R. 5529</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20211008">October 8, 2021</action-date><action-desc><sponsor name-id="M001215">Mrs. Miller-Meeks</sponsor> (for herself and <cosponsor name-id="B001295">Mr. Bost</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to make certain improvements to the Veterans Justice Outreach Program, and for other purposes.</official-title></form><legis-body id="H0501EBFABBE348319CCAEEDE46ABAC9C" style="OLC"><section id="H34F93A37DD414412A3419B2CDAEA129D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Justice Outreach Improvement Act</short-title></quote>. </text></section><section id="H26E10F01B3CE49E2A49495D6BCFA2AA9"><enum>2.</enum><header>Improvements to Veterans Justice Outreach Program</header><subsection id="H665AE6500BE14F8B978A08D501C95644"><enum>(a)</enum><header>Outreach requirement</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall conduct outreach regarding the Veterans Justice Outreach Program to justice-involved veterans, military and veterans service organizations, and relevant stakeholders in the criminal justice community, including officials from local law enforcement, court, and jail systems and others as determined appropriate by the Secretary. Such outreach—</text><paragraph id="H78E7CFFFCCCA4C989C19BA3F92ADF464"><enum>(1)</enum><text>shall be designed—</text><subparagraph id="H4A102CFCD24B4D0BBA64BB8389E9E823"><enum>(A)</enum><text>to spread awareness and understanding of the Program;</text></subparagraph><subparagraph id="H1AA9910453F842CAA6ED890E2D90D44F"><enum>(B)</enum><text>to spread awareness and understanding of veteran eligibility for the Program, including the eligibility of veterans who were discharged from service in the Armed Forces under conditions other than honorable; and</text></subparagraph><subparagraph id="HE17AC1C4B33C4C7C8C4B4F4CCEF21CB7"><enum>(C)</enum><text>to improve the identification of justice-involved veterans; and</text></subparagraph></paragraph><paragraph id="H1D7547EA784E442DB933EC318DFDEB29"><enum>(2)</enum><text>may be conducted in person, virtually, or through other means, including by the dissemination of informational materials and contact information.</text></paragraph></subsection><subsection id="H8990776C419B4CDF84E246B71E49F5E6"><enum>(b)</enum><header>Increase in number of VJO specialists</header><text>The Secretary of Veterans Affairs shall increase the number of Veterans Justice Outreach specialists responsible for supporting justice-involved veterans in rural, remote, or underserved areas, including areas with local criminal justice systems located far from Department of Veterans Affairs medical centers, as determined by the Secretary.</text></subsection><subsection id="H695DD3472A3B43F9BB49829F44F6168E"><enum>(c)</enum><header>Performance goals, measures, and implementation timelines</header><paragraph id="H9C1390733E8A46F890B506D6EAA2A630"><enum>(1)</enum><header>Establishment</header><text>The Secretary of Veterans Affairs shall establish performance goals, measures, and implementation timelines for—</text><subparagraph id="H9BAA7E72AA674E0FA6ED6F44EFA91071"><enum>(A)</enum><text>the Veterans Justice Outreach Program;</text></subparagraph><subparagraph id="H55E5FF0ACE38412B9A10CDEDC58D5749"><enum>(B)</enum><text>Veterans Justice Outreach Specialists; and</text></subparagraph><subparagraph id="HE118C9B8020647ECAAA543CA2E71F7DD"><enum>(C)</enum><text>providing support for research regarding justice-involved veterans.</text></subparagraph></paragraph><paragraph id="HB1C77818907E4C8FB47773C77925E109"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the performance goals, measures, and implementation timelines established under paragraph (1).</text></paragraph></subsection><subsection id="H816C67233E0B4C2FAC13E6FDAD486950"><enum>(d)</enum><header>Training requirement</header><text>The Secretary shall ensure that all Veterans Justice Outreach Specialists receive training not less frequently than annually on—</text><paragraph id="H5470F62C1C42489699BE2671E1793F8F"><enum>(1)</enum><text>best practices for identifying and conducting outreach to justice-involved veterans and relevant stakeholders in the criminal justice community; and</text></paragraph><paragraph id="H29BECAB30A064432A66CFBC37AB8EC1C"><enum>(2)</enum><text>veteran eligibility for the Veterans Justice Outreach Program.</text></paragraph></subsection><subsection id="H3721DA3F3A8D44E084F7EE0FCF6AD15D"><enum>(e)</enum><header>Report on veterans treatment courts</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report on—</text><paragraph id="HE546CA9004C6490A8C5DE53DEF0729F2"><enum>(1)</enum><text>the availability and efficacy of veterans treatment courts;</text></paragraph><paragraph id="HDC7D8D13B94843B988D88B3E7D0A0CB8"><enum>(2)</enum><text>best practices for veterans treatment courts in meeting the needs of both justice-involved veterans and local criminal justice systems; and</text></paragraph><paragraph id="H3C559C49FF3941A6ADB3F4C9858106DC"><enum>(3)</enum><text>the ability of justice-involved veterans to access veterans treatment courts, including any barriers that exist to increasing such access.</text></paragraph></subsection><subsection id="H8CA0B5DA28E94705A1D1946AF56F7554"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H588F1AFB707F478FB7D3AA19D862C9B1"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>justice-involved veteran</quote> means a veteran with active, ongoing, or recent contact with some component of a local criminal justice system. </text></paragraph><paragraph id="H1D72F7978AB04F1FA5DE2AC1193C8351"><enum>(2)</enum><text>The term <quote>Veterans Justice Outreach Program</quote> means the program through which the Department of Veterans Affairs identifies justice-involved veterans and provides such veterans with access to Department services.</text></paragraph><paragraph id="H61E467F97549414C9B439250145E9E12"><enum>(3)</enum><text>The term <quote>Veterans Justice Outreach Specialist</quote> means an employee of the Department of Veterans Affairs who serves as a liaison between the Department and the local criminal justice system on behalf of a justice-involved veteran.</text></paragraph><paragraph id="HCEFADAA342F540AAB665ADE53A8DEEEF"><enum>(4)</enum><text display-inline="yes-display-inline">The term <quote>veterans treatment court</quote> means a State or local court that is participating in the veterans treatment court program (as defined in section 2991(i)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797aa">42 U.S.C. 3797aa(i)(1)</external-xref>)).</text></paragraph></subsection></section></legis-body></bill>
