which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name>, and in addition to the Committee on <committee-name committee-id="HHA00">House Administration</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Education to establish a Civic Education and Service Learning Grant Program, and for other purposes.</official-title></form><legis-body id="H72A5067ACC8543A5BC30BA2950B26A30" style="OLC"><section id="H75B131FF931648EDBD4CBCC6C60A7FF6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Teaching Engaged Citizenship Act of 2021</short-title></quote>.</text></section><section id="HF121ABA6C1A9419A8B5583C351513707"><enum>2.</enum><header>Civic education and service learning grant program</header><subsection id="HBF8AD519047345C6BEC2F2A76B8738FE"><enum>(a)</enum><header>In general</header><text>The Secretary of Education shall establish the Civic Education and Service Learning Grant Program to award grants, on a competitive basis, to eligible entities to—</text><paragraph id="HDDCFB35E1B204EB482617F827DC5C47C"><enum>(1)</enum><text display-inline="yes-display-inline">promote and expand civic education by supporting the development and implementation of high-quality civic education and service-learning programming in public elementary schools and public secondary schools;</text></paragraph><paragraph id="H0B634DC5A1154F2C865C63CC4E9767AB"><enum>(2)</enum><text display-inline="yes-display-inline">promote the development and implementation of evidence-based curricula and educational standards and provide teacher development with respect to civic education and service-learning programming in public elementary schools and public secondary schools; and</text></paragraph><paragraph id="HCEE0A6D024DF4F4FA1CD6566A03AC424"><enum>(3)</enum><text display-inline="yes-display-inline">assist State and local educational agencies, institutions of higher education, and nonprofit organizations in supporting civic education and service-learning in public elementary schools and public secondary schools.</text></paragraph></subsection><subsection id="HAB459267311245F4856D4BEE831D873B"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible for a grant under this section, an eligible entity shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate, including specifying whether the grant will be used for—</text><paragraph id="H60497F712AAE44798F538909B69D8DE1"><enum>(1)</enum><text display-inline="yes-display-inline">the training of teachers with respect to civic education and service-learning under subsection (c)(1); or</text></paragraph><paragraph id="HC313AE10E1A84BF8B1ECBA63F48A660B"><enum>(2)</enum><text display-inline="yes-display-inline">the development and implementation of civic education and service-learning programs under subsection (c)(2).</text></paragraph></subsection><subsection id="H61831613336A4ECDBADDD3D9EF4774D1"><enum>(c)</enum><header>Grant uses</header><text>An eligible entity shall use grant funds awarded under this section, in accordance with the application submitted by such entity under subsection (b), for one of the following activities:</text><paragraph id="H16424A93D31E46A2B4728771B7E898AF"><enum>(1)</enum><text>The development and implementation of programs for the training of teachers with respect to civic education and service-learning, including—</text><subparagraph id="HD594919105864CD6923BC7314FE40645"><enum>(A)</enum><text display-inline="yes-display-inline">training teachers with respect to effective strategies for instructing students in civic education and service-learning;</text></subparagraph><subparagraph id="H1466C52F1CFC44E981F5BC69C2E6A758"><enum>(B)</enum><text display-inline="yes-display-inline">hosting training sessions for teachers to share best practices and learn new skills;</text></subparagraph><subparagraph id="HF4C125B53616498EB52086A07B44FAA4"><enum>(C)</enum><text display-inline="yes-display-inline">developing classroom resources to aid teachers with respect to improving civic education and service-learning programs for students;</text></subparagraph><subparagraph id="H809308E9DDF544C0970C5BB28C2791EC"><enum>(D)</enum><text display-inline="yes-display-inline">supporting other programs designed to provide teachers with the knowledge and skills necessary for teaching civic education; and</text></subparagraph><subparagraph id="H3E8856E0D4744765931D62E69C842208"><enum>(E)</enum><text display-inline="yes-display-inline">coordinating with local organizations and community-based services and programs to provide hands-on and experiential civic learning development opportunities.