which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Public Health Service Act to reauthorize certain programs with respect to lead poisoning, and for other purposes.</official-title></form><legis-body id="HDBE88471F60C4EBAAA4862989CA82069" style="OLC"><section id="H66946820B95D4754BCDC75B8CD640ACC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lead Poisoning Prevention Act of 2021</short-title></quote>.</text></section><section id="H87236CE3820E4EAE8B29F6CA18D82486"><enum>2.</enum><header>Screenings, referrals, and education regarding lead poisoning</header><text display-inline="no-display-inline">Section 317A(l)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-1">42 U.S.C. 247b–1(l)(1)</external-xref>) is amended by striking <quote>$40,000,000 for fiscal year 1993, and such sums as may be necessary for each of the fiscal years 1994 through 2005</quote> and inserting <quote>$46,000,000 for each of fiscal years 2022 through 2026</quote>.</text></section><section id="HE3981B04622741A59BC2703010DECA87"><enum>3.</enum><header>Grants for lead poisoning related activities</header><text display-inline="no-display-inline">Section 317O of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-16">42 U.S.C. 247b–16</external-xref>) is amended by striking <quote>such sums as may be necessary for each of the fiscal years 2001 through 2005</quote> and inserting <quote>$17,000,000 for each of fiscal years 2022 through 2026</quote>.</text></section><section id="H84C5CDFF439046FDA206791927D326E7"><enum>4.</enum><header>Advisory Committee on Childhood Lead Poisoning Prevention</header><text display-inline="no-display-inline">Section 317B(a)(2) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-3">42 U.S.C. 247b–3(a)(2)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H7321F9A9F41E4A9ABD139414BE8DE398" display-inline="no-display-inline"><paragraph id="HF83D4D61609F446FA7F6CF872EBF71C0"><enum>(2)</enum><header>Advisory Committee on Childhood Lead Poisoning Prevention</header><subparagraph id="H1C7F453542DF4CB49C7C9C255DEB59A2"><enum>(A)</enum><header>In general</header><text>The Secretary may establish a council to be known as the Advisory Committee on Childhood Lead Poisoning Prevention (in this paragraph referred to as the <quote>Advisory Committee</quote>).</text></subparagraph><subparagraph id="H2580BF871E3C47F29990DAC007A76E17"><enum>(B)</enum><header>Composition</header><text>The Advisory Committee shall include the following members (or their designee):</text><clause id="H9AF7F994136A47949241958D1E8C1AB8"><enum>(i)</enum><text>The Secretary, who shall serve as the chair of the Advisory Committee.</text></clause><clause id="H2AF6190C5C1941D6908599A680AB6F0C"><enum>(ii)</enum><text>The Director of the Centers for Disease Control and Prevention.</text></clause><clause id="HC429C13CBB734B9DB5761EBEAD661B86"><enum>(iii)</enum><text>The Director of the National Institutes of Health.</text></clause><clause id="HB8FF55D1C9884D0C977320AE27C9DFEF"><enum>(iv)</enum><text>The Secretary of Housing and Urban Development.</text></clause><clause id="H1FEF2F0512934F89B3091F4DDA5777C8"><enum>(v)</enum><text>The Administrator of the Environmental Protection Agency.</text></clause><clause id="H71C7273BF94A41FF8EC2F977EB9A8C0D"><enum>(vi)</enum><text>Representatives of any other Federal agency, as the Secretary determines appropriate.</text></clause></subparagraph><subparagraph id="H488737439FE54DBFA4B34BE49F29C536"><enum>(C)</enum><header>Duties</header><text>The Advisory Committee shall—</text><clause id="H78A57BF4940B4D31B542CFFC0710F9E2"><enum>(i)</enum><text>coordinate the efforts of Federal agencies to prevent childhood lead poisoning;</text></clause><clause id="HA50E97F3B6B242E981D3B7FA7AAB5328"><enum>(ii)</enum><text>review and report regularly to the Congress and the public on childhood lead poisoning prevention practices;</text></clause><clause id="HDCC4C9DC8BF1466EB7AD7D5D07BA94AD"><enum>(iii)</enum><text>recommend to the relevant Federal agencies improvements in national childhood lead poisoning prevention efforts; and</text></clause><clause id="H629CAFE4A9734A6A843A1CA6B4F1B979"><enum>(iv)</enum><text display-inline="yes-display-inline">develop recommendations to State, local, Tribal, and territorial health departments for the prevention and control of childhood lead poisoning.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
