which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require institutions of higher education to notify students of the impact of private scholarships and grants on eligibility for institutional financial aid, and for other purposes.</official-title></form><legis-body id="H01885BFAC3054E3094142A47A8A7171D" style="OLC"><section id="H16C1F9191EE34F15AA52121054B71EE2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Students Plan for College Act of 2021</short-title></quote>.</text></section><section id="H4356D79DF7CA463BBFE21C7A4FF711B0"><enum>2.</enum><header>Private scholarship impact on institutional financial aid</header><text display-inline="no-display-inline">Section 485(a)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1092">20 U.S.C. 1092(a)(1)</external-xref>) is amended—</text><paragraph id="HFCA92301832D4EC0B0235B8EDE98A727"><enum>(1)</enum><text>in subparagraph (A), by inserting <quote>, and, in the case of an institution described in subparagraph (W), a statement that eligibility for such programs may be impacted by the receipt of financial assistance not received under this title, including all scholarships, grants, loans, or other assistance known to the institution at the time the determination of the student’s need is made</quote> after <quote>institution</quote>; </text></paragraph><paragraph id="HAE281BA07BA044D880BB569962A67B0F"><enum>(2)</enum><text>in subparagraph (U), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H8661CD87E1E84E4EB873E263195B535F"><enum>(3)</enum><text>in subparagraph (V), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H38C2A8B18312424283C58462FCB54755"><enum>(4)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="HFDDF8176746747F39DCF547227D750BA" display-inline="no-display-inline"><subparagraph id="H96700FF808934C3DB59F9EAABEEAE51D"><enum>(W)</enum><text display-inline="yes-display-inline">in the case of an institution that adjusts awards of institutional financial aid based on student receipt of financial assistance not received under this title, the institutional policies on making such adjustments, including scholarships, grants, loans, or other assistance, and how receipt of such assistance may impact eligibility for, and the amount of, institutional financial aid awards.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H956D974BDB6246C2898D43F276CF58A4"><enum>3.</enum><header>GAO study and report</header><subsection id="H30007135E93B4829A64A476B280F9E11"><enum>(a)</enum><header>Study</header><text>Not later than 90 days after the date of enactment of this Act, the Comptroller General shall begin to conduct a study on the relationship between—</text><paragraph id="H656973FAF9794D218DCE3FC01A3B0310"><enum>(1)</enum><text>financial assistance not received under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>), including scholarships, grants, loans, or other assistance; and</text></paragraph><paragraph id="HD57DFF1BCA6F45269157942A08E74795"><enum>(2)</enum><text>eligibility for, and the amount of, institutional financial aid awards to students by institutions of higher education, as defined in section 102 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph></subsection><subsection id="HA7170BF147AD47CCAEDF911A5C4BC64E"><enum>(b)</enum><header>Data</header><text display-inline="yes-display-inline">The study conducted under <internal-xref idref="H30007135E93B4829A64A476B280F9E11" legis-path="3.(a)">subsection (a)</internal-xref> shall include information on—</text><paragraph id="H941F5A6E5F3E4BD8AAC87A8134C36C3E"><enum>(1)</enum><text>the demographic characteristics of students who use private scholarships to pay for college; and</text></paragraph><paragraph id="HD4ADDE3C12D04977BEFBA2181313F50F"><enum>(2)</enum><text>policies of institutions of higher education for accounting for private scholarships when awarding financial aid, and how such policies can affect financial aid offers.</text></paragraph></subsection><subsection id="H359AA2C2B6914D21A7F389C8495BF2F5"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">At the conclusion of the study conducted in accordance with this section, the Comptroller General shall submit a report on the results of such study to the Committee on Education and Labor of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate, and shall make such report publicly available. Such report shall include recommendations, as appropriate, for legislative action to support the use of financial assistance not received under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>), including scholarships, grants, loans, or other assistance, by students to supplement, and not supplant, institutional financial aid awards.</text></subsection></section></legis-body></bill>
