R. 5228</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210910">September 10, 2021</action-date><action-desc><sponsor name-id="J000288">Mr. Johnson of Georgia</sponsor> (for himself, <cosponsor name-id="W000788">Ms. Williams of Georgia</cosponsor>, <cosponsor name-id="B001312">Ms. Bourdeaux</cosponsor>, and <cosponsor name-id="G000586">Mr. García of Illinois</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name>, and in addition to the Committee on <committee-name committee-id="HBA00">Financial Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for competitive grants to support access to affordable housing and the enhancement of mobility for residents in disadvantaged communities or neighborhoods.</official-title></form><legis-body id="HECD1C4D0BACF47B8A0D226AF752F29A8" style="OLC"><section id="H3855ECC48AD6495A8C4ABB7BF5F1753A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Public Transportation Expansion Act</short-title></quote>.</text></section><section id="H376FA48CB59D411F887C3A2C359E3478"><enum>2.</enum><header>Affordable housing access construction grants</header><subsection id="H58B410462F1B45958FED50650A66D836"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated for fiscal year 2022 such sums as may be necessary, to remain available until September 30, 2026, to the Secretary of Housing and Urban Development and the Administrator of the Federal Transit Administration for competitive grants to support access to affordable housing and the enhancement of mobility for residents in disadvantaged communities or neighborhoods, in persistent poverty communities, or for low-income riders generally.</text></subsection><subsection id="H1020B25EE338402E9C31D85F5BEDE230"><enum>(b)</enum><header>Administration of funds</header><text>Funds made available under this section shall—</text><paragraph id="H1423F3728DF04F05B20F8FF29D5F5B00"><enum>(1)</enum><text>be available to recipients and subrecipients eligible under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/53">chapter 53</external-xref> of title 49, United States Code; and</text></paragraph><paragraph id="H182F87637B634E6BA7DEA4EC5E19702C"><enum>(2)</enum><text>after allocation, be administered as if such funds were provided under section 5307 of title 49, United States Code.</text></paragraph></subsection><subsection id="H281499C64A324464804223A86B3719E3"><enum>(c)</enum><header>Eligible activities</header><text>Eligible activities for funds made available under this section shall be—</text><paragraph id="HEE1F7331D70D4BFAB173197A66F9D44B"><enum>(1)</enum><text>construction of a new fixed guideway capital project;</text></paragraph><paragraph id="HD75DFA762D824F0B8EBD85A7FF1F00C2"><enum>(2)</enum><text>construction of a bus rapid transit project or a corridor-based bus rapid transit project that utilizes zero-emission vehicles, including costs related to the acquisition of such vehicles and related charging or fueling infrastructure, or a collection of such projects; and</text></paragraph><paragraph id="H1CF987BD8F304F78BBCE2D8EFCA5595D"><enum>(3)</enum><text>notwithstanding subsection (a)(1) of section 5307 of such title, an expansion of the service area or the frequency of service of recipients under such section, which may include operational expenses, including the provision of fare-free or reduced-fare service, or the acquisition of zero-emission vehicles or infrastructure to expand service.</text></paragraph></subsection></section></legis-body></bill>
