R. 5341</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210922">September 22, 2021</action-date><action-desc><sponsor name-id="P000613">Mr. Panetta</sponsor> (for himself and <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To fill vacancies for Forest Service recreation management and planning staff in National Forests and Grasslands, and for other purposes.</official-title></form><legis-body id="HAE263F82427541D1AE17F1C1DE391CF2" style="OLC"><section id="H189093B8649940A88438A1686E3CD831" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Save Our Forests Act of 2021</short-title></quote>.</text></section><section id="H56E8BADA2D4E4E2DA6477676857ECB51"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H99FE44DE3D824B78962C856CADCBEA43"><enum>(1)</enum><text display-inline="yes-display-inline">Between 2016 and 2020, on average, 89 percent of wildfires in the United States have been human-caused.</text></paragraph><paragraph id="HC9CFD5368E6F428FA762C1CDCA570D07"><enum>(2)</enum><text>Human-caused fires tend to occur in or near the wildland-urban interface (as defined in section 101 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6511">16 U.S.C. 6511</external-xref>)), where there is a greater risk to people and communities and a higher cost to suppress fires.</text></paragraph><paragraph id="H87CAD8EFD0A044498C29D1FB8DE2CCFA"><enum>(3)</enum><text display-inline="yes-display-inline">The wildland-urban interface is the fastest-growing land use type in the United States, posing challenges for fire management and suppression.</text></paragraph><paragraph id="H2F6BD0BFCCD94500B029A87EC1D76159"><enum>(4)</enum><text display-inline="yes-display-inline">Over the last 10 years, an annual average of 62,805 wildfires have impacted 7,516,855 acres. In 2020, 58,950 wildfires impacted 10,122,336 acres nationwide. Approximately 70 percent of this acreage impacted Federal land, of which 48 percent (or 4,800,000 acres) was on National Forest System land.</text></paragraph><paragraph id="H6EFE040851F14E3DA1355948961CBB97"><enum>(5)</enum><text display-inline="yes-display-inline">Additionally, visitation at National Forests has increased, while staffing has declined. Notably, in fiscal year 2020, the Forest Service estimated 168.2 million National Forest recreation visits, an increase of over 18.2 million recreation visits from 2019, which amounts to a 12.1 percent increase.</text></paragraph><paragraph id="HD0309EF14D894296BFAFD754F2681ECE"><enum>(6)</enum><text>The Forest Service continues to suffer from chronic staffing shortages, with several National Forests and Grasslands struggling to maintain their acreage with insufficient recreation management and planning staff.</text></paragraph></section><section id="H4D7AA50D30184E9EB281D7188C818140"><enum>3.</enum><header>Filling Forest Service recreation management staff vacancies</header><subsection id="HB7F53974AABB483888654C5E9A9BD832"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture, acting through the Chief of the Forest Service, shall fill vacancies in National Forests and Grasslands for Forest Service recreation management and planning staff, including recreation technicians, recreation officers, and natural resource managers.</text></subsection><subsection id="H18D79C1D66E94AE58A1F7E1756B283C4"><enum>(b)</enum><header>Priority</header><text>In seeking to fill vacancies under subsection (a), the Secretary shall prioritize filling vacancies in National Forests and Grasslands that—</text><paragraph id="H157AC0223CEB45CFA8BE9B410569C504"><enum>(1)</enum><text display-inline="yes-display-inline">are at high or very high risk of wildfires; and</text></paragraph><paragraph id="H87DFCCB5A3AA4C1DA6D97DFE9AD5A5B5"><enum>(2)</enum><text>are located in or near the wildland-urban interface.</text></paragraph></subsection><subsection id="HBFFF9673C4DE47D592258E804BFC9DD5"><enum>(c)</enum><header>Training and certification as a Forest Protection Officer</header><text>The Secretary may provide the opportunity for any individual who fills a vacancy pursuant to subsection (a) to receive training and certification as a Forest Protection Officer.</text></subsection><subsection id="H6F32A4CDD6ED40B58713B44018D8D970"><enum>(d)</enum><header>Authorization of appropriations</header><paragraph id="H0393D7C6DACE42CC8FD826B88D953211"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to other funds that may be available to the Forest Service for the purposes specified in this section, there is authorized to be appropriated to carry out this section $46,000,000 for each of fiscal years 2022 and 2023.</text></paragraph><paragraph id="H9045F4714E7945FC951838162BDA34CB"><enum>(2)</enum><header>Administrative expenses</header><text>Of the amounts available under paragraph (1) for each fiscal year, not more than 3 percent may be used for administrative expenses incurred in carrying out this section.</text></paragraph></subsection></section></legis-body></bill>
