<congress display="no">117th CONGRESS</congress><session display="no">2d Session</session><legis-num display="no">H.R. 5343</legis-num><current-chamber display="yes">In the Senate of the United States,</current-chamber><action><action-date date="20221214">December 14, 2022.</action-date></action><legis-type display="yes">Amendment:</legis-type></engrossed-amendment-form><engrossed-amendment-body><section id="id2b4e1223c515442ca6abc02f56fe3d8b" section-type="resolved"><text>That the bill from the House of Representatives (H.R. 5343) entitled <quote>An Act to direct the Comptroller General of the United States to submit a report to Congress on case management personnel turnover of the Federal Emergency Management Agency, and for other purposes.</quote>, do pass with the following</text></section><amendment><amendment-instruction blank-lines-after="0"><text>Strike out all after the enacting clause and insert:</text></amendment-instruction><amendment-block changed="added" reported-display-style="italic" blank-lines-after="1"><legis-body display-enacting-clause="no-display-enacting-clause" changed="added" reported-display-style="italic"><section id="id974f526ba6d149119b579f4ab7acc143" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>FEMA Caseworker Accountability Act</short-title></quote>.</text></section><section id="id29ee91abfb0b4c4fa0405eb7790196fb"><enum>2.</enum><header>Report on staff turnover</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress a report containing—</text><paragraph id="idcee1ad0200444890987905b2bbe8c4c7"><enum>(1)</enum><text>the turnover rate for case management personnel of the Federal Emergency Management Agency;</text></paragraph><paragraph id="id93a9ae338bb64489bd01a28e2c0a57b4"><enum>(2)</enum><text>the average and median length of employment for the personnel described in paragraph (1);</text></paragraph><paragraph id="id2092c959319044e0a434f8f58c6d15ac"><enum>(3)</enum><text>the steps that the Agency is taking, or plans to take, to lower the rate of turnover for the personnel described in paragraph (1);</text></paragraph><paragraph id="idbb0b982817404635970a2946c40e5057"><enum>(4)</enum><text>the number of personnel of the Agency that is detailed to work disaster recovery and then return to such personnel’s full time assignment after a disaster, disaggregated by full-time, part-time, temporary, and contract personnel; and</text></paragraph><paragraph id="id21c00fea889b4be3aa26bbd24ff31211"><enum>(5)</enum><text>the average time and median length of the rotations of personnel described in paragraph (4) and how often rotations and reassignment of personnel occur for each disaster recovery position and function, disaggregated by full-time, part-time, temporary, and contract personnel.</text></paragraph></section></legis-body></amendment-block></amendment></engrossed-amendment-body><attestation><attestation-group><attestor></attestor><role>Secretary</role></attestation-group></attestation><endorsement></endorsement></amendment-doc>