</text></subparagraph></paragraph><paragraph id="H356267EDFCDA4352AA66194384F99445"><enum>(2)</enum><text>The development and implementation of effective civic education and service-learning programs, including—</text><subparagraph id="H6600F169D417483493FD7CE5F37ED5EA"><enum>(A)</enum><text display-inline="yes-display-inline">establishing a new, or improving an existing, civic education or service-learning program, including by—</text><clause id="H84D43BFFE3AA4D88B032A43E7AFF9AC2"><enum>(i)</enum><text display-inline="yes-display-inline">developing and modifying curricula relating to civic education and service-learning; and</text></clause><clause id="H6D66958394C845ADBF8CC895BDC5ACFB"><enum>(ii)</enum><text display-inline="yes-display-inline">creating and administering classroom activities, thesis projects, individual or group projects, internships, or community service activities related to civic education, including—</text><subclause id="HA86CFD6F48E148F1A55C67DF429D9B03"><enum>(I)</enum><text>simulated congressional hearings;</text></subclause><subclause id="H2A9DDAFA87544EEEB5031480873E1116"><enum>(II)</enum><text>courtroom simulations; and</text></subclause><subclause id="H70286FCE17D04DA490BA4E5D09E77BCC"><enum>(III)</enum><text>simulated public hearings;</text></subclause></clause></subparagraph><subparagraph id="H20B63EAFB53746A99652E380C18123E2"><enum>(B)</enum><text>evaluating and increasing the effectiveness of such programs for participating students, including with respect to—</text><clause id="HBCF58DAF64394E199895EDBDF850F4A8"><enum>(i)</enum><text display-inline="yes-display-inline">understanding of United States law, history, and government by such students;</text></clause><clause id="HF181CCDF53C74C71B0543EB52612A067"><enum>(ii)</enum><text display-inline="yes-display-inline">the participation of such students with respect to voting and other forms of political and civic engagement;</text></clause><clause id="H0264A4B29DD54849B0C876572A3D0C97"><enum>(iii)</enum><text display-inline="yes-display-inline">critical thinking skills and media and digital literacy of such students;</text></clause><clause id="HD8607EC3666A44688EFC2200AA232558"><enum>(iv)</enum><text display-inline="yes-display-inline">interest of such students in employment and careers in military, national, and public service; and</text></clause><clause id="HAF453638B98E446B8A9242BA66B183BA"><enum>(v)</enum><text display-inline="yes-display-inline">the ability of such students to solve problems through collaboration and compromise;</text></clause></subparagraph><subparagraph id="H4F884527DEA441B28D93F5D77DB99A9E"><enum>(C)</enum><text display-inline="yes-display-inline">developing and supporting programs necessary to the efficacy of civic education or service-learning programs, as determined by the Secretary; and</text></subparagraph><subparagraph id="HF04AD55EE487432B82920F172D992651"><enum>(D)</enum><text display-inline="yes-display-inline">coordinating with Government entities, nonprofit organizations, or a consortia of such entities and organizations to provide students with experiences related to civic education.</text></subparagraph></paragraph></subsection><subsection id="H42F3587AEB30489B81CC5B0BB10C7187"><enum>(d)</enum><header>Subgrants</header><paragraph id="H08F598C45C1B493DB7F570E1CD0C1BA6"><enum>(1)</enum><header>In general</header><text>An eligible entity that is a State educational agency may use the grant awarded under this section to award subgrants, on a competitive basis, to local educational agencies served by such State educational agency.</text></paragraph><paragraph id="HF964E2E8DAB5463799CC03C00A9F789C" commented="no"><enum>(2)</enum><header>Use of funds</header><text>A local educational agency receiving a subgrant from a State educational agency under this subsection shall use the funds to carry out the activities under subsection (c) for which such State educational agency received the grant.</text></paragraph><paragraph id="HDEE621FFBC8842708513FD664965C48E"><enum>(3)</enum><header>Application</header><text>A local educational agency shall submit to the State educational agency an application in such form, at such time, and containing such information as the State educational agency deems appropriate.