<section id="H54559516A6BE4DF7B6091BBDBEBBCD8A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Suicide Prevention in the 21st Century Act</short-title></quote>.</text></section> <section id="H636787D2504B4CAAB83434E3596C3652"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H17AB21ED95EE475299744DCAEDEBB1DF"><enum>(1)</enum><text>Although personal electronic devices, such as mobile phones, computers, and tablets, increasingly are being leveraged as vehicles for health in the civilian world, almost nothing is known about personal technology use among members of the Armed Forces.</text></paragraph> <paragraph id="HA7FA1E50EE1041699C96AD1303594F6F"><enum>(2)</enum><text>The Defense Health Agency created the Virtual Hope Box application to help members of the Armed Forces build resilience.</text></paragraph> 
<paragraph id="H7C48F43A11EB4979B5AB3758F83ACCB0"><enum>(3)</enum><text>Users of the Virtual Hope Box application reported significantly greater ability to cope with unpleasant emotions and thoughts.</text></paragraph> <paragraph id="HC308BA6D8C6B46DE9B88A7345D769E68"><enum>(4)</enum><text>Members of the Armed Forces who are behavioral health patients experiencing distress, emotional dysregulation, or suicidal ideation are often separated from direct clinical support when they need it.</text></paragraph> 
<paragraph id="H55A1AE540EA0479AACE8741A5317990E"><enum>(5)</enum><text>The Virtual Hope Box application offers a highly portable, accessible, and discreet tool for effectively increasing coping self-efficacy.</text></paragraph> <paragraph id="H4D71F2CB7A374E3C8D0ED2696F4475AE"><enum>(6)</enum><text>A strongly linked chain of care depends on engaged leaders as well as highly competent first responders, crisis hotline workers, emergency department personnel, chaplains, primary care clinicians, and behavioral health clinicians.</text></paragraph></section> 
<section id="H6DFDA8BE3EFC44139F8EEBD0B10E723C"><enum>3.</enum><header>Pilot program on pre-programming of suicide prevention resources into smart devices issued to members of the Armed Forces</header> 
<subsection id="H1E40C5746F764E7F9B667666F5AD1504"><enum>(a)</enum><header>In general</header><text>Commencing not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall carry out a pilot program under which the Secretary—</text> <paragraph id="H5107873BEA3A414DAAE6680D22B26F4C"><enum>(1)</enum><text>pre-downloads the Virtual Hope Box application of the Defense Health Agency, or such successor application, on smart devices individually issued to members of the Armed Forces; </text></paragraph> 
<paragraph id="HAECB88B86B6B4E9295CA90F3A0F8F55E"><enum>(2)</enum><text>pre-programs the National Suicide Hotline number and Veterans Crisis Line number into the contacts for such devices; and</text></paragraph> <paragraph id="HCE3D3F2C68E0428E8B2D2DF05A3727E3"><enum>(3)</enum><text>provides training, as part of training on suicide awareness and prevention conducted throughout the Department of Defense, on the preventative resources described in paragraphs (1) and (2).</text></paragraph></subsection> 
<subsection id="H1FDE143061964728873BEB6C6E8413D3"><enum>(b)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program under this section for a two-year period. </text></subsection> <subsection id="H800727FA90B647ECB7836DAEA63D0C41"><enum>(c)</enum><header>Scope</header><text>The Secretary shall determine the appropriate scope of individuals participating in the pilot program under this section to best represent each Armed Force and to ensure a relevant sample size. </text></subsection> 
<subsection id="H649C9CFD64A746AABD9036FCBFEFC38F"><enum>(d)</enum><header>Identification of other resources</header><text>In carrying out the pilot program under this section, the Secretary shall coordinate with the Director of the Defense Health Agency and the Secretary of Veterans Affairs to identify other useful technology-related resources for use in the pilot program.</text></subsection> <subsection id="H20B0984A53FD40D78E5ED960A3674429"><enum>(e)</enum><header>Report</header><text>Not later than 30 days after completing the pilot program under this section, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the pilot program. </text></subsection> 
<subsection id="H2E2A28A2EC2A46F69CAE1803BAF2A3D2"><enum>(f)</enum><header>Veterans Crisis Line defined</header><text>In this section, the term <term>Veterans Crisis Line</term> means the toll-free hotline for veterans established under section 1720F(h) of title 38, United States Code. </text></subsection></section> </legis-body></bill>
