R. 5158</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210903">September 3, 2021</action-date><action-desc><sponsor name-id="C001121">Mr. Crow</sponsor> (for himself, <cosponsor name-id="B001298">Mr. Bacon</cosponsor>, and <cosponsor name-id="L000559">Mr. Langevin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require maintenance of analytical tools for evaluation of energy resilience measures, and for other purposes.</official-title></form><legis-body id="HA904C899949F475DB91055AB2BC29FAE"><section id="H973B9F8B5EC44C2985B1517C19582931" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accurate Data for Defense (ADD) Resiliency Act</short-title></quote>.</text></section><section id="H7CDE775029D245B194636DA370BA44EA"><enum>2.</enum><header>Maintenance of current analytical tools for evaluation of energy resilience measures</header><subsection id="H723560AD5C8A4DD48764839755105F2D"><enum>(a)</enum><header>In general</header><text>Section 2911 of title 10, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block id="H3E7412168C85401DBF88226EC090237A" style="OLC"><subsection id="HD276F9A4BE5F4270B57E83F2A5EB4A99"><enum>(i)</enum><header>Analytical tools for evaluation of energy resilience measures</header><text>(1) The Secretary of Defense shall develop and implement a process to ensure that the Department of Defense, in evaluation of energy resilience measures on military installations, uses analytical tools that are accurate and effective in projecting the costs and performance of such measures.</text><paragraph id="H321C94C3604D4F758E08638FEBF583E2" indent="up1"><enum>(2)</enum><text>Analytical tools specified in paragraph (1) shall be—</text><subparagraph id="HDCBB7DF9DF8549A2A3EC20D9B86E1828"><enum>(A)</enum><text>designed to—</text><clause id="H04A1338C919E471782B500233D6FDDF3"><enum>(i)</enum><text>provide an accurate projection of the costs and performance of the energy resilience measure being analyzed;</text></clause><clause id="HFD98F5095E914970B241F56F20A5F506"><enum>(ii)</enum><text>be used without specialized training; and</text></clause><clause id="HC7ABE301E26144A0AD1F456DF25FA532"><enum>(iii)</enum><text>produce resulting data that is understandable and usable by the typical source selection official;</text></clause></subparagraph><subparagraph id="HC3FAA747AE244597A9BA07C41978E45F"><enum>(B)</enum><text>consistent with standards and analytical tools commonly applied by the Department of Energy and by commercial industry;</text></subparagraph><subparagraph id="H1FAB2DAE65034BA0AEDA9697B072D3C7"><enum>(C)</enum><text>adaptable to accommodate a rapidly changing technological environment;</text></subparagraph><subparagraph id="H2C41B9A1C4F749E694AE47993738C6DA"><enum>(D)</enum><text>peer-reviewed for quality and precision and measured against the highest level of development for such tools; and</text></subparagraph><subparagraph id="HB6AFB2466B654EB4A5F874CEA0EB0A9A"><enum>(E)</enum><text>periodically reviewed and updated, but not less frequently than once every three years.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H83799D69D17A47F684C9D78C84BD403D"><enum>(b)</enum><header>Report</header><text>Not later than September 30, 2022, the Secretary of Defense shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report on the implementation of the requirements under section 2911(i) of title 10, United States Code, as added by subsection (a).</text></subsection></section></legis-body></bill>