</text></paragraph><paragraph id="H3C42BCD17E704A10B3E63A5D43C8305E"><enum>(4)</enum><header>Funds</header><text display-inline="yes-display-inline">Of the grant amount used to award subgrants under this subsection, a State educational agency shall use not less than 50 percent to award such subgrants to local educational agencies that serve high-need schools.</text></paragraph></subsection><subsection id="H1BD0A69559DF491C9B33D3FC75A3FD6D"><enum>(e)</enum><header>Geographic distribution</header><text>In awarding grants under this section, the Secretary shall select eligible entities that are located in different geographic regions of the United States.</text></subsection><subsection id="HB49D84EC26B74A3ABAC67BA4C4AC55F4"><enum>(f)</enum><header>Regulations</header><text>The Secretary shall promulgate such regulations as may be necessary to carry out this section, including—</text><paragraph id="HC512CB3A076F4A948BFFE9136AA602B6"><enum>(1)</enum><text>procedures for eligible entities to apply for grants under this section;</text></paragraph><paragraph id="H4E179C307EAE4ABDAB3D974025960B05"><enum>(2)</enum><text>the competitive process for the awarding of grants; and</text></paragraph><paragraph id="H56DC6D1D5D784FFA8F012484947CA353"><enum>(3)</enum><text>reporting requirements by recipients of such grants.</text></paragraph></subsection><subsection id="H454E88BE9C974F5791B9EFCD37B51A87"><enum>(g)</enum><header>Report</header><text>Not later than 12 months after the date on which the first grant is awarded under this section, and on an annual basis thereafter, the Secretary shall submit to Congress a report containing the following:</text><paragraph id="H9ECCA23823D449D7A877963E761E4EC5"><enum>(1)</enum><text>Information with respect to each eligible entity to which a grant was awarded under this section during the preceding 12-month period, including with respect to—</text><subparagraph id="H3FF7E4D32C9946C7A9ADFF448B07C9B0"><enum>(A)</enum><text>the programs funded by such grants; and</text></subparagraph><subparagraph id="H03E568E406F3435599C2E5F06022E790"><enum>(B)</enum><text>the schools involved in such programs.</text></subparagraph></paragraph><paragraph id="H47D3FB72A8F144B19381D9A32066524B"><enum>(2)</enum><text>An evaluation of any successes of the programs for which grants are awarded under this section, including with respect to—</text><subparagraph id="H2A75B7ED24884422AC10C195FA31DCA2"><enum>(A)</enum><text>progress toward implementing a civic education curriculum in all elementary schools and secondary schools by 2031; and</text></subparagraph><subparagraph id="H5AB2D924C6A44D2A9A8CF01E8C6D0A20"><enum>(B)</enum><text>the number of students in grades 4, 8, and 12 testing at or above the proficient level in the civics and history portions of the National Assessment of Education Progress Test under section 303 of the National Assessment of Educational Progress Authorization Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9622">20 U.S.C. 9622</external-xref>), as compared with the last administration of such assessment.</text></subparagraph></paragraph><paragraph id="HD00AA809EDD3456AA08E396AC69E4933"><enum>(3)</enum><text>An assessment of any need for additional funding for programs under this section.</text></paragraph></subsection><subsection id="H52ADA7370E9A479AABD78C5807661737"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for purposes of carrying out this section $400,000,000 for each fiscal year, of which—</text><paragraph id="H2889A3929CBC44699EF57B0ED97990B7" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">50 percent shall be used to award funds to carry out programs authorized under subsection (c)(1), of which—</text><subparagraph id="HD408629F81F24B1CB9C385FD9D7D503A" commented="no"><enum>(A)</enum><text>50 percent shall be used to award funds to eligible entities that are State educational agencies; and</text></subparagraph><subparagraph id="HAECBD3BEB8D54D61B311B556E7F8D5E5" commented="no"><enum>(B)</enum><text>50 percent shall be used to award funds to eligible entities that are not State educational agencies; and</text></subparagraph></paragraph><paragraph id="HED28485564DF4725AFCE33B8AC865E24" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">50 percent shall be used to award funds to carry out programs authorized under subsection (c)(2), of which—</text><subparagraph id="H2588D29EC4E1404B8EF51814B8BA5563" commented="no"><enum>(A)</enum><text>50 percent shall be used to award funds to eligible entities that are State educational agencies; and</text></subparagraph><subparagraph id="H3A154D30C97D48A7941FBCB4DB7AD483" commented="no"><enum>(B)</enum><text>50 percent shall be used to award funds to eligible entities that are not State educational agencies.