Increase in deficit prohibited under reconciliation directives

Section 310(a) of the Congressional Budget Act of 1974 is amended—(1)in paragraph (3) by striking or at the end;(2)in paragraph (4) by striking the period at the end and inserting ; or; and(3)by adding the following new paragraph at the end:(5)not specify in paragraphs (1) and (2), when taken together, amounts that would have the effect of increasing the deficit for the period of fiscal years covered by such resolution..
