R. 5061</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210820">August 20, 2021</action-date><action-desc><sponsor name-id="G000582">Miss González-Colón</sponsor> (for herself, <cosponsor name-id="R000577">Mr. Ryan</cosponsor>, <cosponsor name-id="B000740">Mrs. Bice of Oklahoma</cosponsor>, and <cosponsor name-id="R000610">Mr. Reschenthaler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to carry out a pilot program to survey access to mental health care under the military health system, and for other purposes.</official-title></form><legis-body id="HFBDD48B0F479422980020ACD24240CB5" style="OLC"><section id="H69BA6027B1F240AAA0967E760ABF7BBB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mental Health Stigma in the Military Act of 2021</short-title></quote>.</text></section><section id="HBFD6565F515944499E44B1D34AC239EE"><enum>2.</enum><header>Pilot program to survey access to mental health care under military health system</header><subsection id="H05C96B4C24234693BA9850BB13EAD071"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">Beginning not later than October 1, 2021, the Secretary of Defense shall carry out a pilot program to survey access to mental health care under the military health system.</text></subsection><subsection id="H7351F8238CF647B38BF8CCA8AC96BE84"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">In carrying out the pilot program under subsection (a), the Secretary shall ensure that command climate surveys administered to active duty members of the Armed Forces of not fewer than 20 commands (10 of which shall be deployable) per military department are updated to include questions on access to mental health care under the military health system. Such questions shall address the following:</text><paragraph id="H34DA17E764B54B94AEA04F5C0B87C6B4"><enum>(1)</enum><text display-inline="yes-display-inline">The perceived ability of the respondent to access mental health care under the military health system.</text></paragraph><paragraph id="H74C2296B3D3D4E87A0D7EDAF0628F75C"><enum>(2)</enum><text>Whether the respondent has previously been prohibited from, or advised against, accessing such care.</text></paragraph><paragraph id="H9EA1636791E74CF38DA77ACC38C48F84"><enum>(3)</enum><text>Any overall stigma perceived by the respondent with respect to such care.</text></paragraph></subsection><subsection id="H47C8B95B3F494DC9BCA0BEAC087F18B1"><enum>(c)</enum><header>Termination</header><text>The authority to carry out the pilot program under subsection (a) shall terminate on July 1, 2022.</text></subsection><subsection id="H2E42729CFE924DBF931EE12B54D48C9D"><enum>(d)</enum><header>Report</header><text>Not later than 90 days after the date on which the pilot program under subsection (a) terminates, the Secretary shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report on the results of the updated surveys administered pursuant to the pilot program.</text></subsection><subsection id="HB9F0FD209B2A49B38FACFBB3655A4207"><enum>(e)</enum><header>Definitions</header><text>In this section, the terms <quote>active duty</quote>, <quote>Armed Forces</quote>, and <quote>military departments</quote> have the meanings given those terms in section 101 of title 10, United States Code. </text></subsection></section></legis-body></bill>