</text></subparagraph></paragraph></subsection></section><section id="H235572577FB243D3A4FC365068E1946A"><enum>3.</enum><header>Office of civic education</header><subsection id="H926C9D1B471449CB86A254ABC5D74551"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Department of Education Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/20/3401">20 U.S.C. 3401 et seq.</external-xref>) is amended—</text><paragraph id="HA5FF2CDAE2EA410E80CCA6ED08B17518"><enum>(1)</enum><text>in section 202(b)(1)—</text><subparagraph id="H2F6B91E0145646E89A175A0AE1FECE2B"><enum>(A)</enum><text>in subparagraph (E), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H4A686B0ABEB2441193DA9FDDA7EA934E"><enum>(B)</enum><text>by redesignating subparagraph (F) as subparagraph (G); and</text></subparagraph><subparagraph id="H62377EF438A146AFB8057323667E1026"><enum>(C)</enum><text>by adding after subparagraph (E) the following:</text><quoted-block style="OLC" id="H3E8EA7209BEA47E1BC0871AD68B42DB1" display-inline="no-display-inline"><subparagraph id="H0937E6BFEFEA4B96B7E06AB6CB181F15"><enum>(F)</enum><text display-inline="yes-display-inline">an Assistant Secretary for Civic Education; and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H8C84347C037040A8A0371C955949ACFD"><enum>(2)</enum><text>in title II, by adding at the end the following:</text><quoted-block style="OLC" id="HB43F3B50859044488D0DEAE85DB7FADF" display-inline="no-display-inline"><section id="H3DBAD522B53F48A0959BA04069C436FD"><enum>221.</enum><header>Office of Civic Education</header><subsection id="HC85B7FBE2CAD48D2918004FC236510C2"><enum>(a)</enum><header>Establishment</header><paragraph id="H62DB4A0A377947AAA57E5EDA52A5C8DD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish in the Department an Office of Civic Education (referred to in this section as the <quote>Office</quote>).</text></paragraph><paragraph id="H63E86B88E5C14345B2409BE3B10B7C27"><enum>(2)</enum><header>Assistant secretary</header><text display-inline="yes-display-inline">The Office will be administered by the Assistant Secretary for Civic Education appointed under section 202(b) (referred to in this section as the <quote>Assistant Secretary</quote>).</text></paragraph><paragraph id="HAE421E2F620A4236965B8BC1FA9ED55C"><enum>(3)</enum><header>Mission</header><text display-inline="yes-display-inline">The mission of the Office shall be to promote civic education throughout the United States.</text></paragraph><paragraph id="HE7A34F0A025E4484B5DBB2CBAFA312DB"><enum>(4)</enum><header>Functions</header><text display-inline="yes-display-inline">The Assistant Secretary shall be responsible for engaging in activities to carry out the mission described in paragraph (3), including by—</text><subparagraph id="HA80DF11A04344C6E89C0155B2FD1CC97"><enum>(A)</enum><text display-inline="yes-display-inline">managing the Civic Education and Service Learning Grant Program established under section 2 of the Teaching Engaged Citizenship Act of 2021, including presenting recommendations of funding for such Civic Education and Service Learning Grant Program to the Secretary, who has authority to grant final approval of the selected grantees;</text></subparagraph><subparagraph id="H72DE30D3F10342649A5CCCB7B428D772"><enum>(B)</enum><text display-inline="yes-display-inline">advising the Secretary;</text></subparagraph><subparagraph id="H89D9C87EBA334AADB8615F78C0158703"><enum>(C)</enum><text display-inline="yes-display-inline">coordinating with the agencies and offices of the Department to update relevant programs;</text></subparagraph><subparagraph id="H06EC152B338D49A3A3EEA1494375EDB1"><enum>(D)</enum><text display-inline="yes-display-inline">engaging in stakeholder relations and developing external partnerships;</text></subparagraph><subparagraph id="H9C47AF4C1223409BA9ABAC7CB0EF65D8"><enum>(E)</enum><text display-inline="yes-display-inline">identifying best practices by State and local educational agencies, in conjunction with the Center for Civic Excellence and the Civic Education Advisory Committee, established in this section; and</text></subparagraph><subparagraph id="HA09700DE99CB4B128F8E8FF0EE431688"><enum>(F)</enum><text display-inline="yes-display-inline">collaborating with other Federal agencies.