R. 5551</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211012">October 12, 2021</action-date><action-desc><sponsor name-id="C001103">Mr. Carter of Georgia</sponsor> (for himself, <cosponsor name-id="C001063">Mr. Cuellar</cosponsor>, <cosponsor name-id="T000482">Mrs. Trahan</cosponsor>, <cosponsor name-id="B001251">Mr. Butterfield</cosponsor>, and <cosponsor name-id="H001067">Mr. Hudson</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Public Health Service Act to reauthorize the National Center on Birth Defects and Developmental Disabilities, and for other purposes.</official-title></form><legis-body id="H211F5481C46F4C8EAACC5B29C1295F5F" style="OLC"><section id="HEF91F163D63A4FC8A87EBCDA446D25C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving the Health of Children Act</short-title></quote>.</text></section><section id="HF9240478A99F498DACC09669435BAEE3"><enum>2.</enum><header>Reauthorization of the National Center on Birth Defects and Developmental Disabilities</header><text display-inline="no-display-inline">Section 317C of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4">42 U.S.C. 247b–4</external-xref>) is amended—</text><paragraph id="HD658D26EE8174065BA6D6BE10F4921CD"><enum>(1)</enum><text>by striking subsection (a)(4) and inserting the following:</text><quoted-block style="OLC" id="H9ECFB7BA63F3441EA8DC6A83D9195DDD" display-inline="no-display-inline"><paragraph id="HD33A9F8CC42D4A279D1487E819C186FB"><enum>(4)</enum><header>Specific programs</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Center, shall continue to carry out programs related to—</text><subparagraph id="H715A604F8DA741CE9231D8B9E00294FF"><enum>(A)</enum><text>birth defects;</text></subparagraph><subparagraph id="H82CA5C927835487994925352B6F66D02"><enum>(B)</enum><text>folic acid;</text></subparagraph><subparagraph id="H61BDE7F01E6F4917AF2D6792E85126FE"><enum>(C)</enum><text>cerebral palsy;</text></subparagraph><subparagraph id="H043B38175EBE44C8B8383F5C5C53AFDC"><enum>(D)</enum><text>intellectual disabilities;</text></subparagraph><subparagraph id="HCDF96BD6110B4C2AB6E81A549C7B0FD4"><enum>(E)</enum><text>child development;</text></subparagraph><subparagraph id="H22AE4E37BC524C4A9DDCB300A8FB47CF"><enum>(F)</enum><text>newborn screening;</text></subparagraph><subparagraph id="H18EAAA922288486EABA4AD07C15C6E50"><enum>(G)</enum><text>autism;</text></subparagraph><subparagraph id="HAB6869366F65456EB3513A88BA530A4F"><enum>(H)</enum><text>fragile X syndrome;</text></subparagraph><subparagraph id="HC0865F381F8D473AAEA470BBB9330F56"><enum>(I)</enum><text>fetal alcohol syndrome;</text></subparagraph><subparagraph id="H8D40615021E94BADAC33944AC7BF88AC"><enum>(J)</enum><text>pediatric genetic disorders;</text></subparagraph><subparagraph id="H677763963E734B1A9EF2C9AED70330C8"><enum>(K)</enum><text>disability prevention; and</text></subparagraph><subparagraph id="HC3BB80869AD24784A1410FE8A8B615E1"><enum>(L)</enum><text>or other relevant diseases, disorders, or conditions, as determined the Secretary.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="HD2A3FD63134749E6B80663E0BECFDD22"><enum>(2)</enum><text>in subsection (c), in the matter preceding paragraph (1), by striking <quote>Not later than February 1</quote> and all that follows through <quote>2 fiscal years—</quote> and inserting the following: <quote>The Secretary shall submit biennially to the Committee on Energy and Commerce of the House of Representatives, and the Committee on Health, Education, Labor, and Pensions of the Senate, a report that—</quote>; and </text></paragraph><paragraph id="HA0F00320856540F1A8861A50C5F2E881"><enum>(3)</enum><text>in subsection (f), by striking <quote>such sums as may be necessary for each of fiscal years 2003 through 2007</quote> and inserting the following: <quote>$175,000,000 for each of fiscal years 2022 through 2026</quote>. </text></paragraph></section><section id="HC6AA259D83D0443E9C06B611A15DC184"><enum>3.</enum><header>Folic acid education and outreach</header><text display-inline="no-display-inline">Section 317J(e) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-11">42 U.S.C. 247b–11(e)</external-xref>) is amended by striking <quote>such sums as may be necessary for each of the fiscal years 2001 through 2005</quote> and inserting <quote>$3,000,000 for each of fiscal years 2022 through 2026</quote>.</text></section></legis-body></bill>
