R. 5470</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210930">September 30, 2021</action-date><action-desc><sponsor name-id="S001159">Ms. Strickland</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to improve grants awarded by the Secretary of Veterans Affairs for comprehensive service programs to serve homeless veterans.</official-title></form><legis-body id="H2586A631731547BAA5BCF86B4B289F38" style="OLC"><section id="HF6FAF73AE9494AA1B1C927ECCEA1FC06" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Housing Opportunities to Mitigate Expenses for Services for our Veterans Act of 2021</short-title></quote> or the <quote><short-title>HOMES for our Veterans Act of 2021</short-title></quote>.</text></section><section id="HA11D30AD1E93413B9F977F09E92C3148" section-type="subsequent-section"><enum>2.</enum><header>Adjustments of grants awarded by the Secretary of Veterans Affairs for comprehensive service programs to serve homeless veterans</header><subsection id="H3285F74C26A441F7A0412FBF7A25253C"><enum>(a)</enum><header>Elimination of matching requirement</header><paragraph id="HFD51D657193243B59A0DC7EBBE85EA5B"><enum>(1)</enum><header>In general</header><text>Section 2011(c) of title 38, United States Codes, is amended—</text><subparagraph id="HF63974F8A3D24708A6020D92AE8F1907"><enum>(A)</enum><text>by striking paragraph (2); and </text></subparagraph><subparagraph id="H72C8BF58A0914FA494EA6483516CC866"><enum>(B)</enum><text>by redesignating paragraph (3) as paragraph (2). </text></subparagraph></paragraph><paragraph id="H40E0546C6D254C0A97F7D2029300935A"><enum>(2)</enum><header>Applicability</header><text>The amendments made by paragraph (1) shall apply with respect to any grant awarded under section 2011 of title 38, United States Code, on or after the date of the enactment of this Act. </text></paragraph><paragraph id="HEA1370F3D9704DBC9B438A4B6406E724"><enum>(3)</enum><header>Determination of amount of grant</header><text>On or after the date that is five years after the date of the enactment of this Act, the Secretary of Veterans Affairs may determine the maximum amount of a grant under section 2011 of title 38, United States Code, which shall be not less than 70 percent of the estimated cost of the project concerned.</text></paragraph><paragraph id="HF10B6975B8CA4678B5663609688D9C4B"><enum>(4)</enum><header>Sunset</header><text>Section 4201(b)(2) of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/315">Public Law 116–315</external-xref>; 134 Stat. 5009; <external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended—</text><subparagraph id="H936C4510A1004988908B4A594B6814FE"><enum>(A)</enum><text>by striking <quote>Subsection (c)(2)</quote> and inserting the following: </text><quoted-block style="OLC" act-name="" id="H84B27C2FDCB246398AB86D159D478CF8"><subparagraph id="HF6E6354AB6E34AD381880F0DF7F538E3"><enum>(A)</enum><header>In general</header><text>Subsection (c)(2)</text></subparagraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph><subparagraph id="HC36C2D4355DB40CAA47A5A154A0429A0"><enum>(B)</enum><text>by adding at the end the following new subparagraph: </text><quoted-block style="OLC" act-name="" id="HA38D59C5FC0D40818DC3A3951E37B942"><subparagraph id="H063725C3FF2B4188AEF97EB42316520A"><enum>(B)</enum><header>Sunset</header><text>Subparagraph (A) shall cease to be effective on the date of the enactment of the <short-title>HOMES for our Veterans Act of 2021</short-title>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H993BA0E1BE3E4B2C9EAB612550D6EFC2"><enum>(b)</enum><header>Elimination of property disposition requirements</header><paragraph id="H97D7AEFDCCB14C098EDB69995067DE7C"><enum>(1)</enum><header>In general</header><text>A recipient of a grant awarded under section 2011 of title 38, United States Code, on or after the date of the enactment of this Act for a project described in subsection (b)(1) of such section shall not be subject to any property disposition requirements relating to the grant under subsection (c) or (f) of section 61.67 of title 38, Code of Federal Regulations, section 200.311(c) of title 2, Code of Federal Regulations, or successor regulations. </text></paragraph><paragraph id="HD852F0B165D742508F947ED030DAF8B6"><enum>(2)</enum><header>Sunset</header><text>Section 4201(b)(6) of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/315">Public Law 116–315</external-xref>; 134 Stat. 5010; <external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended—</text><subparagraph id="H75189B8B22F34AAE8ECE11C3676F0D23"><enum>(A)</enum><text>by striking <quote>During</quote> and inserting the following: </text><quoted-block id="H9EB433E017A54F11A55BC85EE55AD512" style="OLC" act-name=""><subparagraph id="HD84A2B2BBE484350A60F89413200B7CD"><enum>(A)</enum><header>In general</header><text>During</text></subparagraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph><subparagraph id="HBE0F05B9D9DA4D798ACAA929036077E8"><enum>(B)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block id="H3EAF1D90D4854F98B98F09946C7116DF" style="OLC" act-name=""><subparagraph id="H225E1B55DAA1408FAD66A4C314B6138F"><enum>(B)</enum><header>Sunset</header><text>Subparagraph (A) shall cease to be effective on the date of the enactment of the <short-title>HOMES for our Veterans Act of 2021</short-title>.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section></legis-body></bill>