</text></subparagraph></paragraph></subsection><subsection id="H2AF19A0D9E4544D7AEABDCC3930BE31B" commented="no"><enum>(b)</enum><header>Center for civic excellence</header><text display-inline="yes-display-inline">The Office shall establish a Center for Civic Excellence to—</text><paragraph id="H4887B331900A41859F1EBCDE9020DB57"><enum>(1)</enum><text display-inline="yes-display-inline">analyze the programs created under the Civic Education and Service Learning Grant Program established under section 2 of the Teaching Engaged Citizenship Act of 2021, including with respect to suggestions for best practices from State educational agencies and local educational agencies; and</text></paragraph><paragraph id="H7BA7ADE828BC47CDA6BB4110D967128C" commented="no"><enum>(2)</enum><text>develop best practices with respect to the implementation of civic education in accordance with the recommendations of the Civic Education Advisory Committee established in subsection (c).</text></paragraph></subsection><subsection id="H95E998247BAF4E2E8A4911754139940D"><enum>(c)</enum><header>Civic education advisory committee</header><paragraph id="H9E40D3DCC1E14B65822A9239D33552E4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this section, the Secretary shall establish a Civic Education Advisory Committee (referred to in this subsection as the <quote>Committee</quote>) to advise the Assistant Secretary with respect to civic education policy.</text></paragraph><paragraph id="HA33663C7DAAA4D11B5BF0EB0EA4B509C"><enum>(2)</enum><header>Membership</header><subparagraph id="HBE9BB96CA06F44819E872FBC391172FC"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Committee shall be composed of 12 members, of whom—</text><clause id="HC8DBA79750E043169D93E8E990A0B47B"><enum>(i)</enum><text>2 shall be students;</text></clause><clause id="H7220A06297084D6995394764016791F9"><enum>(ii)</enum><text>2 shall be civics educators;</text></clause><clause id="H0FF93FFAE9434FEBA0DB16F774F2D9C2"><enum>(iii)</enum><text>4 shall be representatives from State educational agencies or local educational agencies; and</text></clause><clause id="H9B67E4E7AB6245D082E9BBF4B53CD44A"><enum>(iv)</enum><text>4 shall be representatives from nonprofit organizations that focus on civic education.</text></clause></subparagraph><subparagraph id="H4E0471711AAD43559207B1CFD760F6F0"><enum>(B)</enum><header>Initial appointments</header><text display-inline="yes-display-inline">The Secretary shall appoint the members of the Committee not later than 180 days after the date of enactment of this section.</text></subparagraph></paragraph><paragraph id="HDCFD068726F342CFBB3CC79EA97CB628"><enum>(3)</enum><header>Period of appointment</header><subparagraph id="HBCC6E36E5EB14130B424C53A107D831D"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">A member of the Committee shall be appointed for a term of 2 years.</text></subparagraph><subparagraph id="H681AF197E1914B2F8A460ECF49B9ADB1"><enum>(B)</enum><header>Vacancies</header><text>Any vacancy in the Committee—</text><clause id="H818CDA2642FE4E35814BEA4426D9484D"><enum>(i)</enum><text display-inline="yes-display-inline">shall not affect the powers of the Committee; and</text></clause><clause id="H45F67BBB50F741E49E977E006822A46B"><enum>(ii)</enum><text display-inline="yes-display-inline">shall be filled as soon as practicable in the same manner as the original appointment.</text></clause></subparagraph><subparagraph id="H1609C42934C54BB589D97AF745B1EEC4"><enum>(C)</enum><header>Consecutive terms</header><text>A member of the Committee may serve an additional consecutive term.</text></subparagraph></paragraph><paragraph id="H8CC254EC876945BAB251F7932ECDF85E"><enum>(4)</enum><header>Meetings</header><text>The Committee shall meet not fewer than 4 times per year.</text></paragraph><paragraph id="H78A49864A34F4685A213B82B240D9702"><enum>(5)</enum><header>Duties</header><text>The Committee shall—</text><subparagraph id="H54D65E921E6643A1971208B75A776941"><enum>(A)</enum><text display-inline="yes-display-inline">develop recommendations and advise the Assistant Secretary on policies, initiatives, and outreach relating to civic education;</text></subparagraph><subparagraph id="H420A7A41C3AE422AA36D592204AA02C3"><enum>(B)</enum><text display-inline="yes-display-inline">evaluate and review ongoing research and promotion activities relating to civic education;</text></subparagraph><subparagraph id="H84739416AEBD4D02809ABA8216026C01"><enum>(C)</enum><text display-inline="yes-display-inline">evaluate the impact of the Civic Education