R. 5301</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210920">September 20, 2021</action-date><action-desc><sponsor name-id="T000486">Mr. Torres of New York</sponsor> (for himself and <cosponsor name-id="M001186">Mr. Meijer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to provide technical assistance to recipients of grants for supportive services for very low-income families in permanent housing and comprehensive service programs, and for other purposes.</official-title></form><legis-body id="H1EF7B5229B664D8397A8EBA5917856C3" style="OLC"><section id="H8A9AD4603A474D43B38DBC1FEED55A9C" section-type="section-one"><enum>1.</enum><header>Training and technical assistance provided by Secretary of Veterans Affairs to recipients of certain financial assistance</header><subsection id="HDEB9B4BE51014345BDB02C88D02EB47B"><enum>(a)</enum><header>Supportive services for very low-Income families in permanent housing</header><text>Section 2044(e) of title 38, United States Code, is amended—</text><paragraph id="H80B04283183946509BF28A8E59EEB80D"><enum>(1)</enum><text>by striking paragraphs (2) and (3); and </text></paragraph><paragraph id="HF34618CDE16749F7A9510E3C0DCFA299"><enum>(2)</enum><text>by striking <quote>(1) From amounts</quote> and inserting <quote>From amounts</quote>. </text></paragraph></subsection><subsection id="H1C2D16CB80B4486EA2DE3C06A20EC347"><enum>(b)</enum><header>Comprehensive service programs</header><paragraph id="H0278E8DB078E40FA9D092EB59CABB3DF"><enum>(1)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38, United States Code, is amended—</text><subparagraph id="H34189C67188F481DBB379AD700F6B1E6"><enum>(A)</enum><text>by redesignating section 2014 as section 2015; and</text></subparagraph><subparagraph id="HFCF1757CA9C741FDB52302E68F2C538B"><enum>(B)</enum><text>by inserting after section 2013 the following new section 2014: </text><quoted-block id="HBD865E48B301443FB75411D17C2BD8B2" style="USC" act-name=""><section id="HB135C133F24F4077BA96D8416E2AA232" section-type="subsequent-section"><enum>2014.</enum><header>Training and technical assistance</header><subsection id="H334F5FAEF7AF4075878CED6021B0891F"><enum>(a)</enum><header>In general</header><text>The Secretary shall provide training and technical assistance to recipients of grants under sections 2011 and 2013 of this title and recipients of per diem payments under section 2012 of this title regarding the planning, development, and provision of services for which the grant or payment is made.</text></subsection><subsection id="H351001A8999447FA9197C75EDB6C7F35"><enum>(b)</enum><header>Provision of training and technical assistance</header><text>The Secretary may provide training and technical assistance under paragraph (1) directly or through grants or contracts with such public or nonprofit private entities as the Secretary considers appropriate.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H0C335F9EC44D47E68FCE0992F4496006"><enum>(2)</enum><header>Use of amounts</header><text>The Secretary of Veterans Affairs shall provide training and technical assistance under section 2014 of such title, as inserted by paragraph (1)(B), using amounts appropriated or otherwise made available to the Department of Veterans Affairs on or after the date of the enactment of this Act.</text></paragraph><paragraph id="HE8EF7A3DE10448F98743F96DF7C6322A"><enum>(3)</enum><header>Conforming amendment</header><text>Section 20013(a) of the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="usc" parsable-cite="usc/38/2011">38 U.S.C. 2011</external-xref> note) is amended by striking <quote>2014</quote> and inserting <quote>2015</quote>. </text></paragraph><paragraph id="H9049BD39578E4FF9BFC62B38AB0461CB"><enum>(4)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 20 of such title is amended by striking the item relating to section 2014 and inserting the following new items:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HA7D59C61D4B3427CB507C516AD8928E2"><toc><toc-entry bold="off" level="section">2014. Training and technical assistance. </toc-entry><toc-entry bold="off" level="section">2015.
