which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to implement certain recommendations of the Comptroller General of the United States with respect to the mitigation and prevention of training accidents, and for other purposes.</official-title></form><legis-body id="H893C320A93FC48609EE533022189EA51" style="OLC"><section id="idEF384D8AEE86452BA04F88567D53A8CB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Future Tragedies Act</short-title></quote>. </text></section><section id="H77EB984AD1AC4E4D8CC58CB30DC059A3" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text><paragraph id="H0E09DDB2011C44368D67369E9094A6FB"><enum>(1)</enum><text display-inline="yes-display-inline">According to a report from the Congressional Research Service, between 2006 and 2019, 32 percent of deaths of members of the Armed Forces killed while serving on active duty were the result of military training accidents while only 16 percent of such deaths during that same time period were individuals killed-in-action.</text></paragraph><paragraph id="H043FBB80B0214B8693E11EDF4017856D"><enum>(2)</enum><text>In 2017 alone, almost four times as many members of the Armed Forces died in training accidents as were killed-in-action.</text></paragraph><paragraph id="HC348426F24B04ED586755A8B0190E03F"><enum>(3)</enum><text>The Government Accountability Office carefully studied military training accident data from 2010 through 2019 and made nine recommendations to more clearly establish procedures and mechanisms to help supervisors enhance vehicle safety and develop performance criteria and measurable standards for driver training programs.</text></paragraph></section><section id="HC2AD4A8321754BEB96509C4541987807"><enum>3.</enum><header>Implementation of Comptroller General recommendations relating to mitigation and prevention of training accidents</header><subsection id="H4CC5F880319648EEBDDAB5E405EA4700"><enum>(a)</enum><header>Requirements</header><text display-inline="yes-display-inline">The Secretary of the Defense shall take such steps as may be necessary to carry out the following with respect to the Army, Navy, and Marine Corps:</text><paragraph id="HB35501D14D5F499C8739FB972A2739F2"><enum>(1)</enum><text>To develop more clearly defined roles for vehicle commanders and establish mechanisms and procedures for tactical vehicle risk management to be used by first-line supervisors, including vehicle commanders.</text></paragraph><paragraph id="HF6EF514307D34E70A7F88A805B79F627"><enum>(2)</enum><text display-inline="yes-display-inline">To evaluate the number of personnel within operational units who are responsible for tactical vehicle safety and determine if these units are appropriately staffed, or if any adjustments are needed to workloads or resource levels to implement operational unit ground-safety programs.</text></paragraph><paragraph id="HAFFB4FC9F86443BA9340EBB701991C36"><enum>(3)</enum><text>To ensure that tactical vehicle driver training programs, including licensing, unit, and follow-on training programs, have a well-defined process with specific performance criteria and measurable standards to identify driver skills and experience under diverse conditions.</text></paragraph><paragraph id="H992AB74B3E0741B2A4975C379C4A54A3"><enum>(4)</enum><text display-inline="yes-display-inline">To evaluate—</text><subparagraph id="HE2E523F9B4FC481DBE2620B488FEEE9C"><enum>(A)</enum><text>the extent to which ranges and training areas are fulfilling responsibilities to identify and communicate hazards to units; and</text></subparagraph><subparagraph id="H1ADF2B60BFDB41D4AFDEF0FEA4782F8F"><enum>(B)</enum><text>to the extent to which such responsibilities are not being carried out, whether existing solutions are adequate or if additional resources should be applied to fulfill such responsibilities.</text></subparagraph></paragraph></subsection><subsection id="H921D4942175842128A620E9FE8382A4B"><enum>(b)</enum><header>Consultation requirement</header><text display-inline="yes-display-inline">The Secretary of the Army, the Secretary of the Navy, and the Commandant of the Marine Corps shall jointly establish a formal collaboration forum among Army, Navy, and Marine Corps range officials through which such officials shall share methods for identifying and communicating hazards to units.</text></subsection></section></legis-body></bill>