and Service Learning Grant Program established under section 2 of the Teaching Engaged Citizenship Act of 2021 and recommend ways to adjust funding levels and strategies;</text></subparagraph><subparagraph id="HA4022CCB296B4F9987154696E20F2FF8"><enum>(D)</enum><text>use the information contained in the report required under paragraph (7)(A) to select recipients of the Excellence in Civics Award established under section 5 of the Teaching Engaged Citizenship Act of 2021; and</text></subparagraph><subparagraph id="HEF42762472B042AABC1743DCC3F8F8A3"><enum>(E)</enum><text display-inline="yes-display-inline">provide additional assistance and advice to the Assistant Secretary as appropriate.</text></subparagraph></paragraph><paragraph id="H9294667045BF496BAE61F9AF82A156EB"><enum>(6)</enum><header>Personnel matters</header><subparagraph id="HA79182CE173B4FD29243BCD71B86B84D"><enum>(A)</enum><header>Compensation</header><text display-inline="yes-display-inline">A member of the Committee shall serve without compensation.</text></subparagraph><subparagraph id="HF09D17297D104F878CC32C6E74F3BA5D"><enum>(B)</enum><header>Travel expenses</header><text display-inline="yes-display-inline">A member of the Committee shall be allowed travel expenses, including per diem in lieu of subsistence, in accordance with section 5703 of title 5, United States Code.</text></subparagraph></paragraph><paragraph id="H5DE2B5C9AC3144F489E932D9BD4ECB1C"><enum>(7)</enum><header>Report</header><subparagraph id="H76F37A8D290146D195122A9973D17F3D"><enum>(A)</enum><header>In general</header><text>Not later than 12 months after the date of the establishment of the Committee, the Committee shall submit to the Assistant Secretary a report on criteria used to evaluate—</text><clause id="H649C63C50E47493F84CDA5525E73DE22"><enum>(i)</enum><text>high-quality civic education; and</text></clause><clause id="H27007D5881E746E8A9C5A477A7FCEAF1"><enum>(ii)</enum><text>service learning.</text></clause></subparagraph><subparagraph id="H7A9F80C7D2D2477AB3D096F7FC292172"><enum>(B)</enum><header>Use</header><text display-inline="yes-display-inline">The Assistant Secretary shall use the information contained in the report required under subparagraph (A) to evaluate programs created under the Civic Education and Service Learning Grant Program established under section 2 of the Teaching Engaged Citizenship Act of 2021.</text></subparagraph></paragraph><paragraph id="H394A8809EFE749CC86B1050068C107A5"><enum>(8)</enum><header>Duration</header><text display-inline="yes-display-inline">The Committee shall be established for a period of 2 years and may be renewed at the direction of the Secretary.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HB8821814F4664C3DB1624FC893F683C9"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of contents in section 1 of the Department of Education Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/20/3401">20 U.S.C. 3401</external-xref> note) is amended by inserting after the item relating to section 220 the following:</text><quoted-block style="OLC" id="HA25CC2371C134EF184E35A6A1FE7929F" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 221. and</text></subparagraph></paragraph><paragraph id="H7EC17DF2A9E64643A00B507C3162658E"><enum>(2)</enum><text>in subsection (d)(3), in subparagraphs (A) and (B), by striking <quote>reading and mathematics</quote> and inserting <quote>reading, mathematics, civics, and history</quote>.</text></paragraph></subsection></section><section id="H250991209D7D45ABAFC811B84CE26FFB"><enum>5.</enum><header>Excellence in civics award</header><subsection id="H2910CE3BD67C422D99E5CF536E9AD6F5"><enum>(a)</enum><header>In general</header><text>Not later than 12 months after the date of the enactment of this Act, the Secretary shall award to eligible recipients, on an annual basis, the Excellence in Civics Award to highlight excellence in the development and teaching of civic education and service-learning, with special attention to programs that address community needs.