which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Attorney General, in consultation with the Secretary of Veterans Affairs, to establish a pilot program to help State prisons and local jails improve the documentation of incarcerated veterans.</official-title></form><legis-body id="H8F916B55421B4FF1AF1994035CF5AA71" style="OLC"><section id="HA5DBA69CF93A4493B8CF46E90D562C00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice Involved Veterans Support Act</short-title></quote>.</text></section><section id="H0EC64BFA22A54339A31252B789FD936E" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HD1B46389E1A346218A39A6E86BC28A6F" commented="no"><enum>(1)</enum><text>Approximately 181,000 veterans are incarcerated in the United States.</text></paragraph><paragraph id="HA5D11375EED54E009D5777A687E5076C" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">More than half of all veterans involved in the criminal justice system suffer from a mental health condition or substance abuse disorder.</text></paragraph><paragraph id="HD4930182BD234421BE0AF900669BDAAA" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">Such veterans may be at a greater risk for suicide.</text></paragraph><paragraph id="HDDEA687F9706496C9555637A807E6350" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">Veterans released from incarceration have specialized needs and face different issues relating to reentry into society.</text></paragraph></section><section id="H64FCF7EAE55D46D5978D9614A33E1008"><enum>3.</enum><header>Pilot program to improve documentation of incarcerated veterans</header><subsection id="HAA849EE90D5C4F998BE2CFE0986BF69B"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Attorney General, in consultation with the Secretary of Veterans Affairs, shall carry out a pilot program to provide grants and technical assistance to State prisons and local jails to improve documentation of whether inmates of such institutions are veterans.</text></subsection><subsection id="HEC44B07075DC4274B812246346DA09C6"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purposes of the pilot program are the following:</text><paragraph id="H83EB12BB60C645FEBE8BF6D39F7B01EA"><enum>(1)</enum><text>To assist the Secretary in providing benefits to incarcerated veterans under laws administered by the Secretary.</text></paragraph><paragraph id="HF96CC6ED9BB3473A9004DF286D64FCB3"><enum>(2)</enum><text display-inline="yes-display-inline">To assist veterans affairs offices of States in providing benefits to incarcerated veterans under laws administered by such offices.</text></paragraph><paragraph id="H2B681D8E592844C78F1A5A5C516381C7"><enum>(3)</enum><text>To increase the number of veterans involved in the criminal justice system whose cases are diverted to veterans treatment courts.</text></paragraph></subsection><subsection id="HFE1A1F87A2CA4AFD8193020590F51601"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting grant recipients under the pilot program, the Attorney General shall give priority to State prisons and local jails located in—</text><paragraph id="H8D5CA83F48F540E69ADE43D1A7E3EF9B"><enum>(1)</enum><text>States that contain the greatest populations of veterans per capita;</text></paragraph><paragraph id="H85BC97AC3CE146C8A9F2F8EB214FB2AB"><enum>(2)</enum><text>States with the highest rates of veterans living in poverty; and</text></paragraph><paragraph id="H51C80EBF9CF9449187C2F34797925EAD" commented="no"><enum>(3)</enum><text>jurisdictions that contain a veterans treatment court or veterans diversion program.</text></paragraph></subsection><subsection id="HB1007D628CCF4286AB06A6E3D92A77CC"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the terms <quote>veterans treatment court</quote> and <quote>veterans diversion program</quote> mean a State or local court that is participating in the veterans treatment court program (as defined in section 2991(i)(1) of the Omnibus Crime Control and Safe Streets Act of 1968; <external-xref legal-doc="usc" parsable-cite="usc/34/10651">34 U.S.C. 10651(i)(1)</external-xref>).</text></subsection></section></legis-body></bill>
