’s air quality.</text></paragraph><paragraph id="HD5A8F4ACBD114AB8BA5B4ACBE9E1267C"><enum>(7)</enum><text>In 1976, he helped establish the South Coast Air Quality Management District.</text></paragraph><paragraph id="H15DB57BB785E4F2BBE0D7C46138A87C1"><enum>(8)</enum><text>In November 1978, Jerry Lewis was elected as a Republican to the 96th United States Congress.</text></paragraph><paragraph id="H03AC0602EDAA4A48860052C61D31C42C"><enum>(9)</enum><text>During his 34-year long tenure in Congress, he represented the 37th, 35th, 40th, and 41st Congressional District of California.</text></paragraph><paragraph id="H19CE57ABAD3846C1A664356FBA3654D6"><enum>(10)</enum><text>In 1994, he was named the Chairman of the VA–HUD and Independent Agencies Subcommittee.</text></paragraph><paragraph id="H2768085CF1394D9BADFC450DADD54B3E"><enum>(11)</enum><text display-inline="yes-display-inline">In the 109th Congress, from 2005 to 2007, he became the Chairman of the House Appropriations Committee. The first, and still to this date, the only, California Member of Congress to be named Chairman.</text></paragraph><paragraph id="H2A594C9827644F5A959C260828FA0C4A"><enum>(12)</enum><text>Throughout his congressional career, he secured millions of dollars to advance several community projects for Southern California, including the Inland Empire.</text></paragraph><paragraph id="HE76834DED08841A6A1C19DDC5CB25C0B"><enum>(13)</enum><text>The community projects he secured for Inland Empire include the California State San Bernadino, a cancer research center at Loma Linda University Medical Center, Seven Oaks Dam, and so much more.</text></paragraph><paragraph id="H125749CC862E43B0B11CF95224499CAD"><enum>(14)</enum><text>Although he was an ardent and staunch leader of the Republican party, once becoming the third-ranking Republican in the House of Representatives, he symbolized a time where Members of Congress could work across the aisle to solve pressing issues throughout the Nation.</text></paragraph><paragraph id="H9DF73D0C6C6B42F3BA3AC647A21C49A1"><enum>(15)</enum><text>He believed in civility and bipartisanship to meet the needs of the American people, specifically on behalf of his California constituents.</text></paragraph><paragraph id="H77B2A3B757D546D7A04D0B6BECAD0449"><enum>(16)</enum><text>He worked tirelessly and helped countless Americans before his retirement in 2012.</text></paragraph><paragraph id="HC4406541D2384BD3883C7CA4598D9F48"><enum>(17)</enum><text>He was the pinnacle of a public servant and his unwavering support for the institution will be remembered forever.</text></paragraph></subsection><subsection id="H1916635672FA4BF2BF8DED3BB111C8B3"><enum>(b)</enum><header>Designation</header><text display-inline="yes-display-inline">The Department of Veterans Affairs community-based outpatient clinic located in Redlands, California, shall after the date of the enactment of the Act be known and designated as the <quote>Jerry Lewis Department of Veterans Affairs Clinic</quote> or the <quote>Jerry Lewis VA Clinic</quote>.</text></subsection><subsection id="H1596B9A52E154D13AE7218E16FBD7C72"><enum>(c)</enum><header>Reference</header><text display-inline="yes-display-inline">Any reference in a law, regulation, map, document, paper, or other record of the United States to the clinic referred to in subsection (b) shall be deemed to be a reference to the Jerry Lewis Department of Veterans Affairs Clinic.</text></subsection></section></legis-body></bill>