</text></subsection><subsection id="H3E4D8361217B4FE8ADA97A725E61492C"><enum>(b)</enum><header>Nominations</header><text>To be eligible for an award under subsection (a), an eligible recipient shall submit to the Secretary a nomination, of any eligible recipient, in such form, at such time, and containing such information as the Secretary determines appropriate, including with respect to the eligible recipient—</text><paragraph id="HCFEBFF28043342759CAF8EA53497EB69"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the innovative civic education or service-learning programs or projects administered or completed by such eligible recipient;</text></paragraph><paragraph id="HDA9CE35179154DFAB90F4019A8BF13C1"><enum>(2)</enum><text>with respect to an award for service-learning programs or projects, the impact of such programs or projects on—</text><subparagraph id="H04CC73FADF1D42D680EC1BFDA6C2D8A4"><enum>(A)</enum><text>measurable civics learning outcomes; or</text></subparagraph><subparagraph id="H0B96BCEFDBCD478A8BD0FCFDF771647D"><enum>(B)</enum><text>addressing community or national needs, including—</text><clause id="H5F9FB54D52F5490082B8FD29655C2E15"><enum>(i)</enum><text>disaster relief;</text></clause><clause id="H948601626ABC4B88A6E7B8549F8FAAE3"><enum>(ii)</enum><text>education;</text></clause><clause id="H8244BC30D6854845B9DDA7B9D021CD06"><enum>(iii)</enum><text>poverty reduction;</text></clause><clause id="HD6D94463A49244CE932119E8B79247DB"><enum>(iv)</enum><text>reintegration of individuals who have been incarcerated;</text></clause><clause id="H358FB95F647E4711ABC1AFE0D3374283"><enum>(v)</enum><text>senior citizen aid; and</text></clause><clause id="HA10548CDB7E04430949849260FA1C264"><enum>(vi)</enum><text>public safety; and</text></clause></subparagraph></paragraph><paragraph id="H4329A84644FF47CCBBCB4DC15DBFBCDA"><enum>(3)</enum><text display-inline="yes-display-inline">with respect to an award for education programs, teaching styles, or projects, the ability of such programs, teaching styles, or projects to be implemented on a national level.</text></paragraph></subsection><subsection id="HD680B5379E5948AA97F3D7B26A491D57"><enum>(c)</enum><header>Selection of recipients</header><text display-inline="yes-display-inline">The Civic Education Advisory Committee established under section 221(c) of the Department of Education Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/20/3401">20 U.S.C. 3401 et seq.</external-xref>), as added by section 3 of this Act, shall, in accordance with paragraph (5)(D) of such section 221(c), select recipients of awards under this section.</text></subsection><subsection id="HC1BEFB091FF1428E9AD584BBAECD8BD6"><enum>(d)</enum><header>Eligible recipient defined</header><text>For purposes of this section, the term <quote>eligible recipient</quote> means—</text><paragraph id="H7A77E1B4A5AA4D19BA5575511CB84E1B"><enum>(1)</enum><text>a State educational agency;</text></paragraph><paragraph id="H5443EE477E9D49E8A34E819D228D1E48"><enum>(2)</enum><text>a local educational agency;</text></paragraph><paragraph id="HE661054392B44E4E8C8036896C1A04B2"><enum>(3)</enum><text>a public elementary school;</text></paragraph><paragraph id="HC504DB2E589B4B4F94A0311FC277B132"><enum>(4)</enum><text>a public secondary school;</text></paragraph><paragraph id="H4D92ECC71EB543659268EBC204B390E3"><enum>(5)</enum><text>a teacher;</text></paragraph><paragraph id="H3440ACDFC334495AAB0D53B1FC13C543"><enum>(6)</enum><text>a student; </text></paragraph><paragraph id="HC7F749FCBE1843028163AFDD908AB613"><enum>(7)</enum><text>a group of students; and</text></paragraph><paragraph id="H88BB2870A15E4C6AB5464150102A924E"><enum>(8)</enum><text>a consortium of—</text><subparagraph id="H09FD7472A818492CBBFC51565F7B5C6C"><enum>(A)</enum><text>1 or more of the entities described in paragraphs (1) through (7); and</text></subparagraph><subparagraph id="H89F32F3A78BB418EB2EBE775762EB88A"><enum>(B)</enum><text>a nonprofit, nongovernmental organization.</text></subparagraph></paragraph></subsection></section><section id="H70F2653CCB374DB9BF02AB210DA1D018"><enum>6.</enum><header>Development of material relating to civic education and effective citizenship</header><subsection id="H058834C0506542D79A6220CDB21AD522"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Covered officials shall work jointly to—</text><paragraph id="H0671B144B2AB43649B0148EB2268AF7E"><enum>(1)</enum><text>develop educational materials and teaching resources relating to civic education and effective citizenship, including by—</text><subparagraph id="H25534A0EB1FA45AAB55D851F8AF7845D"><enum>(A)</enum><text>enhancing existing online resources; and</text></subparagraph><subparagraph id="HB9E29FC271164A938A5961A87CA03A2B"><enum>(B)</enum><text>supporting the distribution of hard copy and digital materials to local libraries, polling locations, and schools; and</text></subparagraph></paragraph><paragraph id="H9228290391924596892CF0174EEA5AB7"><enum>(2)</enum><text>distribute such materials to the public. </text></paragraph></subsection><subsection id="H58A1B702599A4E73AB69B88D86B3BFC3"><enum>(b)</enum><header>Reporting</header><text>The covered officials shall submit to Congress a report with respect to the development and distribution efforts required under subsection (a).