which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the National Oceanic and Atmospheric Administration to maintain a program that improves wildfire forecasting and detection, and for other purposes.</official-title></form><legis-body id="H2F703477898B4FCF83A89A256360984D" style="OLC"><section id="HC09DC99B4EE849F883EA163584270CC6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fire Information and Reaction Enhancement Act</short-title></quote> or the <quote><short-title>FIRE Act</short-title></quote>.</text></section><section id="H89FAA2AB67AA40C18E3D94C23CA9D5BB"><enum>2.</enum><header>Wildfire forecasting and detection</header><subsection id="H8C42EB73B6C240EE8BF6B913E90053AA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the National Oceanic and Atmospheric Administration, in collaboration with the United States weather industry and such academic entities as the Administrator considers appropriate, shall establish and maintain a program within such Administration to improve wildfire forecasting and detection.</text></subsection><subsection id="H20D375E297EB41B68C2E57EFDA4CC658"><enum>(b)</enum><header>Goals</header><text>The goals of the program maintained under subsection (a) shall be to develop and extend accurate wildfire forecasts and warnings in order to reduce loss of life, injury, property, and damage to the economy, with a focus on—</text><paragraph id="H9B1535A6E02540A282DFB77E784096DB"><enum>(1)</enum><text>improving the prediction of intensification and spread of wildfires;</text></paragraph><paragraph id="H649CF9A41DB243DBB99EFE99FDB2B4C6"><enum>(2)</enum><text>improving the forecast and communication of smoke dispersion from wildfires;</text></paragraph><paragraph id="H104D66CDBE4A4FA0B6F41BBB31D86DE5"><enum>(3)</enum><text>improving information dissemination and risk communication to create more effective watch and warning products; and</text></paragraph><paragraph id="HFA5EF603E3624B16A7321AA99C5CD366"><enum>(4)</enum><text>improving the early detection of wildfires to contain their growth and mitigate damages.</text></paragraph></subsection><subsection id="H682A51415EA5469CB79A75F99B6DADA4"><enum>(c)</enum><header>Elements</header><text>In order to meet the goals outlined in subsection (b), the Administrator is authorized to conduct development, testing, and deployment activities related to—</text><paragraph id="H4D12C259E1F8401CACF07E8B82EE31AD"><enum>(1)</enum><text>advanced satellite detection products;</text></paragraph><paragraph id="H7AB1E3CD3BAC47E3BD92BBE2C83F8080"><enum>(2)</enum><text>grid-based assessments and outlooks of fuel moisture and danger levels;</text></paragraph><paragraph id="H194860CDB9C240A79FD69849AC4221E8"><enum>(3)</enum><text>coupled atmosphere and fire modeling systems;</text></paragraph><paragraph id="HC7ECE8FEB75F4D94954B2F9A5DBAE8E5"><enum>(4)</enum><text>systems to link climate predictions to achievable land management decisions; and</text></paragraph><paragraph id="H195ED63669D440EDAD0D74AE6D848FC3"><enum>(5)</enum><text>improved spatial and temporal resolution observations in high latitudes.</text></paragraph></subsection><subsection id="H1D2B3019D48049F2A7B575055FC0AFBF"><enum>(d)</enum><header>Construction authorization</header><paragraph id="HF6D4600E841441E4A8D63491629AB974"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the enactment of this Act, the Assistant Administrator for the Office of Oceanic and Atmospheric Research shall establish a program to create one or more weather research testbeds, in partnership with industry and academic partners, to develop improved detection of and forecast capabilities for wildfire events and their impacts.</text></paragraph><paragraph id="H5AFA0689ED6B44C7A8ABC6908C0A6586"><enum>(2)</enum><header>Resources</header><text display-inline="yes-display-inline">In carrying out the program under paragraph (1), the Assistant Administrator may not take resources for such testbeds from the National Oceanic and Atmospheric Administration cooperative institutes in existence as of the date of enactment of this Act.</text></paragraph></subsection><subsection id="H06CB63B674A4461886059D04759DEFBA" commented="no"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $15,000,000 for fiscal year 2022 to carry out the program under subsection (d).</text></subsection></section></legis-body></bill>