</text></subsection><subsection id="HB7A0D6B6CFBA46C7AA654BB0A4695715"><enum>(c)</enum><header>Covered official defined</header><text display-inline="yes-display-inline">In this section, term <quote>covered official</quote> means—</text><paragraph id="H35962BAE7974439A9F2F14D8259724B8"><enum>(1)</enum><text display-inline="yes-display-inline">the Librarian of Congress;</text></paragraph><paragraph id="H18A6406D28774079BAD6000A6764F710"><enum>(2)</enum><text>the Director of the Institute of Museum and Library Services; and</text></paragraph><paragraph id="H8CEE983EFEEC4964B2F777A605CAD0DD"><enum>(3)</enum><text>the Archivist of the United States.</text></paragraph></subsection><subsection id="H7777F35BDE294DE4A9C710B711F65EE2"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this section for fiscal year 2022 and each succeeding fiscal year.</text></subsection></section><section id="HD7884E87A19C410F9F6A2D581DAB5D4E"><enum>7.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act shall be construed as authorizing the Secretary of Education to prescribe a civics and history curriculum.</text></section><section id="HB890CEF5EDEC4F92B7F67DD2C6664710"><enum>8.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H2121CD2042E348B48EB775290E847E7F"><enum>(1)</enum><header>Civic education</header><text>The term <quote>civic education</quote> means an educational program that provides participants with knowledge of law, government, and the rights and responsibilities of citizens and skills that enable participants to participate responsibly in democracy.</text></paragraph><paragraph id="H2CDE00409C484A5AB8B1381ABFC7CB2F" commented="no"><enum>(2)</enum><header>Eligible entity</header><subparagraph id="H8E42B113EDAC43AFB65D189FC884B240"><enum>(A)</enum><header>In general</header><text>The term <quote>eligible entity</quote> means—</text><clause id="HD68E490BD9B349F48D389CA543C45532" commented="no"><enum>(i)</enum><text>a State educational agency; or</text></clause><clause id="H43BEC4277CC545F0ACC222EA530AC7A1"><enum>(ii)</enum><text>an entity described in subparagraph (B) in partnership with a State educational agency or local educational agency.</text></clause></subparagraph><subparagraph id="H140F8BC62B3A4D71BE1C9FCCF6E2B7A5"><enum>(B)</enum><header>Other entities</header><text>The entities described in this subparagraph are as follows:</text><clause id="HA2C491384ADD4DD79552BF377A754E02" commented="no"><enum>(i)</enum><text>An institution of higher education.</text></clause><clause id="H0B6F4510C55A4E20A8DA67FFE9B288FD" commented="no"><enum>(ii)</enum><text>A community-based organization.</text></clause><clause id="H3873D808F977471394EDBE00DEC6A753" commented="no"><enum>(iii)</enum><text>A nonprofit, nongovernmental organization.</text></clause><clause id="HDB0A566B3177461D985B5501CBF994BA" commented="no"><enum>(iv)</enum><text>A consortium of entities described in subparagraphs (i) through (iii).</text></clause></subparagraph></paragraph><paragraph id="HB44D0D4CE3F14188BB030683A578D6A8"><enum>(3)</enum><header>ESEA terms</header><text>The terms <quote>elementary school</quote>, <quote>institution of higher education</quote>, <quote>local educational agency</quote>, <quote>poverty line</quote>, <quote>secondary school</quote>, <quote>Secretary</quote>, <quote>State</quote>, and <quote>State educational agency</quote> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H74FC26E1841748DD957EDE9F9709365E"><enum>(4)</enum><header>High-need school</header><text>The term <quote>high-need school</quote> means any public elementary school or secondary school that is located in an area in which the percentage of students from families with incomes below the poverty line is 30 percent or more, as determined by the Secretary.</text></paragraph><paragraph id="H417139771F5446868D4C7CD6A3C26155"><enum>(5)</enum><header>Service-learning</header><text>The term <quote>service-learning</quote> has the meaning given such term in section 101 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12511">42 U.S.C. 12511</external-xref>).</text></paragraph></section></legis-body></bill>
